PROJECT EXPERT, INDUSTRIAL ENGINEERING (IE)

Job Purpose:

Reporting to the Project Manager IE, the role is to ensure a production-oriented design of product and process to achieve shortest possible total throughput time (time-to-market) through development of associated processes, tools, tests etc. running in parallel to the development process ("simultaneous engineering"). The successful person will act as a central coordination point of all industrial engineering (IE) and production activities as part of a complex development or transfer project as a "one face to the customer" (e.g. Business Unit). The role will also be responsible for compliance with the agreed performance targets, the deadline and the budget for all project tasks in the area of

production engineering and the target location. He/she will be leading Improvement Projects for significant savings in manufacturing phase and expected to work on Local, SEA regional and if needed, global projects.

Major Accountabilities:

1. Project Management

• Leading project / sub-project teams in large international projects
• Participate and deliver results in projects at SEA regional level and if needed at Global Projects in following areas:

1. PEP (New product introduction project) including material follow-up
2. PTP (Product transfer project) including material follow-up
3. SIP (Significant improvement project)
4. DAT (Digitalization project)

• Development of clear project goals for the production area e.g. costs, cycle times, quality and support in the development of the overall project plan
• Organization and coordination of activities in production planning, test equipment, process development in the conception, development and introduction phase
• Perform interface and network management with staff responsible in BU / R+D, the P+F supply chain and third parties
• Identify conflicting goals that endanger the success of the project early and initiate suitable countermeasures (e.g. escalation, making necessary decisions etc.)
• Completes project targets and initiates optimization and control measures
• Preparation of annual transfer proposal that includes product determination, certification + import/export check and return-of-investment calculation

2. Production/ Supply Chain

• Participation in the definition of the production process for the respective product
• Obtains knowledge of the standards required for the respective project and requests them as part of the project - in particular specifications regarding the industrialization plan, industrialization ("simultaneous engineering") and process approval
• Develops and implements improvements to existing documentation and project information standards
• Implementation of cost-efficient product supply during the start-up phase
• Planning and coordinating prototypes and pilot series - reserved material, reserved manufacturing capacity
• Planning and coordinating the start of production at the respective production location
• Support the production sites in building new skills in the context of product launches and transfers
• Returns products ready for series production to the target production site

3. Standards & Support

• Participation in the production strategy - Technologies and products at the production sites in a group of companies
• Design and optimization of guidelines and concepts for simultaneous engineering and design-to-production
• Participation in the standardization of business processes and procedures in the group of companies in the area of
  
  project and transfer management
• Training and further education of employees regarding the processing of technical projects, production processes and technological backgrounds
• Training other team members in industrial engineering and supervise trainees, interns and students as and when required

Role Requirements:

• Tertiary qualification from a reputable university in Engineering / Engineering Management or equivalent
• 8 years of experience in automation, electronic industry or related field of industrial engineering with strong experience in project management
• Business fluent or native-language English (written and spoken) and comprehension of one of Asian languages will be a distinct advantage
• Advanced knowledge of project management required with ability to understand the problem-solving process (PDCA); able to identify the root cause, handle the issue and solve problems within scope of work
• Utilising suitable processes, sources and resources to constantly review progress needed to achieve planned objectives
• Ability to work well with (Global) Business Units and other sub-departments within IE; using suitable approaches to bring up conflicts and disagreements and attempting to minimize the tension and work out the differences
• Strong verbal and written communication skills, able to articulate issues and work directly with various stakeholders

Responsibilities:

• Lead projects through the design, procurement, installation and commissioning of new equipment or modifications to existing equipment, facilities and engineering assets, in order to meet operational and reliability requirements for existing product and/or new product introduction.
• Collaborate with internal resources and/or external contractors to plan, schedule and execute capital projects within established timelines and budgets.
• Ensure equipment and piping design conforms to industrial standards, master specifications, statutory requirements, SHE standards, cGMP compliance and other necessary requirements.
• Create, review and/or approve cGMP documents such as SOPs, engineering drawings, change orders, etc. and maintain project documentation as necessary.
• Partner with maintenance and utility teams to ensure maintenance requirements are duly considered in asset design, support updating of maintenance procedures/work instructions and imparting capabilities for asset maintenance.
• Partner with reliability teams to provide information for setting up maintenance master data, contribute to total asset lifecycle management and support reliability initiatives for all F&E assets.
• Assist in preparation of capital budget. Support the technology transfer of new products/ processes to the Singapore site as required. Support qualification of new equipment or modifications to existing equipment as required.
• Support risk assessments, impact assessments and implement CAPA as required.
• Support in raising Planned event records in Veeva change management system to get GMPimpacting project scope approved for execution.
• Comply with site Safety, Health & Environmental (SHE) requirements, never put oneself and others at safety & health risks, and report any workplace accidents, near misses and hazards as soon as practicable.
• Observe all site security measures at all times, and report any suspicious characters/objects & damaged security mechanisms to Site Security immediately.

• Embody PT Lean Production System (LPS), while demonstrating a continuous improvement mindset and behaviors through the use and application of LPS tools for continuous improvement initiatives.

About You:

• Bachelor of Science/Engineering or higher in a scientific or engineering discipline
• At least 5 years' experience as a design/project engineer/process engineer or related technical discipline in the pharma/biotech industries.
• Advanced knowledge of engineering concepts, master specifications, equipment validation and qualification, safety principles, quality systems and cGMP requirements.Working knowledge of site finance and procurement policies relating to capital projects. Working knowledge/experience of procedures related to construction, field safety, welding/installation, passivation, polishing and cleaning etc.
• Experience in working with Veeva planned events change management systems is preferred.
• Able to develop solutions to complex problems using sound engineering judgment and advanced engineering knowledge.
• Must be highly motivated, be able to work independently as well as in a team and have good organizational and oral and written communication skills.
