Job Overview:

The Institute of Materials Research and Engineering (IMRE) is a research institute of the Agency for Science, Technology, and Research (A*STAR). Quantum Innovation Centre (Q.InC) is an A*STAR-level entity hosted within IMRE. Q.InC and IMRE are looking for a senior principal quantum scientist who has sufficient experience and proven track record of success in leading and managing quantum research, and bringing in external competitive funding. The scientist will be leading part of Q.InC’s hardware research efforts in areas such as quantum sensing and/or integrated photonics, and sit on Q.InC’s management team to strategise for Q.InC’s success.

In this role, you will work on the following but not limited to:

• Report directly to A*STAR’s Chief Quantum Scientist (CQS) and Q.InC’s Executive Director
• Lead and be responsible for Q.InC’s research efforts in quantum sensing and/or integrated photonics and/or other areas as CQS deems suitable
• Be the lead who is responsible for the success of these efforts, and answer questions from CQS, HQ, and A*STAR senior management when needed
• Work together with CQS and Q.InC’s management team to strategise for Q.InC’s excellence, e.g. discuss the progress of responsible research areas and performance of staff in these teams
• For the responsible research areas, lead the relevant Q.InC teams to secure significant external competitive funding from different grant schemes such as NQPI, NQSP, NRF-CRP, MTC Programmatic, IAF-PP/ICP, etc
• For the responsible research areas, lead the relevant Q.InC teams to establish close connections with local agencies and industry partners, such as HTX, DSO, OSTIn, to establish joint research programmes that bring in significant external support
• Help ensure the Q.InC teams being led undergo a smooth transition into other new structures following A*STAR senior management’s guidance

Requirements:

• Proven track record in leading and managing research teams
• A PhD degree in physics or engineering, ideally in quantum science
• 20 years of relevant research experience
• 10 years of relevant management experience
• Understanding of the intricate dynamics in different stakeholders, and optimising for the best outcome for Q.InC

The Engineering Director/Manager plays a key leadership role in delivering growth to our Protection System (PRS) Business Line (BL). The person will lead a large team consisting of Engineering Delivery, System Engineering, IVVQ and Network/Infra/Cybersecurity discipline, responsible for ensuring that complex technical solutions and systems are delivered on time and to cost and quality.

• Supervises self-funded R&D in compliance with business line agreements.
• Manage department budget within the Multi-Year Budget (MYB). Provides engineering inputs to MYB, Strategic Business Planning (SBP), Business Operation Reviews (BOR), etc.

Requirements (education & behavioural) :

• Master or Degree in Engineering or equivalent.
• At least 10 years of related engineering experience with minimum 8 years in leading and managing a sizeable engineering team with support of business development, pre-sales, and bid & projects activities.

  - Generate periodic reports to the programme office on all issues related to delivery schedule, design, manufacturing and quality.
  - Conduct periodic programme management meetings.
  - Identify & manage all potential programme risks through the Risk Register
  - Periodical tracking of fabrication and procurement status (material, hardware & tooling) to ensure on time delivery of the parts/assemblies.
  - Monitor sub-contractor production at various work centres on-site to ensure that manufacturing capacity is able to meet production requirement & resources (machines, equipment, labour, etc.) are properly managed to deliver the planned output.
• Engineering / Manufacturing SupportManage & keep track of all design & manufacturing enquiries raised by suppliers & ensure enquiries are closed in a timely manner.
• Coordinate & disseminate drawing change implementations with supplier.
• Manage & keep track of all manufacturing configuration control files due to drawing change implementations.
• Liaise & monitor supplier manufacturing process change implementations.
• Recommend manufacturing tooling/process improvement to supplier as & when necessary.
• Recommend potential design improvements through supplier manufacturing feedback to achieve improvements in lead time & cost.
• Quality & Delivery SupportScreen & assess outgoing supplier non-conformity reports for completeness and accuracy.
• Keep track of Quality defects investigation & follow-up on corrective & preventive actions.
• Check delivery documentation are in order before delivery.
• Handle & resolve any last minute supplier logistic issues.

Requirements

• Bachelor Degree in Engineering
• Good to have 2 years of relevant experience
