JOB SUMMARY

• The CFCC Control Room owns the Group Transactional Conflicts and Information Walls Standard (TCIW), Group Personal Account Dealing Standard (PAD), Group Outside Business Activities Standard (OBA), Group Close Financial Relationships Standard (CFR) and External Employee Connections Standard (EEC) which set out procedures for transactional conflicts clearance and employee declarations required to help the Group manage any actual, potential or perceived areas of conflicts of interest that may arise in the course of providing financial services to its Clients.

RESPONSIBILITIES

• Responsible for assisting the Head of Control Room, Asia, to oversee CFCC Control Room matters affecting the region (ASA and GCNA)
• Managing and acting as the first point of escalation for a team of CFCC Control Room analysts located in Singapore and Kuala Lumpur (“Asia Control Room”).
• Playing a leading role in coordinating with CFCC Control Room colleagues globally located in London and working closely with other CFCC colleagues globally including the Private Side advisory teams. Ensure that Asia regulatory and business requirements are reflected in global procedures, policies, processes and that the appropriate standards are adopted.
• Participating as an active member of the Control Room Leadership Team and helping with the overall management of the CFCC Control Room team globally.

Primary areas of responsibility include managing and performing the following core functions owned by the CFCC Control Room:

The Director, Program Management and Regional Office, is a core member of the Innovative Medicine APAC Health Care Compliance (HCC) Regional Leadership team and the Innovative Medicine Global HCC Program Management, reporting directly to the APAC Regional Sector Lead. The Director will be responsible for strategic oversight, driving operational excellence, and enhancements of a compliance framework and program across the Innovative Medicine HCC organization for APAC. The Director is accountable for driving collaboration, consistency and simplification across the organization through active engagement and collaboration with the HCC Officers, HCC global functions and other Program Directors. Responsibilities include creating strategy and leveraging solutions and alignment across the enterprise as appropriate to create efficiency and minimize risk. The Director is also responsible for managing and overseeing the HCC program at the Innovative Medicine APAC Regional Office to ensure that the compliance program at the Regional Office meets the standards and requirements of J&J policies & procedures.

The preferred location of this role is Singapore.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Drive operational excellence through comprehensive risk assessment, risk management and reporting
• Manage Quarterly Risk Review process ensuring that all inputs and outputs are done timely and with high-quality; coordinate Risk Assessment process for the region; identify and drive process improvements across the team
• Provide insights and perspectives to shape and execute on key compliance program initiatives such as TDA projects, dashboard projects, TPI management and oversight; review and analyze relevant data, provide input into monitoring plans, MAP/mitigation plans, risk assessment inputs and outputs
• Collaborate with country HCC Officers and teams in Innovative Medicine APAC to scope, design, initiate and implement program management projects.
• Leads and executes regional projects for the Operating Companies (“OpCo”). Assists the Regional Sector Lead with the development of an effective project portfolio management structure, promoting necessary changes, process harmonization and leveraging experiences and approaches to/from other regions.
• In partnership with the HCC Program Management at the global level, co-ordinates with functional partners to capture OpCo user requirements, identifies gaps, defines required change actions and communicates findings and recommendations to key stakeholders, including HCC local teams and Regional Sector Leads.
• Shares best practice within HCC to develop and implement consistent controls across the region, where necessary.
• Supports the development of harmonized standard processes applicable for all countries in APAC, where necessary.
• Represents APAC program management on project teams to harmonize, standardize and streamline HCC processes and systems.
• Seeks opportunities for new solutions through innovative approaches, identified through internal and external network.
• Acts as the HCC Officer of Innovative Medicine APAC Regional Office to ensure that the “10 Hallmarks” of the effective compliance program are in place; identify opportunity to leverage the Regional COEs and deploy standardized regional framework of governance, controls and processes to address common issues/themes across the region where applicable
• Other responsibilities & tasks as assigned by Regional Sector Lead.

EDUCATION and EXPERIENCE:

• Bachelor’s degree required; advanced degree is preferred.
• Minimum of 10 years of experience in the pharmaceutical and/or medical device industries; Supervisory experience preferred.
• Cross-functional and/or cross-sector experience preferred.
• Health Care Compliance experience as an advantage.
• Experience leading in a multi-national environment.
• Experience in process improvement methodologies and process mapping preferred.
• Green Belt certification and Project Management Skills is a plus.
• Knowledge of the FCPA and related anti-corruption regulations.

Job Description:

Manages a major AML operations segment responsible for AML onboarding process delivery for Global Banking and Global Markets LOB. Functions managed are typically complex, directed by internal bank policies and require adherence to regulatory and compliance requirements which can involve high $ penalties and fines for non-compliance. Executes against regulatory, BSA/anti-money laundering, and economic sanctions compliance practices relevant to the manager's area of responsibility. Develops a positive and trusting relationship with key business leaders in FLU and compliance and demonstrates a strong combination of leadership skills, AML/KYC knowledge and strategic thinking. As guided by executive leadership, develops and maintains relationships with counterparts in other financial institutions, associations and regulatory officials ensuring proper communication of compliance of company and regulatory policies relevant to the manager's specific area of responsibility. Supports accountability for compliance elements of the Risk Framework, maintaining appropriate oversight of operations and vendor performance. Maintains the culture of compliance and supports the identification, escalation and timely mitigation of compliance risks. Applies knowledge and expertise to influence business managers and peers to ensure enforcement of compliance programs, balancing operational strategy within area of responsibility. May lead/coach projects or be involved in a variety of larger LOB projects. Responsible for budget/expense management, reporting and forecasting for Ares managed. Awareness of Six Sigma/Lean practices and change management preferred. Directly manages 4-8 employees that are typically subordinate supervisors or exempt specialists. Scope of management typically has 10-50 associates that may cover multiple shift/sites. Bachelor's degree or 8-10 years of Operations/compliance experience preferred, including 6-10 years supervisory experience.

Work with Compliance colleagues in implementing, administering, and maintaining the compliance program;
Ensuring management and employees are in compliance with the applicable regulations and that policies and

procedures are being followed.

Manage, mentor and develop compliance staff in Singapore.

Manage relationships with regulators, clients and external adviserson compliance issues impacting the business.
Provide advice to employees on compliance and/or regulatory matters.

Develop new or updated policies and procedures to ensure ongoing compliance with regulatory requirements applicable to business unit.

Manage compliance monitoring activities and risk and compliance reviews of activities to ensure compliance with policies and procedures.

Oversight and assisting compliance teams;
Manage regulatory filings and responses to regulatory examinations on behalf of relevant business units.

Requirements:

5 years minimum of people management experience, experience in leading a mid-large size compliance team and experience in working in a multinational company

Ability to interpret the regulatory requirements, guidance, and developments and clearly communicate implications to a range of audiences

Master's degree in Law, or other relevant fields

Hands on experience in implementing compliance programs to address key regulatory risks

Strong analytical skills and experience in reporting

Self motivated, dependable, adaptable

Able to work both independently and within a team environment
