• Supervise on-site contractors/additional supplier’s C&I technician(s) as well as C&I vendors to perform site works, review their work procedures and instructions to ensure compliance to achieve highest quality of work in a safe manner

Job Requirements

Job Description

The EOS/ASE Geodesy Group at NTU is searching for a Research Engineer II to work under the supervision of Prof Emma Hill on the role of tectonics in modifying regional relative sea level (RSL). The successful candidate will analyse geodetic data and conduct numerical modelling to estimate RSL related to past and future earthquakes and other processes of land-height change in Southeast Asia.

Further to this, they will work on projects aimed at effective communication of these results to policymakers and other stakeholders. They will investigate best practices for communicating probabilistic estimates of potential future impacts of earthquakes on RSL. The successful candidate will have a Bachelors’ degree in Earth Science, natural hazards, remote sensing, geodesy, computer science, data science, or a related subject. Most importantly they will have enthusiasm to engage in the research work of our group, and a passion for making Southeast Asia a safer and more sustainable place for all communities in the region.

• Analyze and interpret geodetic and remote sensing data from regional observing networks and satellites to further our understanding of land-height change in Southeast Asia.

j) Project management and governance, ensuring performance and fulfilment of contractual obligations by the Authority’s appointed contractor managing the collection system.

k) Provide maintenance and technical operations support for the Authority’s systems which include:

i. Perform continuous review and recommend improvement to the project, system managed by the Authority’s appointed contractors or business processes of the Authority’s systems.

ii. Manage, review and ensure compliance by the Authority’s appointed contractors on the Authority’s policies, security advisories, vulnerabilities, circulars, Government Instructions Manual requirements, polls, etc. issued and applicable for the Authority’s systems;

iii. Review and validating test cases and results for enhancements to ensure that requirements are met; and

iv. Develop and maintain documentations related to the works performed.

l) Reviewing impact analysis of all system modifications or new requirements on the functionality, performance, and security of the systems, which includes:

i. Collaborate with business stakeholders and work closely with external parties, ICT providers or government agencies for systems operational and maintenance works and new initiatives/enhancements;

ii. Involved in the review and tracking the activities of the Service Request life cycle; and

iii. Review of contractor’s man-efforts and solutioning.

m) Work closely with external parties, ICT providers or government agencies for the operational and maintenance works and new initiatives/enhancements of the Authority’s systems;

n) Performing hands-on development as part of exploration of new technologies/products and automation of existing processes;

o) Participate and support in incident, troubleshooting, testing and verification of reported issues, incidents and to follow up with the Authority’s appointed contractors, stakeholders and business users to ensure timely escalation where required and completion and closure of the issues or incident; and

p) Ensure that the deliveries of the project by the Authority’s appointed contractors are compliant with relevant policies and guidelines and to identify and close any compliance gaps.

2. The Three (3) Onshore IT System/Business Analysts proposed by the Contractor shall have at least 3 years of IT experience and the following qualifications and experiences:

a) Bachelor’s degree in Computer Science, Information/ Infocom Technology, or related discipline would be preferred;

b) Strong knowledge in application support and maintenance and possesses hands-on’ knowledge and experience in end-to-end Software Development Life Cycle;

c) Experience in IT project implementation, specifically on user requirements gathering, IT business analysis, applic1ation solutioning, UI/UX design and using automated testing software such as Tricentis TOSCA would be an added advantage;

d) Experience in the following would be advantageous:

i. Cloud platform and technology;

ii. Application development using Power builder, Java, Delphi or ASP.Net; and

iii. Government projects.

e) Experience with stakeholder management;

f) Have a positive attitude and good interpersonal skills, able to work and communicate effectively with stakeholders to ensure business needs are met; and

g) Experience in working under minimal supervision and to demonstrate ability to ensure tasks are well completed and project is on schedule.

a) Provide cybersecurity support in system operations to ensure the compliance with Government policies, which include review, design and implementing security measure, process, controls for the Authority’s systems;

b) Review security audit reports and assessment conducted by auditors for security testing such as Vulnerability assessment, penetration testing, host configurations, IT general controls, risk assessments, etc;

c) Conduct reviews, gap analysis and provide recommendations on monthly reports and reviews, ensuring the compliance of the system processes to the Authority and Government policies;

d) Monitor and follow up with known vulnerabilities and risks in the Authority’s environment and systems;

e) Conduct cybersecurity assessments to identify vulnerabilities and risks in the

Authority’s systems and processes;

f) Design and follow through the implement of cybersecurity solutions in the Authority’s environment to protect against threats and attacks;

g) Review and verify that security policies, procedures, and best practices are implemented and comply with standards and guidelines by the Authority’s appointed contractors and systems;

h) Provide guidance and recommendations on cybersecurity strategies and technologies;

i) Conduct security awareness trainings to the Authority and the Authority’s appointed contractors when necessary to promote a culture of security;

j) Monitor and respond to security incidents and breaches, conducting forensic analysis on a need-be basis; and

k) Stay current on emerging cybersecurity threats, trends, and technologies.

21. The One (1) Onshore Cybersecurity Consultant proposed by the Contractor shall have at least 3 years of experience as a Cybersecurity Consultant or equivalent position and the following skill sets:

a) Bachelor’s degree in computer science, Electrical/ Computer Engineer, Information Technology or related discipline would be preferred;

b) Good capabilities in ICT governance, security/ risk/ data management frameworks;

c) Good knowledge in ICT infrastructure, applications and web/ cloud services;

d) Qualified and certified ICT professionals such as CREST, CRISC, CGEIT and CISSP; and
