GENERAL SUMMARY
The Residential General Manager of the Single Room Shared Facilities Project (SRSF) is responsible for the overall strategic direction of the programme/project, as well as the operational aspects of the programme. Fidelity, Compliance and Governance

1. Oversee and manage SRSF to ensure all KPIs stipulated by Funding Agency and Service Agreement are met in the areas of operating the Facility and rendering assistance to residents

2. Set, review and evaluate targets, objectives, outcomes and outputs of the SRSF on a regular basis. This includes the use of data and knowledge collected from CRM if implemented

3. Plan and manage the budget of the SRSF and follow proper accounting principles and guidance from Corporate Office

4. Establish, review and ensure compliance with Risk Management Plan, Pandemic Plan and Emergency Response Plan

5. Provide accurate and timely regular and ad hoc reports and updates to relevant stakeholders, for example HDB, on the progress of the clients, as well as operational matters where relevant

2. Ensure that services are provided in such a way as to promote neighbourliness, and that social support uplifts residents to achieve stability, self-reliance and social mobility

3. Provide oversight on the progress of intake and referral to ensure that clients are referred to the appropriate services in a timely manner

4. Advocate for relevant social issues pertinent to users served by SRSF

People Management & Stakeholder Relationships

1. Ensure that all staff are well trained and abide by the HCSA’s philosophy, mission, objectives, and operating principles in carrying out their duties. This includes ensuring that staff resources are adequate and skillset matched to promote efficient and effective service delivery

2. Manage staff-staff and staff-client relationships, and mediate any issues that may arise

We are looking for Procurement Manager in supporting Procurement Head driving the site procurement strategy in the right direction.

Key accountabilities include ensuring procurement compliances are adhered on site from both process and system standpoint as well as achieving reliable and sustainable supply of goods, materials, and services with well-managed supplier management structure.

JOB SCOPES:

Manage all sourcing activities and commercial negotiation on site requirements.

• Creating business values through prompt, compliant and commercially advantageous procurement intervention to ensure internal stakeholders’ satisfaction.
• Lead, initiate and drive strategic procurement plans partnering with key stakeholders.
• Initiating procurement strategic sourcing plans for all direct materials and being able to communicate and work closely together with internal stakeholder to ensure prompt initiative implementation and closure.
• Lead commercial negotiation, project implementation for major CAPEX spending , and bringing to fruition the complete contract execution.

Procurement Compliance

• Accountable to ensure compliance while executing all of procurement activities on site.
• Responsible to drive adherence of site procurement processes to global procurement policies and procedures.

Contract Management

• Responsible for overall suppliers’ contract management including negotiation of new contracts, renewal of expiring required contracts and ensure full compliance in contract execution.

Procurement Systems & Reporting

• Ensure timely and accurate purposeful reporting and site-wide communication of various procurement indices (e.g., aging PO, procurement non-conformance etc.), to be effectively communicated both at working (site-wide) and senior management level.
• Monitoring market dynamics that impact materials/services availability and/or pricing and provide resolutions to the site with detail impact analysis

JOB REQUIREMENTS:

• Singaporean (s) only.
• Must possess at least Degree in related discipline.
• Minimum 8-10 years of relevant experience gained from cross functional environment in procurement field, preferably with direct exposure within a manufacturing technical operation (MTO) environment.

· Minimum Diploma in Building Services Engineering / Mechanical / Electrical or equivalent.

· Minimum 2 year of relevant working experience, preferably in managing commercial properties.

· Possess valid Singapore class 3 driving license and prefer to have own vehicle.

· Preferably possess certification for Fire Safety Manager.

· Good communication, interpersonal skills and service oriented mindset.
