THE INTERNATIONAL RUBBER STUDY GROUP (IRSG)

The International Rubber Study Group (IRSG) is an inter-governmental organisation with the main objective of improving the transparency of the world rubber marketsand strengthening international cooperation on rubber issues. The IRSG is the biggest worldwide community in the rubber economy. The IRSG is recognized as an International Body through the negotiation of a Headquarter Agreement with the Government of the United Kingdom in 1978. The IRSG has 35 Member Governments including European Union (28 Countries), Singapore, India, Sri Lanka, Russia, Cote D’ Ivoire, Nigeria, and Cameroon. Subsequently, a new Headquarter Agreement with the Government of Singapore was signed in 2008. The IRSG Secretariat is based in Singapore.

The mission of the IRSG is to be the world’s authoritative source of statistical data and forecasts for all aspects of the world rubber industry, including production, consumption and trade in rubber and rubber products. The seminal purpose of the secretariat is to prepare current estimates and forecasts of future supply and demand trends while undertaking statistical and economic studies on specific aspects of the industry to continually improve its value-added service to stakeholders. Furthermore, as the only intergovernmental organisation bringing together the world’s rubber-producing and consuming stakeholders, the IRSG strives to provide an effective forum for the discussion of matters affecting the supply and demand for synthetic rubber and natural rubber.

The Group is a platform for senior executives and representatives to provide insights through dedicated meetings, working groups, conferences, and projects. The annual IRSG meetings are amongst the largest regular assemblies of rubber experts worldwide. (A) JOB DESCRIPTION

The position reports directly tothe Secretary-General. The IRSG Economics and Statistics Unit collects and collates statistics on natural and synthetic rubber and its related industries, provides market analyses, forecasts and reports on the world rubber economy. The incumbent, the Manager, Economics and Statistics will work with the Economics and Statistics Unit comprising of the Chief of Staff and the Head, Economics and Statistics to deliver specific number of publications in a year independently.

(B) SUMMARY OF KEY FUNCTIONS/ACCOUNTABILITIES:

The Economics and Statistics Unit of IRSG is leanly staffed. The Unit currently roll-out twenty-two publications in a year. In this regard, the Unit publishes Rubber Statistical Bulletin, Rubber Industry Report, World Rubber Industry Outlook, Monthly Rubber Bulletin and Rubber Focus. The Unit will also be distilling policy briefs from the publications and conduct Senior Policy Seminars for decision makers in the world rubber industry.

The Head, Economics and Statistics deliver ten out of the twenty-two yearly publications, the Chief of Staff roll-out four out of the twenty-two publications including Policy Briefs and also conduct Senior Policy Seminars while the Manager, Economics and Statistics will deliver ten out of the twenty-two yearly publications independently.

The incumbent will also advise the Secretary-General from time to time on issues and policy options related to the adequacy of the international rubber industry and trade statistics and ensure the publication of timely and comprehensive data in the Rubber Statistical Bulletin and other Statistical Publications and the implementation and further development of the Secretariat’s short-term and long-term modelling system.

(D) QUALIFICATION, WORK EXPERIENCE AND COMPETENCIES

1. EDUCATION

An advanced university degree (Minimum of PhD, DSc, DPhil or equivalent Doctoral Degree) in Economics, Mathematical Economics, Econometrics or equivalent is mandatory.

2. WORK EXPERIENCE AND COMPETENCIES

§ Minimum of two to five years of relevant academic work experience with mixed method research techniques (quantitative and qualitative) coupled with strong competence in handling “big data” is mandatory.

§ Proof of proficiency in statistical software (STATA, SPSS, etc.) is mandatory

§ Evidence of at least five research publications with econometric and/or statistical modelling in peer review journals is mandatory

§ Software development and Information Technology skills with expertise in econometric forecasting and data analysis is desirable.

§ Minimum of three years research experience (Preferably Post-Doctoral Research) at Universities, National and/or International Research Institution is desirable

§ A substantial experience in rubber sector or another commodity-related field would be an added advantage.

Ability to work in a multicultural environment is a must. The Software Development (SD) and Information Technology (IT) Manager supports the IRSG secretariat’s IT infrastructure and is responsible for the installation, operation, and maintenance of the IT network, computers, and other digital systems while supporting and enhancing the IRSG's cybersecurity posture. The IT Manager is the head of the Software Development (SD) and Information Technology Unit and is responsible for IT support delivery as well as cyber risk management strategy and planning. The Software Development (SD) and Information Technology (IT) Manager also supports the Economics and Statistical Unit in developing and implementing software applications to be deployed in analyzing "big data" for econometric forecasting of IRSG publications.

(B) SUMMARY OF KEY FUNCTIONS/ACCOUNTABILITIES:

Within the limits of delegated authority, the software development and information technology manager is responsible for the following duties:

§ Day-to-day monitoring, technical support, and planning of all aspects of the IT network infrastructure (LAN/WAN/wireless network).

§ planning, implementing, managing, monitoring, and upgrading the overall IT efficiency of the secretariat and the cyber security measures for the protection and efficient operation of IRSG data, systems, and networks.

§ ensuring that the IRSG data and infrastructure are protected by enabling the appropriate security controls and responding to all system and/or network security breaches, including mitigating any damages.

§ Testing and identifying network and system vulnerabilities as well as the aptitude to demonstrate great awareness of cybersecurity trends, including relevant legislation and regulations, hacking techniques, and best practices on responding to and mitigating any damage caused by cyberattacks.

§ Contributing to and developing cybersecurity strategies that are in line with best practices and providing necessary training and awareness-building activities for IRSG secretariat staff as well as any relevant stakeholders will make IRSG more secure and less likely to fall victim to a cybersecurity event such as a breach or intrusion.

§ establishing, managing, and administering ICT security policy and procedures to ensure preventive and recovery strategies are in place and minimize the risk of internal and external security threats.

§ Developing, implementing, and coordinating system policies and procedures as needed

§ Planning the IRSG budget and spending plan, selecting and purchasing new and replacement hardware and software, when necessary, and maintaining inventory records of all IRSG

(E) EDUCATION AND PROFESSIONAL EXPERIENCE

An advanced university degree (Minimum of Bachelor's degree and preferably a Master's degree) in computer science, information systems, information technology (with a specialization in software engineering) or a related field is mandatory. Security certifications such as CISSP, CCSP, SANS, GIAC, CEH, etc. will be an added advantage.

A minimum of one to three years of progressively responsible experience in planning, development, implementation, and maintenance of complex computer information technology systems or related areas is required.

Experience in the administration of IT infrastructure, including network servers, web servers, virtual private networks, firewalls, and wireless services, is required, as is the ability to create accurate network diagrams and documentation for the design and planning of network communication systems. Strong competence in developing and implementing software applications to be deployed in analyzing "big data" for econometric forecasting is mandatory.

Job Description

The Data Center Facilities Manager plays a critical role in ensuring the smooth and reliable operation of our data centre infrastructure. You will be responsible for overseeing all aspects of the facility's operation, including power, cooling, fire protection, security, and environmental controls. Other responsibilities include managing data center floor space and security. You will also lead a team of outsourced technicians and contractors, to manage projects, and ensure compliance with all relevant regulations.

Key objectives are to:

•Maximize uptime: Ensure the data centre infrastructure meets the required availability levels and minimizes downtime, preventing outages, service and data loss.

•Maintain system redundancy: Implement and manage redundant systems for critical infrastructure to ensure smooth operation even during maintenance or unexpected events. Ensure maintenance regime is adhered to and any arising gaps remediated in a timely manner.

Responsibilities:

Lead and manage:

•A team of outsourced data centre technicians and contractors, providing guidance, training, and performance feedback.

•Projects related to the maintenance, upgrade, and expansion / optimization of the data centre infrastructure.

•Hosting sites are run as per SLA and within limits of key data centre operating parameters for power cooling and environmental settings

• Executes regular reviews with LSPs on service quality.
• Creating & maintaining a centralized knowledge database in the forms of SOP or SWI
• Maintains daily overview of exception reports and follow up on shipment/issue updates with individual Freight Coordinators
• Keeps LSPs and 4PL informed of shipment exceptions or any special shipment handling requirements
• Collaborates daily within DFS Logistics community, as well as with various stakeholders on operational matters, such as Warehouse, Shipping & Planning Teams
• Oversees DFS open claims with LSPs and 4PL; Ensure claims are addressed in a timely fashion by LSPs or 4PL (whichever is applicable)
• Partners with 4PL to maintain and deliver reports necessary to protect the robustness of the supply chain, such as: Claim Report, ISF Report, Freight timeliness, Any other applicable reports where necessary
• Undertakes any other tasks or projects as may reasonably be expected within the role of Freight Manager

Develop and lead the Freight team

• Recruit, build and develop a high performing & effective Freight operations
• Provide development opportunities and guidance where necessary
• Conduct annual appraisal meetings, set individual/collective objectives, providing coaching & feedbacks
• Provide day-to-day direction concerning work assignments, overtime requirements and priorities.

Key Requirements

• Bachelor's Degree in Logistics or Supply Chain Management preferred
• Bachelor's Degree in a relevant academic area such as Engineering, Accounting, etc. may be substituted
• 3 to 5 years of experience in Freight operations with at least 1 year in a managerial position. Preferably with Freight Forwarding companies experienced with commercial freight
• Fluency in English
• In-depth knowledge of transportation procurement, industry regulations, and market dynamics.
• Proficient in MS computer applications (Excel, Word, Powerpoint) is a must

The Legal Manager will be based in Singapore and responsible for providing legal support for a variety of issues in customer contract negotiations, researching and enabling the launch of new products and services as well as regulatory and trade compliance support. The incumbent will be reporting to the Legal Director, Asia Pacific. He/she is expected to take on a broad and interesting range of legal matters and thus, a strong foundation in either a local or international law firm will be looked upon favorably.

Roles & Responsibilities:

• Reviewing and providing legal support for customer contracts throughout the Asia Pacific region
• Resolving disputes arising from customer contracts
• Advising on international trade and regulatory compliance matters
• Conducting legal research to enable the launch of new products and services
• Drafting and review legal commercial contracts and document
• Supervising outside law firms used by UPS
• Supervising junior Legal Department staff

Job Requirements:

• Possess a recognized Law Degree i.e. LLM or JD
• Minimum 4 years of relevant legal experience in law firm and/or in corporate legal department
• Candidates who possess relevant experience without Asia Pacific exposure will be considered as well.
• Possess advanced drafting skills in corporate and/or litigation matters.
• Ability to manage projects independently within minimal supervision in matrix company organization.

Job Summary

You will deliver account servicing and project management relating to the commerciality of a store layout which includes full architectural drawing packages to vertical circulation between floors, customer service in store and facade design.

A Day in the Life:

• Responsible for account servicing and ensure that the project deliverables are achieved in accordance to contracts
• Ensure smooth take-over and handover of sites
• Formulate project plans that effectively allocate the resources required by the projects
• Lead, monitor and implement the projects with the assurance that timelines, workmanship, safety and technical aspects are met in accordance to requirements
• Manage all project risks and issues
• Submit relevant documents to Landlord, building management and/or relevant authority in a timely manner
• Prepare project budget and billing
• Ensure all works meet quality standards and government regulations
• Assess the performance of the contractors and verify their claims for variations and payments
• Ensure that the expenditure of the projects are kept within budgeted costs and targeted margin
• Attend meetings and liaise with consultants, sub-contractors and any other parties involved in the project
• Inspect off-site fabrication and on-site installation
• Ensure that all the defects have been rectified before the arrangement for pre-site inspection
• Perform any other ad hoc duties

What We Are Looking For:

• Diploma/Degree in Architecture, Interior Design, Building Management, Quantity Survey or related field of study
• Minimum 3-5 years of project management experience in retail and corporate office interiors
• Project management experience across a range of disciplines, contract and procurement
• Preferably with knowledge in furniture industry
• Strong leadership, organisation and planning skills
• Excellent interpersonal and communication skills
• Exceptional level of attention to detail and accuracy
