Generally, the RTO shall be registered and maintain registration with IES throughout his or her service; and shall be responsible for the consistency of quality assurance inspections and reporting in a well-coordinated manner to ensure the contractor’s proper execution of works under the R&R contract.

(I) Regularly inspect and supervise contractors’ works and tests (if any) in accordance with specifications/technical requirements as set out in the R&R contract.
(II) Check and ensure all materials, construction and/or installations are in accordance with approved documents such as drawings, samples, and method statements.

(III) Keep quality and contemporaneous records of all works (showing progress photographs, the quantity of works, works arising from variation orders etc.) for monitoring and submitting reports as follows.

a. RTO site diary (to be submitted by 6pm daily),

b. Fortnight reports (once every 2 weeks),

c. Monthly reports (by end of each calendar month),

d. Incident reports.

(IV) To issue RTO Site Memos, on any deviations or non-compliant works observed to be carried out by the R&R contractor.
(V) Submit all required documents and reports via email or other electronic means (as may be decided by VBF) by stipulated time frame.
(VI) To attend to and handle all related feedbacks (including occupants’ feedbacks) onsite and keep a logbook of date and time of feedbacks and follow ups actions for closure of feedbacks.

(VII) Attend all meetings.

Working hours (on-site)
(I) 9.00am to 6.00pm (Mon to Fri) with 1 hour Lunch break, and 9.00am to 1.00pm (Sat)
(II) Leave – 7 days prorated accordingly per annum.
(III) MC – 14 days and including hospitalisation leave up to 60 days according to MOM

Termination notice
(I) 1 Month or otherwise stated.

JOB DESCRIPTIONS

• Coordination and monitoring of all facility maintenance activities, upgrading and/or refurbishment works to the facilities.
• Ensure projects and maintenance works are appropriately executed and successfully completed on­time within schedule and budget.
• Liaise, supervise and co­ordinate with contractors and vendors on projects, maintenance, repair, shut­ down and overhaul works.
• Prepare and submission of costing and quotations.
• Prepare and process application for visitor pass.
• Any other duties as assigned.

JOB REQUIRMENTS

• Diploma in Mechanical / Electrical.
• At least 3 year(s) of working experience in the related field is required for this position.

• Assist Resident Engineer in daily close supervision and coordination duties
• Inspect and supervise Contractors’ works and tests to Approved Drawings and Specifications
• Participate in construction interface meeting for Instrumentation, Building Services (ELV) systems
• Checking BIM Model and interface with C&S team for the completeness of site clearance for Instrumentation construction activities
• Review of design deliverables for Instrumentation, Building Services (ELV) and release of IRF’s to contractor as per RE’s instructions
• Update of Daily Site Reports (DSR), maintain quality records of all works, monitor and report on work progress
• Responsible for the consistency of quality assurance inspections and testing for works
• Implement quality assurance plan in a well-coordinated manner
• Coordinate with Contractors on execution of works
• Participate in FAT activities and punch list follow up
• Participate in SAT, Commissioning of Instrumentation, Building services (ELV) activities till the final handover of the project

Requirements:

• Diploma in Instrumentation Engineering.
• Registered as Resident Technical Officer with the Joint Accreditation Committee of the Institution of Engineers Singapore / Association of Consulting Engineers Singapore
• At least 5 years of relevant experience in quality assurance inspections on large infrastructure project or waste/water management projects in Singapore, particularly Instrumentation, Control, Automation and Building Services (ELV) systems.

• Exposure and experience with Government projects preferred

• Installation, Implementation, Evaluation, Configuration, Administration, Operations, Monitoring, and Management, including but not limited to:
• Oracle Database Management (12c / 19c)
• Data Management and Operational Support in MS SQL Server Environment
• Backup/Recovery/Restore: Database Shrink Operations, DBCC Commands
• Operational Automation
• Grid Infrastructure (Clusterware, ASM, Disk Groups, etc.)
• Oracle on Unix
• Support of OGG, ODE, and ODA
• Troubleshooting real-time performance and tuning issues in Oracle Database
• New Software Releases, Patches, and System Upgrades
• All aspects of database tuning: software configuration, memory usage, data access, SQL, and physical storage
• SQL profiler and other related performance monitoring, tuning, query optimization, etc.
• Establish and maintain documentation and standards

Requirements:

• Bachelor’s Degree in Computer Science, Computing, Engineering, IT, or equivalent.
• Singaporean Candidate able to clear CAT2A Security Clearance
• Demonstrated skills in planning and coordination
