Primary Objectives of Position

• To lead and manage the safety, security and emergency planning programmes of the rail business area in ensuring that the operational standards of safety and reliability are maintained

Major Responsibilities

• To lead the safety, security and emergency planning section, accountable for the administration of security standards, codes of practice, emergency planning and business continuity related programmes.
• To lead the development of new and existing general procedure relating to safety, security and emergency planning
• To lead the development of education and awareness programmes for safety, security and emergency planning.
• To support in the pre-audit activities for LTA audits.
• To support Head of Rail Risk to ensure effective management of the rail business operating risks and the Enterprise Risk Management risk register.
• Oversee the planning and operation of security system and infrastructure for rail depots and stations, in compliance with LTA CP6 and requirements of the relevant authorities.
• Responsible for planning and co-ordination of emergency drills and exercises involving Rail Business.
• Responsible for the formulation, planning and implementation of procedures and tasks for emergency planning to ensure compliance of LTA CP7 and business continuity in Rail Business.
• Collaborate with internal and external agencies to security awareness for the business area
• Collaborate with internal and external agencies to drive emergency planning initiatives and plans
• Any duty assigned by the Head of Department

Specific Safety Responsibilities

• Perform work safely according to Operating Rules and Procedures.
• Perform Monthly Executive Safety Observation Checks

Job Specifications

Minimum Education / Qualifications

• Degree/Diploma in any discipline.

Minimum Years of Relevant Experience

• Minimum 8 years of work experience relevant to safety and security management or railway operations.

Knowledge/Skills

• Acceptable interpersonal skills e.g. negotiation, communication.
• Acceptable procedure, instruction or report writing skills

Consultant/Audit Senior

Primary Responsibilities:

• Assist/conduct assigned Audit projects and/or Implementation consulting projects (e.g. GITC Audits, ISO 27001, ISO 22301 etc.)
• Liaise with client to schedule implementation consulting and/or audit on-site visits
• Perform policy and SOP review and editing;
• Perform controls review and documentation update;
• Draft audit findings and complete audit reporting;
• Support in administrative tasks such as timeline monitoring or other ad hoc tasks (e.g. audit plan drafting, proposal edits, preparing training materials etc.) relevant to ongoing or potential projects.

Secondary Responsibilities:

• Support in business development brainstorming and research (e.g. RPA projects or other business opportunities)
• Any other tasks assigned by Supervisor
