The International Rubber Study Group (IRSG) is an inter-governmental organisation with the main objective of improving the transparency of the world rubber markets and strengthening international cooperation on rubber issues. The IRSG is the biggest worldwide community in the rubber economy. The IRSG is recognized as an International Body through the negotiation of a Headquarter Agreement with the Government of the United Kingdom in 1978. The IRSG has 35 Member Governments including European Union (28 Countries), Singapore, India, Sri Lanka, Russia, Cote D’ Ivoire, Nigeria, and Cameroon. Subsequently, a new Headquarter Agreement with the Government of Singapore was signed in 2008. The IRSG Secretariat is based in Singapore.

The mission of the IRSG is to be the world’s authoritative source of statistical data and forecasts for all aspects of the world rubber industry, including production, consumption and trade in rubber and rubber products. The seminal purpose of the secretariat is to prepare current estimates and forecasts of future supply and demand trends while undertaking statistical and economic studies on specific aspects of the industry to continually improve its value-added service to stakeholders. (1) PERSONAL ASSISTANT TO THE SECRETARY-GENERAL

The incumbent will act in this capacity as Personal Assistant to the Secretary-General, acting as a sounding board for ideas and ensuring enhanced efficiency and structure across the organisation. S/he is also expected to provide strategic advice and guidance on key developments within the organisation and ensure the appropriate policy approaches are developed to meet IRSG’s mission and objectives. As a result of developing and maintaining research, s/he would be expected to develop initiatives that ensure that IRSG acts as a catalyst for the rubber sector and collaborates with stakeholders on developing evidence-based approaches and support. Moreover, s/he works behind the scenes to solve problems, mediate disputes, and deal with issues before they are brought to the Secretary-General. Under the supervision of the Secretary-General, the incumbent supports overall effort to build partnerships, reporting functions, and mobilize an appropriate and sustainable funding base for IRSG from traditional and non-traditional sources. S/he will support the Secretary-General in developing partnerships building, donor mapping, and resource mobilization strategy, tools and procedures and coordinates their implementation including development of quality proposals, presentation and briefing papers to donors.

Roles & Responsibilities

• Manage the full spectrum of monthly payroll processing and administration
• Support the recruitment process, including posting job advertisements and arranging interviews
• Maintain and ensure proper documentation of employee database and personnel files
• Perform general HR administrative functions, such as processing work passes and preparing appointment/confirmation letters
• Manage all insurance matters (e.g., vehicle claims, hospital and work injury compensation)
• Manage company vehicle matters (e.g., road tax, insurance policies, etc.)
• Monitor office supply inventory and maintain appropriate stock levels
• Prepare and submit monthly reports, government survey returns, etc.
• Perform full spectrum of office administrative duties, including receptionist duties and mail/courier handling
• Assist in organizing office events
• Perform other ad-hoc duties as required

Knowledge and Skill Requirements:

• Minimum NITEC or 3 years of relevant experience in HR/administration
• Proficient in MS Office applications, including MS Word, Excel, and ERP software
• Good communication, organizational skills, and multitasking abilities
• Ability and willingness to work with all levels of the organization as a team
• Able to speak Mandarin to communicate with Chinese-speaking only staff during meetings

• Manage reception area

Requirements

• Graduate, preferably in Banking & Finance.
• Sound knowledge of UCP, ISBP, URC, ISP, URDG.
• At least 5-7 years of trade operations experience covering all imports and exports products.
• Ability to manage daily operations with strong risk awareness, analytical and problem-solving skills.
• Self-starter who can work effectively in a team setting.
• Good interpersonal skills, decisive in communications.

Job Responsibilities

• Assist the speech-language therapist with screening or assessments for students with speech, language, communication and feeding needs, without clinical interpretation
• Collaborate with the parents, teachers and the other allied health professionals to provide multi-disciplinary support to the students
• Provide therapy following an intervention plan developed by the speech-language therapist
• Select and prepare functional activities and recommendations to match students’ skills and interests
• Assist with administrative duties
• Prepare therapy materials
• Maintain inventory of resources
• Maintain records and documentation of assessment and intervention

Job Holder Requirements & Attributes

• Possess a relevant skills certificate from a recognised institution (e.g. WSQ Healthcare (Therapy Support) or CAE Professional Certificate in Speech Therapy Assistance)
• Prior experience working with people with special needs will be an added advantage
• Good team player with strong communication and interpersonal skills
• Able to work independently and effectively under pressure
• Able to relate well to people and work effectively and harmoniously within a multidisciplinary team setting
• Candidates with GCE ‘O’ level certificate (including a pass in English) and/or relevant experience can also be considered for this role.
