As the Strategic Programme Manager for the Singapore Leaders Network (SGLN), you will this play a pivotal role in the planning, design, and delivery of SGLN’s programme offerings. Reporting to the Director of SGLN, you will also support strategic planning and contribute to the overall success of our initiatives.

Key Accountabilities:

• Support and execute the long-term strategic direction in line with SGLN’s overall vision, mission, and values.
• Develop SGLN’s strategic business and professional networks by communicating and liaising with key external stakeholders, which include government ministry/agency partners, as well as senior business leaders
• Manage and support all stakeholder reporting requirements, which includes communicating with stakeholders, report writing, tracking of KPIs, among other requirements
• Co-lead, manage, and implement end-to-end programming elements from inception to delivery and post-programme activities of all SGLN offerings, with primary focus on the flagship SGLN Fellowship
• Co-design, manage, and implement existing offerings and new offerings being developed for the SGLN Fellowship, in collaboration with SGLN functions, HCLI staff, and external faculty and speakers
• Revise and maintain any programming workplans and costing sheets
• Manage relationships with external faculty and speakers, ensuring timely delivery of contracted/volunteer services and adherence to programming standards set
• Design and administer feedback surveys to improve on SGLN's offerings and programming content
• Monitor, track, and evaluate the progress and programme effectiveness SGLN’s offerings using appropriate impact measurement metrics
• Manage and ensure the quality output of SGLN’s various functions (e.g. community engagement, operations, partnerships) and collaboratively work with other HCLI functions that impact SGLN’s work (e.g. marketing, client engagement, research)

Knowledge and Skills:

• Managerial experience in overseeing and collaborating with different functional areas beyond primary functional scope

Experience:

• Preferably minimum 5 years of relevant experience in Learning/Organisational Development/Leadership Development/Executive Education and/or Community Development Work
• Outstanding fresh graduates and those with less than 5 years’ experience can be considered

Education:

• Minimum Bachelor's degree
• Masters Degrees in Organisation Development, Psychology, Training or Business and/or all other relevant post-graduate degrees will be advantageous

Responsibilities:

2. Talent Acquisition and Management:Lead the recruitment process to attract top talent, from sourcing and interviewing candidates to making hiring decisions.

   Implement effective strategies for talent retention and career development.
   
3. Administration and Facilities Management:Oversee administrative functions, including office management, facilities maintenance, procurement, and vendor management.
   Ensure compliance with regulatory requirements and company policies.
   Optimize administrative processes to enhance efficiency and productivity.
   Manage budgets and expenditures for HR and administrative activities.
   
4. Employee Relations and Compliance:Handle employee relations issues with tact and professionalism, fostering a positive work environment.
   Ensure compliance with employment laws and regulations, keeping policies and procedures up to date.
   Conduct investigations and resolve employee grievances as necessary.
   

Qualifications:

• Bachelor's degree in Human Resources, Business Administration, or a related field; Master's degree preferred.
• Proven experience in a senior leadership role, preferably in the logistics or transportation industry.
• Strong knowledge of HR principles, practices, and employment laws.
• Demonstrated success in talent acquisition, employee engagement, and organizational development.

Reporting to Chief Learning Officer, this position holder is responsible and accountable for leading the design, development, and research for his/her assigned portfolio of existing and new leadership programmes and solutions at HCLI.

DESIGN: The purpose of this accountability is to think creatively and generate innovative learning solutions.

• Design learning solutions for customised leadership programmes for corporate clients.
• Design new solutions for open enrolment leadership programmes.
• Design includes – but not limited to - content curation and creation, learning design, and innovating on learning solutions, etc.

DEVELOPMENT: The purpose of this accountability is to develop the innovative learning solutions into implementable programmes that produce the desired learning outcomes in support of client’s strategic objectives and learner’s leadership development objectives.

• Develop custom and open-enrolment leadership solutions by collaborating with subject-matter experts, faculty, and partners, etc.
• Development includes – but not limited to – cost and budget estimation, programme evaluations (e.g. after-action review or ‘AAR’), and managing “product life cycles”, etc.
• Development includes – but not limited to – updating existing leadership solutions, grant applications (e.g. SSG funding), and mapping to competency and skills frameworks, etc.

DELIVERY: The purpose of this accountability is to deliver effective learning and a great learning experience for corporate clients and individual learners, and in so doing, deliver on the value created for the client and learner, and capturing the associated value created for HCLI.

• Deep knowledge of the Leadership Development field and an interest and understanding of the emerging trends

• Experience working in a multinational/international environment, working across cultures, is an advantage

Education:

• Degree Holder in Organisation Development, Psychology, Training or Business. A Masters or PHD Degree will be advantageous

Experience:

• Minimum 5 years of relevant experience in Leadership Development/Executive Education/Learning & Development/ Organisational Development, or related Consulting/Professional experience(s).
