Qualifications and Experience:

1. Proven experience in a senior leadership role, preferably in recruitment, outsourcing, or a related field.

Overview:

The role of the Construction Manager is primarily to ensure the successful project planning and execution. Experience in managing new construction and rehabilitation projects at terminals and refineries is required for this position. A good track record in the construction and repairs of above ground storage tanks is essential for this position. This person will serve as a liaison between Company and the Client by planning, directing and coordinating projects to ensure that objectives and milestones of projects are accomplished safely and within each given time frame and budget. The Construction Manager serves as the primary contact for all technical and construction matters.

Key Responsibilities:

• Plan, direct and coordinate construction activities including understanding Client’s requirements, technical specification and commercial reviews and bid development to include time frame, construction procedures, manning requirements and allotted available resources for each phase of the project.
• Estimate work and prepare proposals based on information extracted from the bid documents and site walks and bid clarification meetings.
• Manage job schedules, performance, and potential work scope issues that may arise.

Main duties and responsibilities:

To support the local team in all QEHS related compliance and performance of TES Singapore sites, which includes but not limited to emergency response (drills and TTX), incident investigation and IH monitoring, etc. Also, includes all Environmental related matters and regulatory reporting, global QEHS procedures & programs and overall lead for all QEHSMS / R2 audits, 3rd party certifications and customer audits as well as supporting Group EHS.

Environment:

• Reporting of QEHS performance metric reporting and activities to Global/ Group EHS Manager.
• Provide guidance on QEHS best practice principles, techniques and culture in Singapore sites.
• Compilation and submission of annual recycling data and other relating environment related info to relevant competent authorities.
• Maintain Basel Permit / Import Approval of all sites, including applications and tracking of movement documents.

Audit:

• Ensure Singapore sites are aware of and complying with Corporate/ Group QEHS policies, standards and programs, and local legislations.
• Program lead for 3rd party (ie. QEHSMS & R2) audits and key customer accounts on QEHS audits, provide resource and preparing Singapore sites with upcoming audits, tracking & reporting of audit results and monitor closure of corrective actions.
• Develop and conduct Singapore sites QEHS Audit program to ensure compliance to EHS regulations and Global EHS standards. Track & report audit results and monitor closure of corrective actions.
• Analyse data from EHS audits (including 3rd party QEHSMS & R2 certification audits and key account QEHS audits) to identify trends and provide feedback and preventative measures.

Other support:

• Support the development & implementation of One TES IMS – global QEHS procedures and programs.
• Monthly tabulation and submission of Basel permits status reporting for Exco meeting.
• Provide coordination and administrative support to QEHSMS & R2 certification program in Singapore.
• Support global initiative programs / activities as assigned.

Job Requirements:

• Diploma / Degree in any Engineering discipline and registered WSHO and FSM.
• Good to have: Qualified industrial first aider, noise monitoring office or any other IH related experience.
• Proficient in English and Mandarin and good report writing skills, familiar with Microsoft office.
• Trained in/ familiar with ISO 14001, ISO 45001, ISO 9001 and Responsible Recycling (R2) or equivalent.
• Experience with handling government agencies and knowledge in license and permit application from agencies such as NEA, MOM, SCDF, PUB and SPF.
• 5-8 years of working experience as in WSH related fields or equivalent in manufacturing / electronic or chemical industries.
• Experience in conducting ISO 9001/ ISO 14001/ ISO 45001/ R2 audits or handling OSH related audits.
• Good communication skills, team player, responsible, take initiatives and work independently without much supervision.

Good to have:

• Registered WSHO & FSM.
• Proficient in English, Mandarin and good report writing skills, familiar with Microsoft office with auditing experience in ISO 14001, ISO 45001 or ISO 9001.
• At least 5-8 years of working experiences as in WSH related fields or equivalent in manufacturing/ electronic or chemical industries.
• Good leadership skills to be able to guide and lead a team of EHS professionals.

Job Description:

• To assist the Project Manager in the daily execution of work; Full Time Site In-Charge that is based on site permanently;
• Inspecting construction sites regularly to identify and eliminate potential safety hazards;
• Enforcing site safety rules to minimize work-related accidents and injuries;
• To supervise the work of sub-contractors and in-house workers;
• To work closely with other site operations staff to meet the project schedule;
• Ensure installation is carried out as per construction drawings;
• To monitor the progress and quality of work being performed by workers;
• Ensure that works are executed within an acceptable standard of workmanship;
• Attend the daily tool-box meeting and convey clear instruction accordingly;
• Understand and ensure compliance in project requirement and scope of work.

Job Description:

• Ensure compliance and practice of Company's engineering works comply with all relevant Statutory standards, Regulations and Codes of Practices in conformance with local standards and legislations.
• Manage and communicate with internal/external project teams including relevant Authorities and relevant parties about engineering works and project schedule to comply with all project requirements with agreed procedures.
• Prepare submission reports, specifications and other necessary documents for approval and application to meets both Client and legislations requirements and specifications.
• Identify, analyze and evaluate problems encountered and propose the effective solution approach.
• Coordinate with the contractor, suppliers on all project implementation issues and attend site meetings when required
• Mentoring the project team and managing its performance by providing assistance and support whenever necessary.

Job Requirement

• Degree in Civil Engineering or equivalent
• At least 5 years of working experience in the related field is required
• Having experiences in LTA Project would be bonus and advantageous

Responsibilities:

Construction Supervision:

• Collaborate with construction and design teams to ensure that construction activities align with the approved architectural designs and specifications.
• Conduct regular site visits to monitor progress and quality of construction work.
• Verify that materials and workmanship comply with project standards and codes.

Communication and Co-ordination:

• Bridging as a liaison between the architectural design team and construction team.
• Collaborate with and support consultants, contractors, engineers, coordinators and other stakeholders to resolve design-related issues.

Quality Control:

• Support Project Architect to maintain the integrity of the architectural design throughout the construction process.
• Develop and review shop drawings, samples, and other submittals from contractors for the approval of Project Architect.
• Ensure that shopdrawings and construction activities adhere to building codes, utilities agencies’ and relevant authorities’ requirements.

Problem Resolution:

• Identify and address any design or construction-related challenges that may arise during the building process.
• Work closely with the design and construction teams to develop effective solutions that align with the project's requirements.
• Review subcontractor’s proposals and able to counterpropose solutions and details to solve problems together as a team.

Requirement

• Bachelor's or Master's degree in Architecture.
• Min 8 year of Architectural works experience, with 5 years supervision for MRT projects
• Strong knowledge of construction materials, methods, building services systems, and authorities’ requirements.
• Excellent communication and presentation skills.
• Ability to interpret and explain complex architectural drawings and specifications.

Job Description:

• Plan and control the delivery of project design to ensure the achievement of quality, completion and project objectives.
• Select and engage, then monitor the performance of external design partners within the discipline including their deliverables, cost and timeframes.
• Manage the design approval process in accordance with project requirements and program
• Prepare budgets and schedules of design delivery for management approval then manage and report the cost of design delivery in the project life cycle.
• Manage design to ensure the cost of the works meets project requirements.
• Manage and review milestone deliverables from the Design Consultants to ensure the compliance and adherence to project schedule, scope and Design Brief, Stakeholders’ requirements and comments, statutory codes and regulations, and company guidelines.
• Obtain, review and consolidate Stakeholders’ feedbacks on stage deliverables, and relay such feedbacks as directives to Consultants.
• Manage client and stakeholder expectations and communicate effectively with the project team.
• Supervise the work of subordinate design and drafting staff to ensure project requirements are met.
• Select and develop design management staff within the project by providing leadership and mentoring to ensure their design management competencies.
• Understand design compliance and reporting procedures and processes and leadership in the communication of requirements.
• Foster the interaction between design and construction teams to maximise innovation and project success.

Job Requirement:

• Recognised Degree in Civil Engineering
• Minimum 15 years of engineering experience in the construction industry with 8 years of experience in the design of civil and structures of building related projects
• Experience in LTA and SMRT project will be advantage.
