Key Responsibilities

General Responsibilities:

1. Compile and manage an extensive database containing all tender documents and associated information.

2. Establish and update pricing/estimating databases while documenting the Cost of Non-Performance and Lessons Learned.

3. Work closely with the bidding team in APAC country to foster ongoing enhancements in process development, integrating the latest customer requirements and insights.

Tender Review:

1. Support the country in the pipeline review process and standards, ensuring the pipeline pool is consistently updated.

2. Take charge of the local tender team to assess and analyze tender invitations, requests for proposals (RFPs), or requests for quotations (RFQs) to comprehend project requirements.

Technical Proposal Development:

1. Take ownership of assigned projects and oversee the commercial aspects, including subcontracts, to ensure the preparation of the most fitting proposal based on the bidding strategy.

2. Facilitate key progress meetings such as Tender Kick Off, Progress Review, Risk Review, Clarifications, Tender Approval, and Project Handover.

3. Collaborate with technical experts to craft a compelling technical proposal aligned with project specifications.

4. Verify that the technical proposal comprehensively addresses all technical requirements.

5. Liaise with project management and technical teams to gather the necessary information for tender submission.

6. Work in coordination with the Engineering and supply chain teams to identify and secure the most optimized solutions.

Tender Submission and Follow-Up:

1. Prepare and submit tenders within the designated deadlines.

2. Monitor and track the status of submitted tenders, addressing any inquiries or clarifications from the client or tendering authority.

Cost Estimation and Budgeting:

1. Solicit proposals from vendors and subcontractors and assess their submissions.

2. Seek proposals from vendors and subcontractors, then assess the received proposals.

3. Develop cost estimates encompassing materials, labor, equipment, and subcontractors necessary for the project.

4. Assess potential project risks and contingencies that could influence the cost estimate.

Requirements

1. Minimum of 5 years of experience in roles related to tendering, bidding, engineering, technical design, or equivalent.

2. Possess technical knowledge in M&E systems for effective follow-up on M&E work.

3. Previous experience in industry segments such as Industrial, Data Center, Renewables, Power Transmission & Distribution, Buildings, etc., would be beneficial.

Position Overview: As a Network Operations Center (NOC) Operator for a submarine cable system, you will be responsible for monitoring and maintaining the operational integrity of the submarine cable network. Your role is crucial in ensuring uninterrupted communication and data transmission across international regions through the submarine cable infrastructure.

Key Responsibilities:

• 24/7 Monitoring: Monitor the submarine cable network and associated systems 24/7 to detect and promptly respond to any anomalies, outages, or performance degradation.
• Incident Management: Quickly identify and assess network incidents, troubleshoot issues, and follow established procedures to resolve or escalate problems to higher levels of support as necessary.
• Fault Resolution: Collaborate with cross-functional teams, including Cable Landing Station (CLS) engineers, fronthaul engineers, and external partners, to troubleshoot and resolve network faults, ensuring minimal downtime and service disruption.
• Performance Optimization: Analyze network performance data, identify trends, and make recommendations for improvements to enhance overall network efficiency and reliability.

Job Requirements

Qualifications and Skills:

• 3-5 years of experience with a telecommunication service provider or a major transmission equipment vendor
• Prior experience in an NOC environment and/or optical transmission is highly desirable
• Graduate or Diploma in Telecommunications/Electrical Engineering. Relevant certifications such as CCNA, CompTIA Network+, or similar qualifications are a plus
• Strong understanding of submarine cable systems, networking principles, and telecommunications technologies. Good understanding and working knowledge of SDH, DWDM/submarine cable system operations, ethernet technologies and structured cabling are a plus
• Familiarity with network monitoring tools, protocols, and technologies used in NOC environments
• Excellent troubleshooting skills with the ability to diagnose, communicate, and resolve complex network issues efficiently
• Effective written and verbal communication skills, especially during high-stress situations
