A Project Officer position is currently available in the Earth Observatory of Singapore (EOS).

The Climate Transformation Programme (CTP) aims to develop, inspire and accelerate knowledge-based solutions and educate future leaders to establish the stable climate and environment necessary for resilient, just, and sustainable Southeast Asian societies.

CTP will generate knowledge and innovation across disciplines including climate and Earth science, ecology, materials science, artificial intelligence, humanities, social sciences and the arts, finance, health, and engineering. It will also translate state-of-the-art scientific results into real world solutions for Singapore, and it will transfer these solutions to Southeast Asia (SEA) and beyond.

As part of this programme, the Community Engagement office of the Earth Observatory of Singapore will work across the different research clusters and cross cutting themes to promote the programme and work with communities so they can benefit from its findings and activities.

The Project Officer (Communications and Engagement, Climate Transformation Programme) will be based at the Earth Observatory of Singapore at Nanyang Technological University, Singapore. The incumbent will be part of the EOS Community Engagement office and will work closely with researchers of the CTP.

The Project Officer will create content that engages a broad audience about the research and activities conducted by the CTP, and will communicate the findings and impacts with a range of stakeholders. - Chair the daily Vessel Safety Co-ordination Committee (VSCC) meeting and approve permits for all work covered by the Permit-to-Work System for assigned projects.
- Authorize purchase of equipment, spares and materials needed for assigned projects.
- Conduct Jha and review risk assessment for key critical project activities.
- Conduct post-mortems and lesson learnt on projects to review the achievement of project objectives.

Job Requirements:

- Degree or Diploma in Naval Architecture / Civil / Marine and Offshore / Mechanical / Electrical / Chemical Engineering.
- At least 4 years of relevant working experience
- Knowledge of Shipyard Operations will be an added advantage

COMPANY DESCRIPTION

Located on Jurong Island, the petrochemical hub of Singapore, SRC operates a refinery that is capable of processing 290,000 barrels of crude oil per day to produce fuel products and chemical feedstocks that are supplied to domestic markets and overseas export markets under the brand labels of its shareholders.

RESPONSIBILITIES

Selected candidate will be engaged under a third-party agency payroll for the tenure of employment in SRC. (Contract basis with possible renewal)

Key Responsibilities:

• Support the Lead Piping Engineer in the engineering management team, being responsible for the supervision and coordination of the piping design and Design team assigned to the project.
• Handle piping design layout and conformance of design to design specification.
• Review Project Requirement Specification for piping design and ensure review of thermal stress analysis and 2 phase vibration concerns with the engineering contractors, licensors or vendors.
• Coordinate with technical specialists for preparation of Project Standards.
• Ensure Project Requirement Specification meet local and international codes and standards and Project Standards.
• Coordinate work with other discipline such as process, instrument, mechanical (rotary and static), electrical etc.
• Evaluate BM/BQ of piping design for cost estimate
• Ensure the conformance of the 30% and 60% 3D model review to project definition as per ITB.
• Ensure conformance of equipment spacing and layout requirement following PS and ensure optimisation of space usage.
• Ensure the pipe specification is well established and liaise with SMEs review and seek ETS endorsement.

• Bachelor Degree in Engineering or equivalent
• Minimum 10 year experience
• Project design experience especially for onshore petrochemical / refining facilities for major capital projects
• In-depth knowledge of design requirements for onshore petrochemical project and brownfield assessment. Familiarity with design requirements on modules will be advantage.
• Experience in pipe stress analysis evaluation and demonstrated ability to lead and coordinate design activities
• Good working knowledge on FEED and Detail Design requirements
• Competence in the use of Smartplant 3D software

Responsibilities:

• Lead RTL design, simulation, and verification for TetraMem ASIC/SoC products, ensuring robustness.
• Integrate and validate IP blocks for seamless system functionality.
• Analyze requirements for Power, Performance, and Area (PPA), optimizing design trade-offs.
• Collaborate with backend team in RTL coding, implementation, and synthesis for successful tapeout.
• Create and maintain reusable IPs for AI/in-memory computing.
• Support Post-Si testing to ensure product functionality and quality.
• Mentor junior engineers to facilitate their professional growth.
• Contribute to design reviews for improved product performance and reliability.
• Stay current on RTL design methodologies for efficiency and quality.

Requirements:

• Minimum Master in Electrical Engineering with 5 years of working experience with emphasis on RTL/SoC/digital design.
