Job Summary
Leads repairs, corrective maintenance, and complex installations. Guides others in resolving incidents, and recommends new procedures to resolve faults.

Responsibilities

Facility / Infrastructure Maintenance

• Performs specialized preventative and corrective maintenance on-site

• Monitors the Building Monitoring System (BMS) and resolves alarms for specialized issues requiring considerable judgement and implications to resolve; follows guidelines on standard procedures and recommends sound solutions

• Operates and maintains plumbing, fire suppression, and life-safety systems

• Implements energy efficiency measures

• Assists on coordinating critical infrastructures

Vendor Support

• Coordinates and directs vendors on skilled tasks to ensure that maintenance activities are carried out per standards and requirements

• Assists with the creation and submission of scripts for maintenance

• Tracks and implements the work approval process for service providers for critical maintenance (including briefing at the start of work, control of work during the day workday/shift, final review of the work carried out)

Site Administration & Incident Support

• Performs specialized site logs and data gathering for issuing of permits, such as Maintenance Operation Protocol (MOPs) and scripts

We are seeking an individual with Structural technical experience for the position of Structural Project Engineer at Fortis Construction Pte. Ltd.  The candidate will work directly with the Project Manager and the subcontractors throughout the design and construction phase of the largest multistory data center in Asia (The Project).

The candidate will be accountable for ensuring the work required such as submittals, RFI’s, coordination drawings, updating documents, etc are complete, ready and approved for the steel subcontractors to perform their scope of work in the strictest of compliance to the contract documents.  This role is focused on managing the structural subcontractor field operations and installation details for a large complex data center project, having stringent technical requirements.  

It is expected that the candidate will be a very detail-oriented individual with previous experience working as a structural project engineer on data center projects and/or other complex technical projects.  There will be a significant amount of “hands-on” work coordinating approved design documents and ensuring installed work in the field complies with such documents.  The candidate must have robust Emotional Quotient (EQ) skills and be able to relate to and communicate with the client, the Fortis Construction Pte. We are seeking an individual with Building Management Systems technical experience for the position of BMS Project Engineer at Fortis Construction Pte. Ltd. Singapore operations.  The candidate will work directly with the BMS Project Manager and the subcontractors throughout the design and construction phase of the largest multistory data center in Asia (The Project).

Reporting to the BMS Project Manager, the candidate will be accountable for ensuring the work required; such as, submittals, RFI’s, coordination drawings, updating documents, etc., are complete, ready, and approved for the Building Management Systems (BMS) Subcontractors to perform their scope of work in the strictest of compliance to the contract documents.  This role is focused on working with the Senior Commissioning Manager and BMS Project Manager who are responsible for the BMS Subcontractor operations and installation for a large complex data center project, having stringent technical requirements.

It is expected the candidate will be a very detailed individual with previous experience working as a MEP Project Engineer on data center projects and or other complex technical projects.  There will be a significant amount of “hands on” work coordinating approved design documents and ensuring installed work in the field comply with such documents.  The candidate must have strong Emotional Quotient (EQ) skills and be able to relate to and communicate with the client, the Fortis Construction Pte. Responsibilities:

• In conjunction with the MEP Manager and Preconstruction Managers, develop the complete scope of work for assigned trades and ensure that all scope gaps are assigned appropriately
• Assist in the development and maintenance of the MEP scope delineation matrix
• Actively participate in the preconstruction process and subcontractor budgeting progress
• Understand manpower requirements and subcontractor installation units being used to develop pricing
• In conjunction with the subcontractors, develop a monthly cost spend projection for the duration of the project and update monthly to accuracy rates of +/- 5%. Accuracy judged on a quarterly and monthly timetable
• Develop and maintain a procurement log for each individual equipment, system, and material and ensure that all submittals are prepared by the subcontractor and reviewed by the engineering team to leave enough time for lead time procurement
• Coordinate and prepare RFIs with the subcontractors and manage the engineering team to ensure the issues are properly understood and the response is timely
• Ensure that managed subcontractor's work is coordinated through design, preconstruction, shop-drawing production, field installation, testing, startup, and commissioning 
• Work with subcontractors to develop and maintain internal schedules and ensure that all proper elements are tracked on a weekly basis
• In conjunction with the OFCI, QAQC and Commissioning managers, develop OFCI equipment delivery sequences, installation procedures, QAQC checklists, startup and commissioning procedures
• Actively participate in all 5 levels of commissioning:
  • Level 1 - Attend select Factory Witness Testing
  • Level 2 - Ensure subcontractor development of equipment receipt and installation procedures.

The Aviation Innovation Research (AIR) Lab

The joint CAAS-Thales innovation lab known as ‘AIR Lab’ started to operate on 1st November 2019 with the objective to develop Proof of Concepts (POCs) or Minimum Viable Products (MVPs) of advanced and open technologies for future Air Traffic Management (ATM). Currently, the joint lab employs a team of 40 Thales engineers and 12 CAAS engineers and air traffic controllers operating in a vibrant ecosystem involving a number of Singaporean SMEs and start-ups, as well as key research institutes.

Thales engineers include 10 domain experts – with more than 10 years of experience – coming from Thales ATM centres of competence in France and Australia. These experts are coaching both the local Thales and CAAS engineers. 

The POCs and MVPs are co-developed with the CAAS engineers who have access to the same development tools and environment used by the Thales Engineers (provided by the Singapore branch of Thales Digital Factory). The POCs and MVPs are defined in collaboration with CAAS air traffic controllers through iterative workshops.

AIR Lab research outcomes will feed the next generation of products, including clearly disruptive outcomes addressing Safety and Security for Open architecture, data driven ATM Twin, Green Aviation, Trajectory Based Operations. 

As the AIR Lab was recently extended for another 3 years, 4 work streams are now embarked:

AIR Lab 2.0 continues to benefit from research conducted in Europe through new architecture research which, among other objectives, aims at meeting much stricter safety standards for ground ATM systems in development by the European Aviation Safety Authority (EASA). This breakthrough architecture study is co-funded by the French government (CASSIOPEA).

Regional Experimental Platform (REP) has been initiated in AIR Lab 1.0, and has the view to addressing regional needs in coordination with the SESAR 3 activities conducted in AMS France.

Responsibilities:

• Understand the functional aspects of the delivery and able to constructively discuss with the Product Owner
• Responsible for the availability or a regular product increment incorporating new features.

• Complete all fundamental tasks for the delivery of new functionality from Application Architecture, Design, Implementation to the tests phase (unit tests, functional tests, and performance tests).
• To implement features by defining test, develop feature and associated automated tests. If appropriate implement security tests and load tests.
• Write and review the necessary technical documentation.
• Decide and implement team level code quality standards.

Requirements:

Education

• Bachelors in Computer Science or Information Technology with a minimum of 2 years of working experience.
• Mid-career switchers are encouraged to apply if you demonstrate relevant working experience of a minimum 3 years.

Essential Skills/Experience

• Working knowledge of designing and building software applications using Java and/or Kotlin as a main programming language, between 2 to 3 years; a bonus is if you have experience designing and deploying RESTful APIs (i.e., proxy versus reverse proxy)
• Demonstrated application of Abstract Data Types, Algorithm Complexity Analysis
• Demonstrated application of Software Design Patterns using Java and/or Kotlin (e.g., Builder, Façade, Observer/Strategy)

Job Duties

Provide security expertise and management services to support Authority in activities such as:

• Internal / external audits (IM8, Cybersecurity, etc)
• Policies compliance (IM8, Cybersecurity, etc), work with vendor on:

Position Summary :

In anticipation of future bids and projects in Defence and Public Security sectors, Engineering Department requires system engineers who has a track record of building, deploying and maintaining the IT infrastructure in an enterprise environment. Domain knowledge in enterprise data networks and/or cybersecurity is desirable.

The System Engineer is to assist with IT infrastructure solutions according to project requirements and drive transformation for internal/external customers by adopting established platforms. He/She will be involved with the requirements gathering, preparation of proposals, and conduct of presentations to customers or system owners. Upon confirmation of projects, he/she is expected to take on an active role in the definition, procurement, deployment and operations of the necessary IT infrastructure covering but not limited to server hardware, virtualisation middleware, operating system and backup solution etc. Where necessary, he/she may be tasked to support data networking initiatives, cybersecurity implementations and other COTS deployment depending on his/her technical background and interests.

Main Tasks  & Responsibilities :

• Assist project or team leads in evaluating and recommending the appropriate IT infrastructure products (commercial or open source) that will meet project or customer requirements
• Take charge or support the deployment of said products, including integration and testing activities at the System-as-a-whole level
