RESPONSIBILITIES

Cold Chain and E-Commerce Operations

• Lead and drive the daily operations at the cold chain and e-commerce distribution centres (DC) to achieve cost, process efficiency, productivity and ensuring that perishable or temperature-sensitive products at the cold chain DC meet the required quality standards.
• Manage the Profit & Loss, budgeting, cost controls and ensuring the operations is on track financially through the development and effective management of the distribution strategies, policies and processes to enhance productivity, optimizing warehouse capacity and minimizing cost.
• Lead and coach the respective operations team to set directions towards effective and efficient management of the Cold Chain and e-Commerce operations and any related changes.
• Ensure that all necessary stock management processes/tools and e-commerce operations setups are in place to ensure no stock is lost in the DC, stock counts are accurate and any variances are fully investigated.
• Plan, organise and direct the respective operation team to assure operational effectiveness, adherence to WSH guidelines and statutory compliances, attain quality certifications and drive a culture of safety across the DCs.
• Continuously review, identify opportunities and drive initiatives to improve operational processes, risk mitigation, enhance quality and to improve the overall productivity of the DCs.
• Achieve cost efficiency through effective business negotiations with third party providers and/or contractors for the contractual rates and services.
• Resolve business issues and challenges with Operations Management, seeking best practices to achieve a solution without adding further complexity to processes or systems operation and escalate to Management team when needed.
• Work alongside with the Director of Operations and collaborate with cross functional teams to drive growth and continuous development of the DCs
• Guide and supervise operations related projects such as warehouse migration, automation implementation, etc.

Last Mile Delivery Operations

• Design and implement business strategies, plans and procedures to have seamless logistics operations
• To operate day to day fulfilment, last mile deliveries, and achieve the optimum productivity level and KPIs set for transport operations, including FFS (Fulfilment from Store) operations
• Drive service level improvement in addition to meeting daily and monthly business targets for transport operations, including delivery volumes, delivery schedule and service hours, on-time delivery rates, safety, productivity, and total operating costs.
• Oversee relationship management with our contractors ensuring there is service and quality alignment cross our businesses.
• Manage commercial relationships with key vendors such as truck leasing companies and other service.
• Drive continuous improvement initiatives across transport operation.
• Manage support functions such as operations administration, claims and customer service.
• Oversee the hiring, training, evaluating and development plan of the transport operations team to ensure a productive and high-performing workforce
• Manage and ensure all vehicle maintenance and repair procedures are properly designed, followed & documented.

• Bachelor's Degree in Logistics, Business or Engineering related field.
• Minimally 8 to 10 years of Logistics/Supply Chain experience in e-commerce and/or cold chain environment.
• Strong knowledge and proven experience in managing e-Commerce and Cold Chain operations and last-mile logistics.
• Excellent understanding and experience in warehouse and product quality management / standards and audits.
• Strong understanding and experience in lean management / six sigma, continuous improvement programs and tools.

Reporting to the Director of Smart Technologies Laboratory, the programme/project manager will be responsible for the operation and administration of the laboratory, and the management of the research projects under the laboratory.

As the only administrative incumbent in the Smart Technologies Lab, you shall manage and administer a full range of research manpower, grant, finance, and procurement functions to ensure the smooth operation of the laboratory.

Operation and Administration

• Provide administrative and secretariat support of the Director.
• Manage general office logistical and operational matters to ensure that smooth operations including space management and office/ key allocation, renovations, meeting room and office/ pantry supplies etc.
• Provide logistical support for events (venue, F&B, programme etc) and support for visitors including processing required paperwork for academic visitors.
• Coordinate and prepare minutes for key meetings, track of KPIs and deliverables, prepare management reports and presentation slides.
• Undertake any assignment from the Director.

Research Manpower

• Manage and execute all HR aspects of research manpower resources including manpower planning, timely hiring, performance appraisal and promotion, leave administration, contract renewals, training & development etc.
• Track Expenditure on Manpower (EOM) and ensure effective utilization of the project budget.

Grant Management

• Administer and manage the entire cycle of research projects under the laboratory in accordance with both NTU’s and the funding agency’s stipulated guidelines and policies.
• Work with internal departments and external parties and faculty Principal Investigators (PIs) to facilitate preparation, signing and tracking of research agreements, new research proposals etc.
• Work closely with stakeholders on all change requests.
• Support the Director and PIs to prepare progress/final reports, tracking deliverables and KPIs.
• Track and close all research projects, ensuring any deficit is effectively follow-up.

Finance and Procurement

• Manage all financial operations including financial reporting and analysis, budget preparation and monitoring, procurement processing and payments, audits, and asset management.
• Work closely with the Director and PIs to ensure effective utilization of budget.
• Work with appointed auditor on grant requirements.
• Verify purchases and claims based on approved and available budgets in compliance with NTU’s and grantor’s funding requirements.
• Undertake general purchases, perform good receipts, follow-up on any invoicing matters and review and close open POs.
• Process claims, including business travels requests and claims

Requirements:

• Degree qualification or equivalent from a recognized institution
• Minimum 3 years relevant working experience, preferably in a finance, research or Institute of Higher Learning (IHL) environment.
• Knowledge of grant administration is preferred. Familiarity with HR, office administration, procurement/finance, grant administration and logistics operation and activities
• Familiarity with RISE, Workday, Ariba and SAP Hana systems will be advantageous.
