Responsibilities:

• Preparation of Bill of Materials including quantity take off, measurement etc for Tender / Proposal ;
• Liaise with vendor on quotation and technical proposal to ensure on time delivery / submission ;
• Evaluation and review of vendor's technical proposal and commercial proposal to ensure compliance with Client's specification ;
• Review client's tender specifications and source of appropriate vendor;
• Preparation of tender submission documents such as method statement, technical write up, compilation of vendor's technical proposal etc
• Ad-hoc task as assigned by management ie assist project team on sourcing of equipment, material, method statement, design etc
• Assist and follow up on both pre and post tender clarification
• Liaise with planner on work schedule for tender submission
• Compute, compare and compile vendors' proposal for management's review and decision making
• Work as team player and at the same time to perform assigned duties with minimum guidance or independently.

Requirements:

• Diploma / Degree in Electrical Engineering or equivalent
• 2 Years of working experience in project or proposal
• Proficient in AutoCAD, BIM and Microsoft Office software

• Minimum Degree or Diploma in Electronics / Mechanical / Manufacturing Engineering or equivalent.
• Maintain quality procedures, policies, and documentation in accordance with applicable standards and regulations (eg. ISO9001 etc.)
• Coordinate external audits to evaluate the quality and compliance of external partners and suppliers
• Maintain accurate and up-to-date documentation of quality procedures, records, and reports.
• Ensure proper record keeping of audits, corrective actions, and other quality-related activities.
• Follow up on quality issues with suppliers and customers, 8D CAR report. Maintain NCMR.
• Perform incoming and outing product inspection
• Support all operational quality-related activities, including problem solving and implementation of improvement plans
• Responsible for the investigation and analysis of customer complaints. Follow-up with the relevant departments to review the risk impact and improvement actions to ensure that these are addressed and closed in a timely manner.
• Ability to communicate with all levels of staffs and overseas counterpart, customers, suppliers and representatives from regulatory bodies.
• Willing to travel overseas for work as and when required

What a Procurement Engineer does in HP:

• Lead and drive supply chain (procurement and cost management) initiatives for New Product Introductions and current products across R&D, Operations, Service organizations and Manufacturing Partners (MPA).
• Collaborate with MPA on supplier development, management (quality tracking, resolution, cost improvement, spares/service delivery and assurance of supply).
• Act as focal point of contact for performance and corrective action for materials used in products and escalations.
• Evaluate suppliers and partners capacity to meet production requirements, quality maturity and cost competitiveness.
• Manage complex business issues, build availability, and end-of-life management at MPA's site.
• Collaborate and communicate with management, internal, and outsourced manufacturing partners regarding NPI, current products & spares, project progress, and issue resolutions.
• Lead and provide expertise to functional project teams and participate in cross functional activities.
• Exercise independent judgement within broadly defined policies and practices to determine best method for accomplishing work and achieving objectives.

Individuals who will do well in this role in HP, usually possess:

• Bachelor's or master's degree in mechanical, Electrical, or other Engineering, or equivalent.
• 2-5 years of experience in procurement, manufacturing and engineering.
• Using appropriate engineering design tools and software packages to design components and solutions.
• Strong analytical and problem-solving skills.
• Understanding of material properties and hardware, software, and electrical component design
• Work on complex problems/projects where analysis of situations and/or data requires an in-depth evaluation of factors and conditions.
• Using appropriate engineering tools and software packages to design solutions.
• Excellent written and verbal communication skills; mastery in English and local language. Ability to effectively communicate product architectures, design proposals and negotiate options at management levels.
