JOB DESCRIPTION

• Provide administrative support to the HR department, including answering phones, responding to emails, and managing correspondence
• Maintain and update employee records, ensuring accuracy and confidentiality
• Assist with the recruitment process, including posting job advertisements, screening resumes, and scheduling interviews
• Conduct initial phone screenings and coordinate interview schedules with candidates and hiring managers
• Coordinate the onboarding process for new hires, including preparing new hire packets and conducting orientation sessions
• Ensure new employees complete all required paperwork and understand company policies and procedures
• Support HR initiatives and programs, such as employee engagement activities and training sessions
• Assist with special HR projects and initiatives, such as employee surveys and performance reviews
• Prepare HR reports and presentations as required

Overview

The role will be part of the HR & Admin Department and is responsible for the full spectrum of Human Resource functions.

Responsibilities

· Reporting to HR Manager

· Support full spectrum of HR function (such as payroll, employee engagement/relations, compensation & benefits, learning & development)

· Responsible for employee lifecycle from on to off-boarding

· Be the subject matter expert for local employment legislation and provide advisory support for the business

· Manage statutory related matters such as pass application and government claims/grants

· Handled employee engagement/relations queries

· Maintain proper HR records including but not limited to benefits management and on & off-boarding

· Support in HR and organisational initiatives and activities

· Contribute in process improvement

Support HR and Admin Manager in overseeing the full spectrum of human resource and office administration functions, including the following:

• support all departments in manpower planning, ensuring timely and effective recruitment.
• manage the organization’s compensation and benefits programme, including salary benchmarking, payroll processing as well as benefits and claims administration.
• work with all departments to develop and implement training programmes responsive to the needs of the organization.
• oversee the performance management process, including goal setting, performance evaluations, and career development planning.
• address employee relations matters, including grievances, disciplinary actions, and conflict resolution.
• foster a positive work culture through employee engagement initiatives.
• oversee HR administrative tasks such as documentation and record-keeping, HRMS management, and maintaining the accuracy and confidentiality of employee data.
• keeping abreast and ensuring compliance with all prevailing governmental rules and regulations including but not limited to the Work Injury Compensation Act (WICA) policies and procedures, Ministry of Manpower (MOM) labour laws, and Inland Revenue Authority of Singapore (IRAS) tax regulations.
• manage industrial relations professionally and competently, including liaising with employee trade unions and MOM.
• lead and manage the organization’s procurement function including supporting tender preparation and ensuring compliance with procurement policies and procedures.
• manage all office services, including housekeeping, transportation, telecommunication and utilities; and
• develop full manpower cost budgets in accordance with the requirements of strategic and annual planning cycles.
• Actively participates in various committee meetings and initiatives.
• Serves as the primary liaison for internal and external auditors during ISO audits within the HR department, ensuring all related documentation is accurately maintained and updated.
