The Project Manager is responsible in making decisions that ensure the quality and timeliness of construction deliverables by overseeing onsite operations teams, vendors, subcontractors and clients.

Job Responsibilities

• Assisting the Senior Project Manager in managing project engineering of electrical systems including planning and defining project scope, goals and deliverables
• Developing project plans, including timelines, budgets, and resources allocation
• Work together with Senior Project Manager to ensure project progress meet project submission, project schedule including coordinating activities and resolving problems
• Managing the work activities and performance of the subcontractors, supervisors and workers and liaise with clients, relevant authorities and consultants to resolve bottlenecks
• Ensure compliance with safety regulations and industry standards
• Communicating project status updates to stakeholders, including clients, management and team member
• Identify and mitigate project risks and issues
• Maintain quality standards, carry out site inspections and resolve technical issues on time
• Prepare and update all site reports, monitor and report progress of project
• Conduct safety compliance and risk assessment

Job Requirements

• Min. 10 years of experience in Electrical works
• Degree in Electrical Engineering or equivalent
• Strong understanding of electrical systems, codes, and regulations
• Knowledge of project management software and tools
• Experience with electrical works, Low Voltage (LV) switchgear, distribution board, cable selection, electrical single line drawing, cable containment system, lighting fixtures
• Good knowledge in AutoCAD drawings
• Strong leadership and communication skills to effectively manage teams and stakeholders
• Analytical and problem-skills to identify and mitigate project risks and issues
• Attention to detail and ability to maintain accurate project documentation

This is a critical role in the planning and implementation of Change Management and Training activities for the roll out of NGEMR across multiple institutions. This role will be expected to take on key pieces of work, participate actively in meetings, managing vendors & stakeholders, resolving or escalating issues and driving to execution. The role may also be called upon to support other projects within the BC&A portfolio.

A change manager will play a key role in ensuring projects (change initiatives) meet objectives on time and on budget by increasing employee adoption and usage. This person will focus on the people side of change, including changes to business processes, systems and technology, job roles and organization structures. The primary responsibility will be creating and implementing change management strategies and plans that maximize employee adoption and usage and minimize resistance. The change manager will work to drive faster adoption, higher ultimate utilization of and proficiency with the changes that impact employees. These improvements will increase benefit realization, value creation, ROI and the achievement of results and outcomes..

Apply structured methodology

· Apply a change management process and tools to create a strategy to support adoption of the changes required by a project or initiative.

Support communication efforts

· Support the design, development, delivery and management of communications.

Assess change impact

· Conduct impact analyses, assess change readiness and identify key stakeholders.

· Develop engagement strategy and determine enablement activities

Stakeholder Management

· Obtain alignment with internal stakeholders

· Obtain support from key functions to facilitate the execution of engagement and enablement activities

· Ensure execution as planned and adjust plans as required

Support training efforts

· Provide input, document requirements and support the design and delivery of training programs.

Requirements / Qualifications:

1) More than 5 years of experience with Business Consulting, Corporate Communications or Organisational Change Management project planning and execution

2) At least 3 years of experience in project, training and resource management

3) At least 3 years of experience in public service or large-scale IT implementation

4) Excellent oral and written communications skills

5) Able to multi-task, set priorities and manage time effectively

Job Responsibilities:

Project Delivery: Ensure the project is completed on or ahead of schedule while meeting all client expectations. Manage the overall delivery and maintain high standards throughout the project lifecycle.

Resource Allocation: Assign and manage resources effectively to ensure work is completed within budget, on time, and to quality and regulatory standards. Set and monitor daily, weekly, and long-term project goals to guide workflow and progress.

Specialist Function Management: Oversee the specialist functions of design, engineering, procurement, and construction. Coordinate the interaction of various disciplines and manage multiple work streams to ensure seamless integration and execution.

Progress Monitoring: Regularly review progress against plans, contractual arrangements, and delivery milestones. Ensure adherence to schedules, quality, and cost estimates, and implement effective remedial actions when deviations occur.

Financial Management: Oversee contract management, commercial and financial risk, and accurate forecasting of costs and revenues. Take corrective actions as necessary and work within reporting frameworks to maximize project profit margins.

Risk Management and Compliance: Lead risk management, compliance, and auditing efforts. Ensure all legislative, pre-contract, and commercial obligations are met, including adherence to the relevant Building Code.

Stakeholder Management: Develop and maintain beneficial relationships with clients, subcontractors, the community, and other external parties. Ensure active engagement and address stakeholder concerns effectively.

People Management: Monitor and manage staff and labor resourcing to achieve project targets. Supervise the workforce, including subcontractors, and foster a high-performance team with positive employee relations.

Business Development and Improvement: Contribute to new business opportunities and continuous improvement initiatives. Participate in broader business activities to support organizational growth and efficiency.

Resource Coordination: Collaborate with headquarters and site teams to secure the necessary resources for successful project execution.

Project Management Team Organization: Establish and organize a competent project management team. Develop and implement effective project management plans to ensure successful construction execution.

Adherence to Policies: Perform all duties in accordance with the company's policies, processes, systems, and procedures. Ensure compliance with internal and external reporting requirements.

Requirements:

• Holds a Recognized Degree in Civil Engineering or equivalent degree.
• Minimum five (5) years of experience in construction industry.
• Possess effective time-management skills to meet deadlines and planned deliverables.
• Candidate must possess at least a bachelor’s degree in engineering (Civil) or equivalent from a recognized University accredited with the Professional Engineers Board, Singapore.
• Preferably with design, consulting experience and Improvement works to Surface Car Parks.
• Conversant with Local codes and regulations as well as submission procedures.
• Well knowledge in CAD, BIM and other Civil Engineering software is necessary.
• Good project management and ability to work independently and under pressure to meet tight schedules.
• Proficient in MS office applications and keen to learn new things.
• Good communication skills and able to interact with people of all levels and teamwork.
• Candidates with more years of experience may be considered for a senior role.

• Planning, coordination and implementation of construction, commissioning and closure plan to ensure of contractual project is delivered to meet contractual conditions of performance and deliverable timeline with low wastage.
• Preparation of costing and estimation, logistic planning, departmental briefings, quality control, schedule managements, budget management and communication.
• Manage contractors with a focus on quality, compliance with engineering drawings, applicable code and standards and project schedule and cost.
• Provie accurate and on-time detail engineering works for tender scope of work and with compliance against contract specification.

• Oversee the detailed design, construction and commissioning of mechanical ventilation in all required areas to WTE, MRF, Refuse Bunker, Boiler House, Base and conception design by consultant.
• Oversee the detailed design, construction and commissioning of air conditioning in all required offices, CCR and all other areas to provision of a chilled water system and all required supporting structural steelwok, pipework, electrical and necessary dampers and controls.
• Oversee the detailed design, construction and commissioning of Building Management System (BMS) and Integrated Building Management System (IBMS) with manual, database, all hardware and software, sensors and intergrated into the main CMS and DCS in accordance with project specifications.
• Oversee the detailed design, construction and commissioning of smoke control / ventilator system.
• Manage and lead a team of engineers.
• Liaise with internal department, government/Statutory Authorities, consultants, clients, suppliers to ensurre smooth operation of projects.
• Provide timely project progress reporting to Management and attending to all site meetings.
• Ensure business objective is obtained and complies with all relevant regulation and laws.
• Ensure Quality Assurance and ISO Standards are met on all construction related activites and customer quality specifications are constantly met.

• Assist BD Director in managing program related issues and correspondences
• Coordinate and work with tool and assembly equipment suppliers to ensure smooth program launches
• Design work flows and optimise production layout together with production department to improve machine efficiency
• Source and gather tooling and components quotation from supplier for initial project start up

Requirements:
