Description:

• To assist the Authority’s appointed consultants and Resident Technical Officer (RTO) in carrying out supervision works on site.
• To keep and maintain site record on progress of works, instructions given to contractors,materials delivered to site, daily activities and weather conditions at site, number of workers and visitors at site and any other significant information.
• To supervise and keep records of day works.
• To attend site / co-ordination meeting as directed.
• To assist in enforcing the safety requirements.
• To comply with Authority’s appointed consultants’ Quality Assurance Procedure for construction works.
• To carry out site supervision and inspection of the works including any off-site manufacturing as instructed by the Authority’s appointed consultants to ensure that the works are constructed to required quality and accuracy.
• To monitor progress of the works on site and at any off-site manufacturing facilities and report delays immediately.
• To provide standing supervision as and when directed by the Authority’s appointed consultants.
• To maintain proper and updated daily records of all works done, including records of tests, inspections, status of works, safety, site diary, materials and equipment on site, labour,dayworks, provisional quantities, etc.
• To check that contractor executes preliminaries items.
• To check services routes and contractor’s setting out and report any deviations to the Authority’s appointed consultant team.
• To verify reports and claims submitted by contractors.
• To record all variations as instructed or approved by Authority’s appointed consultants.
• To attend to Authority’s appointed contractor’s queries and co-ordinate works by Authority’s appointed main contractor and his appointed direct contractors.
• To inspect and take over completed works.
• To supervise and witness testing commissioning of M&E services or systems.
• To provide weekly reports of site activities and problems on-site, including how they were resolved.
• Attend meetings in the Authority and the Authority’s appointed consultants’ offices when necessary to discuss issues arising on-site.
• To familiarize with the drawings, and contract specifications and highlight deviations.
• To monitor and report on the contractor’s progress and performance and maintain site records of the works which should include all circumstances and events occurring during the construction stage.
• To attend TOP or CSC inspections by Registered Inspectors, BCA and all other relevant authorities’ representatives for each respective discipline.
• To carry out and report assessment on Construction Quality Assessment system (CONQUAS).

Requirement:

• Diploma from Polytechnic in relevant discipline or hold an equivalent qualification.
• Preferably 5 years local supervision as a resident technical officer for Architectural, Civil, and Structural works.
• Be conversant in local legislation, regulations, and codes

Responsibilities

• Overall management for the project with respect to contractual, budget, resources, design, procurement, construction, quality and safety.
• Lead the project team for the implementation and execution of works as according to planned schedule.
• Execute projects according to schedule and tender specifications within contract budget
• Manage sub-contractors performance
• Conduct regular meeting with sub-contractors and project team
• Monitor material and equipment usage
• Attend meeting with clients, consultants and sub-contractors
• Preparation of progress reports
• Resolve on-site contractual issues with good documentation.

Requirements

• Bachelor’s Degree in Civil Engineering recognised by PE Board or equivalent.
• Minimum 6-8 years working experience in project management.
• Possess all safety compliance certification
• Strong communication and coordination skills
• Good leadership skills and able to lead a team
• Positive attitude and able to meet deadlines

Roles & Responsibilities

• Implements appropriate control measurements in accordance with QECP Design
• Ensure compliance with the latest environmental regulations
• Coordinate with the Construction Manager and QECP on the ECM Plan
• Proper documentation of all EHS records, certificates, notices and official related EHS correspondence
• Organize HSE promotion and health campaigns
• Assist Safety Officer in planning and directing the HSE functions
• Any other duty required to be performed by ECO

Requirements

• Must be NEA Registered ECO
• Registered ECO with more than 3 years post-registration and relevant practical experience in Civil Engineering Construction works with LTA Projects
• Good knowledge of Government Regulations relating to Occupational Safety, Health and Environmental
• Preferred to have experience in managing OHSAS 18K, ISO 14K, ISO9K

Contract Period: From 1 Mar 2024 to 30 Nov 2024
Option to Extend: a further period of 11 months - 1 Jan 2025 to 30 Nov 2025.

Working hours:
• Mondays to Thursdays: 7.30am to 5.30pm, inclusive of 1hr lunch break
• Fridays: 7.30 am to 4.00 pm, inclusive of 1hr lunch break
• Service not required on Saturdays, Sundays and gazetted public holidays

Scope of Services:

1) The Personnel is to support students who require highly individualised, targeted and intensive intervention and support. The Personnel will:
a) engage and check in with high needs/at risk students in timely and regular conversations
b) be required to do home visit
c) be a positive role model/ significant adult to the high needs/at risk students
d) be required to work with parents of high needs/at risk students
e) organise programme for high needs/at risk students
2) The Personnel is to support high needs/at risk students in 5 areas:
a) Academic support (low progress learners)
b) Social emotional (self-harm, trauma, mental health)
c) Behaviour/ Attendance (irregular attendance, long-term absentees)
d) Social skills (peer relation issue)
e) Vulnerable (lack of adult role models)
3) The Personnel is to support students daily on after school engagement programme (Gear-up Programme). The Personnel will:
a) be responsible in the daily operation of Gear-up room
b) work with members of Student Development Team (SDT) and/or Youth Worker (if any) on after school engagement programme (Gear-up Programme) to engage students meaningful.
4) The Personnel is to manage the updating of case summary notes of students engaged and compilation of cases. The Personnel will:
a) update the cases under his/her charge via case summary note
b) ensure all engagement details are recorded in the case summary and email to members of SDT and school leaders
c) promptly update or highlight to Year Heads if there is/are any self-harm or suicide ideation case or any cases that required immediate attention
d) ensure the safe-keeping and confidentiality of such records and details
e) be required to sign the ‘UNDERTAKING TO SAFEGUARD OFFICIAL INFORMATION’ document
5) The Personnel is to work with members of Student Development Team to assist Year Heads, Assistant Year Heads, HOD CCE , HOD SM and SH SM and members of the Student Development Team to oversee and complete assigned work related to support high needs and at risk students.
6) The Personnel will:
a) assist the Year Heads to liaise with external organisations, such as Family Service Centres, Community Centres, etc, in matters relating to dealing with high need and at-risk students
b) not make decisions on behalf of Year Heads but will forward the report, invitation or information to the Year Heads for further action

Qualification, Skill & Experience:

• Minimum GCE ‘A’ Level from a local junior college, diploma from a local polytechnic, or degree in any field
• Ability to provide academic support (English and/or Math) for students aged 12 to 17 years old
• Ability to connect with students aged 12 to 17 years old
• Ability to engage students aged 12 to 17 years old
• Good interpersonal, planning, analytical and negotiation skills
• Ability to multitask, work independently and in a team
• Proficient with word processing and spreadsheet
• Mnimum of 1 year experience in working with students aged 12 to 17 years old
