4. General Qualities and Qualifications of Applicants
4.1. Recognised Diploma in any discipline, preferably with more than 3 years experience in health-related study or a relevant trade qualification (e.g. nurse or paramedic qualification).
4.2. Possess ACTA/ACLP qualification.
4.3. Possess a valid SRFAC Child and/or Standard First Aid Chief Instructor.
4.4. Possess a valid SRFAC Basic Cardiac Life Support + AED Chief Instructor.
4.5. Possess a valid qualified Occupational First Aid Instructor with the MOM.
4.6. Excellent interpersonal and communication skills.
4.7. Able to work independently without much supervision.
4.8. Prepared to work in a fast-paced and physically demanding environment, including weekends occasionally.

Candidate Profile

An experienced and mature Accounts Executive with commitment, determination and proven records of working in a busy Finance department providing essential support to the Finance Team. Possessing excellent numerical & data entry skills along with a comprehensive understanding of commercial, administrative and accounting procedures. Having a proven ability to ensure that day to day work is carried out in line the agreed policies and procedures and quality standards.

Job Purpose

The Accounts Executive is responsible in maintaining updated cash book and unpaid Trade Contractor Certificate of Payment Response (TCCP) / invoice log, update invoice receipt into SUN system and all accounts payable functions. The role works closely with other members of the Finance Team, as well as external liaison with Suppliers and Subcontractors.

Key Responsibilities

· Check, verify, and record TCCP into unpaid TCCP log and ensuring they are charged correctly into Projects. Subsequently matching TCCP with invoices received from external suppliers/trade contractors

· Maintain and manage all cash and banking records, logs, spreadsheets, and registers

· Ensure the coordination of the statutory audit of cash, year in year out, and resolve all possible queries

· Preparation and issuance of all payments, cheques, bank transfer, etc.

· Check and verify cash transactions, maintain allowable and reasonable cash float within office

· Post purchase and payment transactions into SUN System

· Reconcile accounts payable balances and resolve invoice discrepancies and issues

· Monthly bank reconciliation and investigate discrepancies

· Monitor unpaid TCCP log and account payable accounts to ensure payments are up to date

· Maintain subcontractor and vendor files in the SUN system, request bank account information and update bank payee master file

· Correspond with vendors and respond to inquiries including payment status

· Update commercial department on TCCP payment status for CVR update

· Prepare trade payable confirmation and reconcile differences for audit

· Assist with month end closing

· Provide supporting documentation for audits

The role involves a combination of public health implementations, project management and stakeholder engagement to drive impactful pandemic preparedness efforts in the region.

Job Responsibilities

1. Outreach and Implementation:
● Organise and execute activities that align with the Centre’s goal of enhancing pandemic preparedness efforts within Southeast Asia, ensuring their success and relevance.
● Plan and implement initiatives aimed at engaging a broad audience in pandemic preparedness efforts, including the dissemination of information and expertise

2. Project Management:
● Provide assistance and support in the implementation of training, workshops and dialogues focused on pandemic preparedness for the Southeast Asia National Societies.
3. Stakeholder Engagement:
● Develop and maintain strategic partnerships with relevant stakeholders to enhance the impact and reach of the Center's pandemic preparedness initiatives.

4. Volunteer Management
● Mobilise volunteers in the planning and execution of activities
● Engage and develop volunteers to become active agents for Pandemic Preparedness efforts

Qualifications:
● Bachelor's degree in a relevant field (e.g., Public Health, Infectious Diseases, Emergency Management, Community Resilience), fresh graduates are welcome
● Some knowledge and understanding of disease prevention, surveillance outbreaks and/or health policy is preferred.
● Demonstrated some experience in organising and managing events and training.

● Strong interpersonal and communication skills to engage effectively with internal and
external stakeholders.
