RESPONSIBILITIES:
Corporate Strategy
ยท Assist with monitoring the development of CPAS strategic plan.
ยท Assist with tracking the achievement of the organization and department goals.
ยท Research and track the sectorโs developments and CPAS competitive advantage.
ยท Preparing the update of strategic plan development and progress.
Planning
ยท Responsible for overseeing the compliance of HR and LDC risk management plans.
ยท Responsible for reviewing and implementing HR and LDC continuity planning management.
ยท Assist with annual department strategies, goals, and work plans.
ยท Assist with annual department budgeting.
Organisation Development
ยท Assist with organization development reviews and projects
ยท Assist with transformation and change management initiatives and/or projects.
ยท Assist with culture and structure change initiatives.
ยท Assist with organization health and effectiveness assessment and surveys.
Industrial Relations
ยท Assist with collective agreement and union-related matters.
ยท Prepare communications materials to engage the union.
ยท Assist in initiating an investigation on complaints relating to unfair practices to update the union, if any.
Employer and HR Awards
ยท Research and identify the channels suitable for employer and HR awards in Singapore
ยท Review the criteria for HR Awards
ยท Review the criteria for Employer Awards
ยท Identify the gaps and action plans needed to participate in these awards.
ยท Responsible for submitting awards applications when CPAS is ready.
ยท Responsible for communication plans and preparing supporting documentation for the awards application.
Policy, Handbook, Organisation Chart, and Annual Declaration Administration
ยท Responsible for reviewing and updating HR policies and employee handbook with the latest changes.
ยท Responsible for updating changes to the organization chart.
ยท Update the revised HR policies, employee handbook, and organisation chart in the shared drive and HR Hub.
ยท Communicate with Admin to upload updated policies in Admin Hub.
ยท Communicate the revised HR policies and employee handbook with staff.
ยท Responsible for triggering annual Staff declaration on conflict of interest (COI) for completion.
ยท Monitor and ensure all COIs are completed and returned for filing.
HR / LDC Department Administration
ยท Manage employee uniform and name tag inventory.
ยท Responsible for department stationery, meeting room booking, and housekeeping matters.
ยท Responsible for raising the departmentโs purchase requisition.
ยท Responsible for processing the departmentโs invoices.
ยท Responsible for department asset tagging and recording.
ยท Responsible for managing pfiles and their annual archiving.
ยท You are the department contact liaison person.
ยท Responsible for CPAS and the Departmentโs emergency and evacuation plan and exercise.
ยท Provide support to all HR/LDC department administrative matters.
Department Human Resource Partnering
ยท Attend promptly to Department and Staff queries as the HR Department Partner for HQ departments.
ยท Provide advisories to Department HOD in all human resource matters.
ยท Conduct exit interviews and clearance for Staff of your partnering department.
ยท Issue letters of Certification and other forms of letters for your partnering department.
Human Resource Project & Others
ยท Responsible for projects in your primary areas of responsibility.
ยท Participate in projects assigned to you for development and improvements.
ยท Assist the Head of Department in Talent Management and Succession Planning and Management Associates Programme.
ยท Responsible for all ad-hoc duties as and when assigned by the Head of Department.
Requirements:
ยท Degree in Human Resource Management and/or Business Administration with a post-graduate qualification in Human Resource discipline.
ยท Have more than 7 years of relevant working experience in the related field of this position specifically with corporate strategy, risk management, and business continuity planning.
ยท Possess a positive mindset and able to overcome difficulties to achieve desired results.
ยท Resilient, able to manage multiple priorities simultaneously and meet tight deadlines.
ยท Constantly maintain objective and highly confidential matters while interacting with stakeholders and Staff
ยท Strong communication and interpersonal skills, tactfulness, and effectiveness in working with multiple stakeholders.
ยท Service-orientated, client-focused, and a strong team member.
ยท Committed to high standards and adopts a professional and conscientious approach.
ยท Good spoken/written English and Mandarin.
ยท Highly proficient in MS Office applications such as Words, Excel, and PowerPoint.
ยท Some prior working experience in a Social Service Agency or related industry is preferred.
