Job Description

As Business Development Manager you will be responsible to develop the Site in Singapore to create better utilization and cost efficiency of the assets by supporting, acquiring and leading Site enhancement projects within own site and external users.

You will support the strategy implementation of both Productivity and Business Development, ensuring full alignment and most effective prioritization and allocation of resources and transforming the Singapore Site into a modern state of the art facility with optimized asset utilization and cost structure as well as business synergies with new users.

Key Responsibilities:

• Develop and execute site master plans (landscape, real estate, service scope) and Site Development Road maps for the site to improve sustainability and attract new tenants or platforms on site to improve the utilization rates for assets and space.
• Facilitates creation, overlooks and monitors all annual Site Development Project Activities and facilitates continuous and timely implementation.
• Conducts feasibilities studies / business case calculations and verifies business benefits of all project proposal towards the overall strategy (Fit for Purpose, in line with long term Strategy, Circular Economy, new technology implementations and digitalization of site services).
• Manages customer accounts in the campus and overlooks service provision according to demand. Ensure customer satisfaction, longevity of collaboration and business revenue for the benefit of Novartis.
• Manages service providers to the site and customers and ensure for purpose and cost optimization via effective cost modelling, KPI tracking and analysis.
• Active internal and external stakeholder management; assist Campus Services & Engineering (CSE) Head in relation management with local authorities and partners, development organizations and potential interested parties.
• Drives for excellence in operations: promote continuous improvement, share learning / initiatives / best practices across site development regions, establish benchmarks within best industry practices as required.
• Closely collaborate with Business Development and Real Estate to create new productivity opportunities for the Campus.
• Support the Campus Services & Engineering (CSE) Team on other strategic operational programs of Business Development and Services / within the scope of CSE in the creation, engagement with supplier and governance during the entire time of engagement with partners (Service agreements, Lease agreements).

Role Requirements:

• Proficient and fluent in English.
• University degree in civil engineering, economic development, Finance or real estate management (Dipl. Ing., MSc or BSc). Secondary degree in Finance or MBA is an advantage.
• Additional education/requirements: Relevant training on Project Management (eg, PMP Certification) or strong track record in Project management experience.
• ≥ 5 years Project Management Experience (experience in a project management role with proven track record to manage complex projects in cross-functional teams).
• Experience in design and / or maintenance of Pharma utilities/facilities/infrastructure facilities.

JOB PURPOSE

To assist the Project Manager in design, project planning, construction and safety and quality management of projects and maintenance works to ensure smooth work progression and completion within target time and budget.

Responsibilities:

• To assist the Project Manager on project site work by focusing mainly on the aspects of construction, safety quality management, and project coordination of projects and maintenance works and to ensure smooth work progression and completion within target time and budget.
• Prepare method statements, design plans, and specifications.

Job Summary:

We are seeking organized and technically skilled individual to serve as Project Lead cum System Lead. This role will involve managing end-to-end project delivery while also leading System design and implementation efforts. The candidate should have strong technical background and ability to communicate effectively with technical and non-technical teams.

Job responsibilities:

1. Project Management

• Lead multiple projects, secure resources and ensure scope are delivered on schedule.

• Develop and manage project plans.

• Update project status to project manager.

• Coordinate with customer, sub-con and project team to ensure project implementation is on schedule.

2. System Implementation

• Lead system design and implementation to ensure system meets customer requirements.

• Oversee system integration and testing.

• Lead project team to resolve issues on-site.

• Provide technical direction and support for junior engineers.

• Liaise with customer to gather requirements and ensure requirements are met.

• Prepare documentations such as Installation Control Documents and Acceptance Test Plans.

Qualifications:

• 5+ years experiences in Public Addressing (PA) System, PABX and charger systems.

• 5+ years of experience in project management and system implementation.

• Strong understanding of system design.

• Proven experience in leading project team and managing projects.

• Good communication, leadership and problem-solving skills.

• Prior working experience with MINDEF and/or MHA customer is an advantage.

Responsibilities:

• Report to Project Director on project management, site management, and risk control to achieve project goals.
• Handle construction planning, scheduling, baseline programs, and coordinate with consultants, contractors, and suppliers.
• Monitor project schedules and report progress according to the baseline program.
• Assist PD in preparing project reports (e.g., monthly reports, VO management, EOT assessments).
• Liaise with clients, authorities, consultants, subcontractors, and suppliers on project matters, providing technical and non-technical solutions.
• Conduct technical reviews to ensure contractual compliance and timely completion.
• Support the Contracts Department with tenders, including drawings, method statements, proposals, and claims preparation.
• Attend meetings with clients, consultants, and contractors to ensure progress remains on schedule.
• Oversee quality control, safety, and EHS practices on-site, identifying high-risk activities and approving method statements.
• Undertake additional duties as assigned by management.

Requirements:

• Diploma and above in Civil Engineering or equivalents.
• Minimum of 5 years of relevant working experience.

Job Description

• Overall reponsible for assigned projects in ensuring adherence to all aspects including schedules, timelines, budget control, execution, completion, handover
• Responsible for overseeing engineering and checking documentation in assigned projects
• Maintains relationship with client and acts as the main point of liaison with client for matters pertaining to the project execution, especially monetary matters and deadlines
• Oversees purchases and ensures adherence to project cost, ensuring quality and compatibility
• Responsible for maintaining good HSE practices
• Provision of project financial figures such as payment, invoice forecast, etc to the finance department
• Prioritize project-related tasks and assignment of tasks to project engineers
• Maintain overview of WIP in assigned projects

Job Requirement

• Oil & Gas/ Petrochemical industry related experience will be an advantage
