WSH Officer
Duties and Responsibilities :
Be aware of the requirements of current EHS legislations and client’s requirements, and establish procedures to monitor compliance.
Hold a legal register describing the Singapore WSH Act, Code of practice, Singapore Standard (SS) rules and give advice to project management team related to Singapore rules and regulations
Ensure legal authority requirements are fulfilled and the project is carried out as per local authority rules and regulations
Prepare and submit all the Singapore MOM WSH related documents on stipulated time.
Should have a good relation with MOM WSH officials and convince them about EHS performance.
Report to the EHS Manager on the implementation and progress of the EHS Management Plan.
Appointment as Secretary of the project EHS Committee.
Provide EHS information to enable project management, staff and sub-contractors to monitor EHS performance of the project.
Evaluate, develop, promote and support the establishment and maintenance of EHS Management System.
Identify EHS training needs and advice project management to ensure adequate training is provided to all site staff and sub-contractor’s site personnel.
Implement EHS inspection programmes of the work places to ensure that the EHS of persons and its work conditions are achieved.
Advise site management to provide adequate resources and facilities to meet the requirements of the EHS programmes.
Assist site management to investigate occupational accidents and incidents, and assess remedial measures to prevent recurrence.
Compile and analyze accident / environmental statistics and provide results achieved to site management.
Ensure the EHS management systems and forms are updated to the latest version.
Instigate liaison with the Ministry of Manpower (MOM), National Environment Academy (NEA) and other external EHS organizations.
Establish and maintain a line of communication with site management for day-to-day EHS activities.
Supervise and monitor the performance of EHS personnel.
Implementation and monitoring the EHS Management System and its programmes.
Identification of hazards and evaluation of risks at work on site.
Design, implement and monitor risk control, promote and support the acquisition of resources and implement the plan for risk control measures.
Check over work methods, risk assessments and its precautionary measures with site management and sub-contractors before work starts.
Advise on the development of the EHS Management Plans, the laying down of EHS rules and appropriate measures for ensuring co-operation between sub-contractors.
Conduct site inspections to check EHS performance and follow-up on corrective actions.
Assist site management to investigate occupational accidents and incidents, and assess remedial measures to prevent recurrence.
Supervise his sub-ordinates to carry out day-to-day activities in EHS aspects.
Requirements:
- Must possess Singapore Ministry of Manpower approval valid Certificate.
- Must possess 7 Year Singapore WSHO experience with Engineering/Science educational degree
- Must possess an experience of minimum 3 years in combined cycle power plant
- Must possess all the training certificates stipulated by Singapore MOM
- Must possess good knowledge about Singapore MOM WSH act, Code of practices, Singapore Standard
- Able to start work on short notice will be an advantage
- Good communication skill in English and Mandarin
- Good computer proficiency
