Release Manager

We are looking for a skilled Release Management Lead to join our team, responsible for automating deployments, overseeing releases, and tracking technical products within our CEx Product Lines. Working closely with other departments and Product Managers, this role will help shape the release management strategy and environment management in line with company policies. The ideal candidate will have a proven track record in implementing and overseeing release processes, collaborating with diverse teams, and ensuring smooth software deployments. WHAT YOU WILL DO

Responsibilities include, but are not limited to: 

• Establish and uphold release management processes in line with best practices, SDLC, and continuous enhancement.
• Work closely with various teams to coordinate software releases and implement automation tools for improved efficiency on Cloud environments.
• Implementing DevSecOps Standards and Knowledge of continuous integration and development (CI/CD) tools.
• Experience in IT environment management and infrastructure management on Cloud, especially AWS

• Drive and lead the improvement of the software engineering processes and practices associated with continuously building, deploying, and updating software and environments.
• Maintain version control of software releases and ensure that all necessary documentation, release notes, and artifacts are properly managed.

• Identify potential risks and issues related to software releases. Implement strategies to minimize risks and ensure smooth releases.

• Facilitate effective communication with all stakeholders, providing timely release updates, managing expectations, and resolving conflicts or issues.

• Identify opportunities for process improvements and automation in the release management lifecycle to enhance efficiency, quality, and agility.

• Conduct release readiness reviews to ensure compliance with quality standards, release criteria, and regulatory requirements.

• Evaluate the success and effectiveness of software releases, collecting feedback, metrics, and lessons learned for continuous improvement.

• Stay informed about industry trends, offer guidance to team members, and encourage a culture of ongoing learning and development.

WHAT YOU MUST HAVE

To be successful in this role, you will have:

• Bachelor's degree in computer science, software engineering, or a related field (or equivalent experience).
• 8+ years of relevant work experience, with demonstrated expertise in the Release Management domain including strong technical understanding of relevant tools and processes in a pharmaceutical industry
• Strong attention to detail and ability to manage multiple releases simultaneously.
• Deep experience with E2E Software Delivery processes, Code Versioning and Release Management technologies, CI/CD automations
• Strong knowledge of release management principles, methodologies, and best practices.
• Experience with version control systems and release management tools (e.g., Git, Jenkins, JIRA).
• Ability to effectively communicate and collaborate with cross-functional teams globally

What you will be working on

Your responsibilities include but are not limited to:

Budgets and Grants Management

• Handle and manage IMDA’s budgets including Operating budget, Capital budget and Government funded Programme budgets ensuring optimal use and allocation of funds to achieve strategic outcomes.  

• Managing multiple source of funds, liaise with funders (e.g. MCI, MOF) to ensure proper accountability, including but not limited to transacting funds drawdown, tracking of utilization, reconciliation and closure.

• Review and provide analysis for actual utilization/marksmanship reporting to management, parent ministry- Ministry of Communications and Information (MCI) as well as Ministry of Finance (MOF).

• Improve budget marksmanship practices by equipping line divisions with readily accessible dashboards and transaction details for their pro-active financial management including re-allocation of resources to maximise the use of funds to achieve good marksmanship.

• Plan and manage bi-annual budgeting exercise, providing budget guidance in terms of planning assumptions and timeline.  Review lines’ submission of Operating / Capex and Programme budget, scrub assumptions / rationale and consolidate the budget requests and assess reasonableness of budget requested. Prepare presentation and make recommendations, if any.

• Work closely with Planning & Lines on IMDA’s 5-year block budgets, including Central Pool to ensure fair allocation, flexibility in re-allocation, optimal use of funds and accountability to management and MCI.

• Function as Business Partners to the line divisions, offering sound advice on financial planning and management issues, programmes funding, operational issues, tax issues and so on.

Key Projects

• Re-engineering and streamlining of workflow and processes to increase efficiency and alignment across multiple stakeholders on financial planning/budgeting, control and reporting.

• Digitalise and automate financial planning / budgeting and reporting solutions, providing end-to-end seamless process from resourcing to spend, 24/7 visibility of dashboards and analysis, proper documentation and reporting of financial results.

• Partner with Regional Digital Marketing Lead to implement digital marketing strategies, including SEO/SEM, social media advertising, and content marketing, to drive traffic, engagement, and lead generation.
• Collaborate with global and regional communication colleagues in AMEA to create content that supports various business segments and promotes thought leadership.
• Oversee the development and distribution of newsletters, ensuring they are informative, engaging, and aligned with Avantor’s messaging and branding guidelines to effectively communicate with internal and external stakeholders.
• Incorporate best practices, both within and outside the industry, for campaigns and sustained programming to enhance positioning.
• Identify and track KPIs/metrics to measure program performance and drive continuous improvement.

QUALIFICATIONS

Experience

• Minimum 5-8 years of progressive experience in evaluating and managing new and existing suppliers with a high degree of supply chain industry experience, either through operational responsibility, consulting or sourcing.
• Experience delivering results within a global organization and has a comprehensive understanding of the domestic and international supply chain for transportation, warehousing, and crating/packaging operations.
• Lean and Six Sigma experience preferred
• Coupa sourcing (or similar software) optimization tool experience preferred

ROLE SUMMARY

Lead government relations activities to establish positive relationships with elected officials and civil servants in the ministries and respective subsidiaries for the purpose of the development of co-operatives and mutual with Pfizer.

ROLE RESPONSIBILITIES

• Develop and implement strategies to profile Pfizer and the co-operative/mutual model to secure funding and enable policy development and federal legislation (pro-policy) to support co-operative development and growth for innovative medicines (pro-innovation)
• Develop and execute public policy advocacy plan that targets key issues and government challenges for the business in alignment
• Initiate and lead strategic stakeholder engagement plan in positioning Pfizer’s efforts through alignment and complementing with internal taskforce and external stakeholders to shape public policy positions and strategies
• Identify optimal strategies to engage external stakeholders on public policy input, national healthcare campaigns and government legislations
• Strengthen the company's relationships with key government policy makers and policy advocates at the state and federal government levels and with the coalitions/trade associations/societies
• Work with appropriate trade and industry associations, consultants, think tanks, vendors and patient advocacy group to drive pro-policy and pro-innovation in influencing decisions impacting access to medicines  
• Manage milestones on government approvals through effective relationship management with government and regulatory bodies by collaborating with cross-functional teams on projects, legal, issue management and business development; work with external partners and other key project management efforts
• Represent Pfizer at coalitions/trade associations/societies, where Pfizer is a member at coalition meetings, partner meetings and briefings
• Track and monitor federal legislation and regulation and independently analyze the impact on business including the identification of opportunities and risks; and effectively communicate to support business strategies and tactical plans.
• Demonstrate leadership through influence by building strong collaborative relationships with other co-operative organizations and senior government officials in relevant federal government departments
• Able to interact and communicate with a variety of stakeholders (associations, academics, government, media) and the ability to respond to stakeholder needs (strategically and tactfully) as well as exercise leadership and diplomacy amongst diverse perspectives and priorities
• Exceptional interpersonal skills, superior verbal and written capabilities with commendable presentation skill
• Demonstrate ability to work within deadline pressures and manage multiple simultaneous projects
• Ensure compliance with all Pfizer policies and procedures

QUALIFICATIONS

• Possess at least 12 years’ experience in healthcare industry, including 5 years commercial experiences
• Commercial experience in at least 2 functions where it can be mixture of either sales, marketing, key account management and market access
• Have at least 4-year experience in policy or corporate affairs or government relations with proven track record
• A minimum bachelor’s degree in any science related background
• Additional qualification in public health or political science or public policy is an added advantage
• Sound understanding of government inter-ministerial policies and regulations

• At least 5 years' experience in government procurement, with in-depth and hands-on knowledge of GeBIZ. Prior experience with Workday will be advantageous

• Able to multi-task and have demonstrated ability to work with all levels of management

• Resourceful and able to adapt to a fast-changing environment, meticulous, independent and a self-motivated team player

• Possess good communication, analytical, writing, problem-solving and project/contract management skills

• Relevant experience in analytics or strategic reporting will be advantageous
