Role Description (Primary)

This is a full-time role for a Deputy Construction Department Manager. The Deputy Department Manager will work closely with the Construction Department Manager, Engineering Manager and other engineering disciplines to strengthen the construction team and participate in management reviews and other administrative activities as well as project specific activities such as construction planning and cost estimation, proposal preparation, and manhour planning in the bidding and tendering phase. Role Description (Secondary)

Responsible for overseeing all construction activities with respect to schedule, performance, procedure, and making recommendations to Project Managers for improvements and corrective actions in the project execution phase. Key Responsibilities:

• Mark up the enquiries to be sent out for quotations and ensure this is done quickly
• Select suitable subcontractors for the works taking into consideration volume of work and location
• Input the Bill of Quantities (BoQ) and set up the job ready to price
• Contact the key supply chain contractors to discuss the project and any technical issues
• Carry out bulk measure checks and pick up any scope missing from the BoQ and ensure this is incorporated into the price
• Visit site and carry out a site report summary of access/egress. Locations for site establishment and understand logistically how the project will be run.
• Work with the assigned Project Manager and to ensure the bid document satisfies the minimum criteria as stated in the RFP.
• Review the tender and propose alternatives / value engineering options to be cos
• Oversee the Distribution of any addendum information to the relevant sub-contractors
• Raise tender queries to the consultants where necessary.
• Compile the prelims book with input from the Project Manager on suitable staffing levels
• Analyse the quotations and prepare a summary report of all the quotations received
• Evaluate the Health, Safety, Quality and Environment (HSQE) obligations and ensure we price the job accordingly
• Complete all relevant Estimating forms in line with the Estimating procedure
• Produce a list of tender clarifications for submission

Key Responsibilities

Pre-Construction Stage

• Assists in preparing the key commercial control documents such as the Procurement Schedule, Cashflow Forecast and Margin Improvement Strategy to ensure the project is well planned.
• Sending enquires to the market for the assigned packages,
• Make the team & client aware of the long lead items & get clients approval for ordering the materials by air freight.
• Analysing subcontractor and supplier tender returns.
• Flag any risks such as discrepancies in the tender documents to the lead estimator.
• Prepare/compare material quantity take offs and bills of quantities according to the specifications & drawings submitted by the client.
• Work with estimating team as required.
• Gain understanding of commercial strategy for the project, set by Commercial Director.

Post-Contract

• Procurement of assigned packages the project in line with the procurement schedule and budget, inclusive of purchase orders, LOIs, Subcontractors etc.
• Evaluating quotations & having meetings with sub-contractors to ensure that there are no scope gaps and the cost fit within the budget, finalising the best quotation with the Commercial Manager and prepare the order for approval.
• Monitoring project cash flow against the forecast, with view to ensuring the project is always cash positive.
• Own and administer works packages delegated by project manager to final account, inclusive of monthly payment, dealing with variations and all matters pertaining to administering their subcontract correctly.
• Assist in change management, inclusive of the valuation of variations, quoting Request for Proposal (RFP)’s, issuing the respective notices, up and downstream, all within the timelines of the main contract.
• Assist commercial lead in all required commercial monthly reporting both internally and to the client.
• Always look to improve margin, and suggest ways to do so to project lead and assist in techniques employed.
• Assist in administering the Main Contract, ensuring contract terms are understood and dealt with accordingly.
• Assist in maintaining project margin in line with commercial strategy.
• Assist in the preparation of the external valuation,
• Assist in maintaining control of project documents including drawings and records.

Completion & Post Completion

• Assist in the agreement of the final account with clients and trade contractors within stipulated benchmark and timelines.

• Attend project post mortems.
• Attend to the additional works required by the client after completion.

1.Role Purpose

Mechanical Superintendent reports to the Construction Manager and is responsible for coordinating with yard construction team, resolving any field-related issues, and ensuring that all mechanical work is executed efficiently and in compliance with project specifications and industry regulations. This includes ensuring the adherence to project schedules, overseeing engineering processes, managing material control, and maintaining quality and safety standards.

2. Duties & Responsibilities

1) Project Oversight and Management:

• Oversee all mechanical construction activities on-site, ensuring adherence to project plans and schedules.
• Coordinate with project manager, engineers, and other department Superintendents to ensure seamless project execution.

2) Scheduling and Planning:

• Develop and maintain detailed project schedules for mechanical construction activities.
• Ensure timely completion of tasks in alignment with the project timeline.

3) Technical Supervision:

• Provide technical guidance and support to the construction team.
• Review and approve engineering documents, specifications, and plans.

4) Material Control:

• Manage the procurement, storage, and allocation of materials required for mechanical construction.
• Ensure material quality and availability to prevent project delays.

5) Quality Assurance and Control:

• Implement and enforce quality control procedures to ensure all work meets project specifications and industry standards.
• Conduct regular inspections and audits to identify and rectify any quality issues.

6) Safety Management:

• Promote a culture of safety on-site, ensuring all activities comply with safety regulations and standards.
• Conduct safety briefings and training sessions for the construction team.

7) Issue Resolution:

• Identify and resolve any technical or logistical issues that arise during construction.
• Collaborate with relevant parties to address and mitigate project risks.

8) Team Leadership:

• Lead and mentor the mechanical construction team, fostering a collaborative and productive work environment.
• Evaluate team performance and provide feedback for continuous improvement.

3. JOB REQUIREMENTS

• The degree of Bachelor of Mechanical Engineering.
• At least 10 years of experience in mechanical construction in Process, Chemical, Power Plant Projects.
• Proven track record of managing large-scale construction projects, particularly in high-pressure environments.
• Extensive knowledge of mechanical systems, equipment, and construction practices in the Oil and Gas sector.
• Strong leadership abilities with experience in supervising and managing construction teams.
• Strong analytical and problem-solving skills and mitigate risks effectively.
• Knowledge of safety regulations and quality control processes specific to the Oil and Gas industry.

• To assist the Project Manager or Project Engineer in the daily execution of work;

· Inspecting construction sites regularly to identify and eliminate potential safety hazards;

· Enforcing site safety rules to minimize work-related accidents and injuries;

Role Description (Primary)

This is a full-time role for a Deputy Construction Department Manager. The Deputy Department Manager will work closely with the Construction Department Manager, Engineering Manager and other engineering disciplines to strengthen the construction team and participate in management reviews and other administrative activities as well as project specific activities such as construction planning and cost estimation, proposal preparation, and manhour planning in the bidding and tendering phase. The Deputy Department Manager will also oversee all administrative functions including department hiring, promotions, performance appraisals, overseas assignment, and organizational changes.

Role Description (Secondary)

Responsible for overseeing all construction activities with respect to schedule, performance, procedure, and making recommendations to Project Managers for improvements and corrective actions in the project execution phase. Additionally, the role entails the overseeing of the delivery and use of materials, tools, and equipment, and the quality of construction, staff productivity, and safety. The Deputy Department Manager will also be responsible for all sites’ HSSE Management and compliance with local government and clients’ HSSE regulations.
