Purpose of the Job
1. Must ensure operational integrity for flights by strictly complying with safety and security regulations, following procedures and regulations established in the operational and safety manuals in force.
2. Manages quality standards in order to ensure customer satisfaction, controls cost at lowest possible level and optimize aircraft (and if applicable: truck) capacity, contributing to customer satisfaction and maximization of load factor while contributing to sustainability leadership goals of the company
3. Is the representative of the operations team for South East Asia in the station in which he/she is located while also performing tasks related to flight operations from other stations in South East Asia on a roster basis. In this capacity, he/she will be required to maintain close communication with both internal stakeholders (e.g. Sales, Customer Service) as well as with external stakeholders (e.g. GHA, authorities, suppliers).
Key Responsibilities
1. Management/administration
Ā· Structure and manage an adequate process to supervise the handling process by third parties and/or executing cargo operations activities if needed. Guarantee that all staff of third parties involved in handling of flights, is trained according regulations standards.
Elements are:
Ā· Support and develop the local handling team through training and evaluation
Ā· Engineering of Local Operations Procedures
2. Compliance: Safety, Security and Customs
Ā· SMS:
- Report unsafe situations and actively mitigate risks,
- Ensure to monitor SMS indicators, analyze events and define action plans.
- Monitor SMS performance and action during internal review and external meetings with third party handling company.
- Monitor staff / GHA and equipment to achieve all quality targets and to execute all working procedures required on a per-shipment and flight level.
- Take actions to correct any deviations or discrepancies and report to AODs and Market Managers.
- Guarantee all tracking/tracing (local) monitoring requests are actioned and ensure accurate and timely response by third-party handling company.
- Perform regular review meetings with suppliers (a.o. GHA, trucking companies) regular review meetings for analyzing and taking actions against deviations and discrepancies including CiQ quality reporting system.
Ā· Compliance: execution and steer towards improvement with local Operations, GHA, local authorities, and industries related organizations,
Ā· Implement and maintain 5 Must haves principles,
Ā· Perform and follow up on performance reviews with GHA and action items coming from audits, inspection and other relevant platforms,
Ā· Maintain current on all relevant training in order to keep up-to-date and have a high level of standard,
Ā· Read and understand content of all operations manual and keep up-to-date with all published changes,
Ā· Monitoring and follow-up on inbound and outbound non-compliance issues for improvement and preventive measures with origin and Hub.
3. Supplier Management
Ā· Manage and continuously improve operational quality via operating mechanisms and quality measurement systems in close cooperation with Regional Operations Manager, Director SE Asia and AODās.
Ā· Make report events, SMS performance and action implementation during internal review and external meeting with supplier.
Ā· Support the supplier in the implementation the AF/KL operations projects.
Ā· Elements of the above are:
- Monitor Supplier, staff and equipment to achieve all quality targets and to execute all working procedures required on a per-shipment and flight level.
- Take local actions to correct any deviations or discrepancies and report to Regional Operations Manager, AODs and Market Manager.
- Guarantee all tracking/tracing (local) monitoring requests are actioned and ensure accurate and timely response.
- Perform regular review meeting with suppliers for analyzing and taking actions against deviations and discrepancies.
4. Cargo Handling
Ā· Export and Transit: while on roster, guarantee build-up plan instructions for South East Asia flights (or trucks) based on the final booking list, which will comply with all legal and procedural regulations. Elements are:
- Loading instructions for special loads like heavy and big shipments.
- Ensuring clear loading and buildup instructions.
- Ensure check on export manifest and manage disruptions (i.e. offloads) when needed.
- Control and enforce adherence to the AFLS processes i.e. Queue treatment & creation; flight planning; reassignment of shipments when applicable.
- Organize and steer local trucking operations in case applicable.
Ā· Import:
- Organize arrival manifestās review for irregularities prior to flight arrival, problemsā anticipation and instruction of third party on necessary actions to alleviate or minimize consequences.
- Organize future flightsā preview for potential conflicts, especially for cargo planned from another station.
Ā· Communication
- Messages with regard to individual shipments, flights and other events must be sent correctly, on time and according to pre-defined procedures to relevant and specified parties.
5. ULD and stock control
Ā· Guarantee available equipment and consumables used for handling.
Elements are:
Ā· Guarantee equipment is monitored by third-party staff, recognize training needs and organize locally
Ā· Ensure ULD stock information is communicated timely and correctly
Ā· Ensure station stock is managed effectively at lowest possible cost
6. Finance and accounting
Ā· Correct and on time handling of invoices in compliance with accounting procedures.
Ā· Ensure GHA performs correct other charges collection procedures.
Ā· Guarantee and/or perform the execution of the initial audit on all invoices for services performed at the station included but not limited to the handling invoice, equipment leases, maintenance, and consumables such as plastic, wood, etc.
Ā· Steer and/or lead any discussion with suppliers on all cost discrepancies.
The responsibilities and tasks of the position are not limited to the above mentioned and change might occur in concert with direct Manager.
Due to the departure times of the most of the SE Asia flights, it will be required on occasions to work outside normal office hours as part of a predetermined roster or even on ad hoc basis. This will be considered as standard practice for the function for which no compensation is granted.
Job Requirements: Knowledge & Experience
Ā· Verbal/written proficiency in English
Ā· Experience with airline cargo handling processes
Ā· Knowledge of international, national and local regulations with regard to air cargo transportation
Ā· Proven supervisory experience > 5 years within airline cargo environment at intermediate level.
Ā· Diploma/Degree or higher
Ā· Study in logistics is an advantage
