The Department and position

The department is responsible for development and maintenance of Capital Market applications used by worldwide users.

The DATA and Regulatory Reporting section within Capital Markets IT division is responsible for the delivery and monitoring of various Pre & Post Trade transactional reporting covering various regulations - MIFID, SFTR, EMIR, APAC regulatory bodies. The team is in charge of internal transactional exchanges to regulatory authorities, as well as quality control and remediation frameworks for regulatory data reported to external regulators in support of our business activities.

Main responsibilities

General Overview

This position is part of the Technical and Project Development Group providing contract administrative services to Technical and Project Development group. He/ She shall support the Contracts Manager in ensuring that contract management process (pre and post contract award) is cost effective and efficient and meets project schedule and the established KPIs; and complies with Standard Operating Procedures.

Duties and Responsibilities

The incumbent shall work with internal stakeholders and the reporting manager undertaking the following activities for Pre and Post contract administration relating to the engineering, procurement, construction and installation (EPC contracts) and consultancy services contracts:

1. Strategic sourcing and prequalification of potential tenderers
2. Preparation and issuance of Request for Tender / Quotation (RFT/RFQ).
3. Managing tender process including tender clarification and evaluation, drafting evaluation report with recommendation to seek internal approval
4. Drafting contract and supporting negotiation & finalising contracts.
5. Post-award contracts administration including payment verification and identification of non-compliance with the contract requirement.
6. Management of change orders including evaluation and drafting report with recommendation
7. Warranty claims during defect correction period.
8. Drafting letters as and when needed relating to contractual issues

Work Experience Requirements

• At least 10 years’ working experience in tender and contract administration in Oil & Gas, Construction, Marine or equivalent
• The candidate should possess the following attributes:
• Experience in EPC contract administration (pre and post contract award) is an advantage
• Sound knowledge of contract terms and conditions.
• This position is a 2 Years Contract role with possibility of extension.

Education Requirements

• Degree in Engineering, Construction Management, Quantity Surveying, Business, Law or equivalent.

4. Establish data contributor and data consumer onboarding processes with compliance to data governance policy, conduct onboarding with thorough quality assurance controls
5. Plan and Prioritise onboarding requests, track and report contributor& consumer onboarding status
6. Ensure data availability to data consumers, and provide timely communications in cases of disruptions
7. Respond to enquiries on data qualityand inform the relevant data contributor promptly
8. Receive and apply correctionsprovided by data contributors
9. Identify and establish measures on on-going basis to proactively detect data quality issues and follow up with the respective data contributors for timely data corrections, as well as implementation of preventive measures
10. Provide regular reporting of data quality issues to internal andexternal stakeholders, data owner, and trackall data quality issues till closure
11. Ensure compliance to both internal and external SLAs
12. Manage team’s support schedule to ensure full coverage of data operation services, as well as coaching team members to deliver consistent support service quality
13. Provide strong leadership for matters relating to operations support, processes, and guidelines to achieve service excellence
14. Advise improvements and assist in the development of measurable information and SOP / knowledge base / dashboards to assure continued effectiveness of system operations

Specific Requirement/Skillsets

• Degree in Computer Science, Information Technology,Management of Information Systems, or related discipline
• Minimum 8 years hands on experience in large scale IT applicationoperations, preferably in the area of data operation
• Excellent analytical skills with attention to detail
• Possesses good verbal and written communication across all levels of personnel with proven ability to translate complex, technical subjects into clear and concise communications to a variety of key stakeholders Pro-active, independent, and able to react quickly and resolve issuespromptly
• Experience in Healthcare domain is anadded advantage
