JOB SUMMARY

We are seeking an experienced Project Manager to lead the end-to-end development of our Payroll and HRIS (Human Resources Information System) cloud platform and relaunch them as our next generation integrated best-of-suite solutions for our clients.

The Project Manager will work cross-functionally with vendor and technical teams across the full spectrum of development including business analysis, UI/UX, graphics design, mobile app engineering to ensure timely and efficient delivery of a scalable, user-friendly, and compliant Payroll & HRIS system. This role requires a solid understanding of both cloud development processes and HRIS/Payroll functionalities, alongside excellent project management and communication skills.

The ideal candidate will be responsible for defining project scope, setting timelines, managing resources, and overseeing development to ensure a smooth rollout of features and integrations. They will be adept at navigating and mitigating risks, maintaining stakeholder alignment, and upholding quality standards across project phases, from initial planning through testing, launch, and post-launch support.

RESPONSIBILITIES
Strategy

• Partners the Global Head of HR CIB and Value Stream Leads to build, refine, manage and deliver the holistic, business centric CIB People Agenda in service of the business delivering its strategy. Takes responsibility for the overall management of the Agenda and Book of Work, working closely with colleagues across the CIB HRLT.
• Provides co-leadership to the “Data Informed” Value Stream within the CIB HR Book of Work, defining, articulating and tracking the impact of the People Agenda, and leading the storytelling off the back of that.
• Works across the CIB HR LT in service of a seamless client experience with the landing of the Book of Work that drives business value. Dives in to areas as required to join the dots and ensure effective delivery, including partnering Value Stream Leads on Retrospectives, lessons learned and Book of Work refinement.
• Leads various projects and initiatives on behalf of the Global Head of HR, CIB – across the People Agenda.

Business

• Support the Global Head of HR, CIB with critical, high value Talent, Culture, Performance and Organisation Design with and for the CEOs, CIB and CIB MT.
• Manage ongoing the cadence and operating rhythm of the CIB HR organisation – operating as Chair and Secretary as noted in the ‘Appointment’ section above. Drive meeting effectiveness in service of team and business outcomes.
• Manage the CIB HR budget and ensure effective controls in place with governance around team T&E aligned to S&T standards.

Processes

• Ensure effective delivery of all key CIB HR outputs to Group and Business level forums and committees, including partnering on drafting of MT level papers as required.
• Manage the holistic, effective communications plan across CIB HR – joining the dots across streams to monetise the CIB Employee Value Proposition through our internal and external communications cadence. Draft relevant communications on behalf of the Global Head of HR, CIB and work in partnership with the Value Stream Heads and CIB communications on broader communications to ensure effective execution.
• In partnership with the EA, CIB HR, ensure effective time management and preparation for all key internal and external meetings. Within this, support the Global Head of HR, CIB with effective performance and development management across the CIB HR organisation.

Risk Management and Governance

• Provide support on appropriate risk frameworks in place so that activities are carried out within the Group's risk appetite and reputational risks are appropriately managed.
• Provide support to ensure any audit and compliance issues relating to CIB HR are resolved in a timely manner.
• Provide support to ensure that Risk Management matters that are brought to the job-holder's attention are subject to direct remedial action and/or escalated, where appropriate to relevant risk committees
• Provide support on investigation and mitigation plans where there are audit findings or operational risks issues in the region and relevant business

Job Description：

As an Internal Control Manager under the guidance of the Head of Internal Control, the person will play a pivotal role in managing Internal Control (IC) programs including execution of SOX Compliance project, Control Change Management and working with other risk functions to foster a culture of continuous improvement in control environments across the organization. The person is expected to support external audit process on behalf of management and continuously monitor financial controls development and certification via SOX GRC Tool.

Key Responsibilities may include, but are not limited to the following (other duties may be assigned):

Advocate for strong financial control governance across the organization, ensuring alignment with ICFR policies and procedures.

• Perform the SOX compliance fieldwork assessing the adequacy of existing controls, identifying potential design gaps, and working with Process Owners in Charge (PICs) to develop remediation.
• Manage IC’s Change Management program to ensure the timely identification and mitigation of financial risks in partnership with the risk management team (ERM, GRC, IA, etc.).
• Design effective SOX training program and deliver periodic executions across organizations.
• Act as the primary administrator for the SOX Risk and Control Tool, enhancing its use among PICs and assisting in the effective management of SOX control development.
• Drive continuous improvement with industrial best practices for control environment which includes optimization and automation of processes and controls.
• Ensure comprehensive and periodic review of SOX documentation, including Flow Charts, Narratives, and Risk Control Matrices, and maintain robust engagement with PICs.
• Work with cross-functional teams in root cause analysis for fraud or unusual activities that have an impact to financial statement and implement action plans to strengthen controls.

Requirements

• Bachelor’s degree in accounting or finance.
• A minimum of 8 years of experience in auditing or internal control roles, with at least 5 years in public accounting (Big 4 experience required).
• Certifications such as Certified Internal Auditor (CIA), Certified Public Accountant (CPA), or similar are highly desirable.
• In-depth understanding of internal control concepts, SOX, and COSO frameworks.
• Exceptional ability to work collaboratively with multidisciplinary teams.
• Strong analytical, problem-solving, and decision-making skills.
• High attention to detail and commitment to high standards of quality.
• Excellent verbal and written communication skills for effective interactions with both internal and external parties.

Mission Description:

• Lead and manage regulatory reporting projects from initiation to completion, ensuring timely delivery and adherence to project scope and objectives.
• Utilize project management methodologies (Waterfall and Agile) to plan, execute, and monitor project progress.
• Coordinate with internal IT teams and external software vendors to align delivery roadmaps and ensure seamless integration of regulatory reporting solutions.

Profile Requirment:

• Bachelor’s degree in Finance, Business, Information Technology, or a related field.
• Minimum of 5 years of experience in regulatory reporting within the banking industry.
• In-depth knowledge of regulatory reporting requirements for EMIR, MiFIR, HKMA, and MAS.
• Strong understanding of IT architecture and transaction regulatory reporting tools and frameworks.
• Excellent stakeholder management and communication skills.
• Highly analytical mindset with the ability to model complex systems and data.
• Understanding of IT Architecture
