The Assistant Director of Innovative Finance Lab (IFL, formerly known as the Hatchery and it
is currently in the renaming process), Capital Mobilisation (CM) is a new role that has been
established to:
1. Respond to the emerging need to innovate with ecosystem players in targeting
financing gaps to address SDG targets and to explore new ways of mobilising capital
for development, and to
2. Coordinate internal operational programme management activities, especially in
terms of efficient functioning of internal management information systems including
meeting financial reporting requirements for funders.
The incumbent will report to the Chief, Capital Mobilisation Officer at AVPN, ensuring that
all programmes are managed to the highest standards in the industry. The role holder will
perform the scope of works as detailed below. The role is based in Singapore.
What you will do:
a) As the head of the Innovative Finance Lab:
● You will lead the process of planning and executing strategies for the Innovative
Finance Lab under AVPN Capital Mobilisation (CM) portfolio.
● Coordinate with other team members to identify opportunities for further
exploration.
● Assume leadership role for the successful execution of a cohort of interventions,
selected in consultation with the Chief, Capital Mobilisation.
● Identify suitable opportunities to capture and communicate key learnings from the
Lab’s engagement with diverse sets of tools, instruments and stakeholders.
● Position the Lab as the destination of choice for interested stakeholders, in testing
new ways to move capital, as well as grow capital flows towards achieving SDG
targets in Asia.
● Coordinate with other teams in AVPN, as required: a) with the Partnerships Team to
identify and establish windows for funding new initiatives, b) with the Markets team
to develop avenues for socialising the Lab’s work; c) with the Platforms team to
develop a comprehensive approach towards achieving specific SDG targets; d) with
the Knowledge and Insights team to identify and pursue suitable opportunities for
research and innovation; and e) with the finance team to ensure effective financial
management of initiatives covered by the Lab.
b) As a critical member of the CapMob team, you will
● Work closely with other senior team members and the Chief, Capital Mobilisation to
deliver the CapMob strategy successfully.
● Closely monitor the use of CapMob team resources in achieving its strategic goals as
agreed and approved by the Management.
● Assist Chief, Capital Mobilisation in monitoring budget and financial performances of
the team’s programmes.
● Support other CapMob team members in developing financial budgets for their
respective interventions, as required.
● Participate in all team meetings and gatherings. Line-manage a cohort of CapMob
team members, providing mentoring support to them as required.
c) For the larger AVPN family, you will support efficient and effective gathering,
analysing and reporting of resource utilisation data for the larger AVPN family. For
this purpose, you will:
● Identify and build the capacity of specific team member(s) to manage the core
processes of gathering and analysing information regarding resource usage and
programme budget management.
● Manage, review and execute with specific team member(s) on financial reporting to
key AVPN programmatic funders.
● Support program teams with advisory inputs in financial and resource planning for
interventions and, in developing and strengthening processes for resource and
budget management, as required.
● Participate in cross-functional activities and teams, as required, in achieving larger
organisational goals.
