Role Overview:
We are seeking a Deputy Department Manager - Construction Division to join our client’s team. This role involves providing critical support to the Construction Manager, coordinating engineering and construction teams, and ensuring the efficient execution of projects. The position covers both administrative and project-specific responsibilities, with a focus on planning, cost control, safety compliance, and overall project performance.
Primary Role Description:
This full-time position entails serving as an Assistant Manager in the Construction Division. The role requires close collaboration with the Construction Manager, Engineering Manager, and various engineering teams to enhance the construction department's capabilities. Responsibilities include active involvement in administrative functions, such as workforce hiring, promotions, performance evaluations, overseas assignments, and organizational adjustments. Additionally, the role encompasses critical project-related tasks such as preparing construction plans, estimating costs, drafting proposals, and allocating manpower during the bidding and tendering stages.
Secondary Role Description:
This role is accountable for supervising all aspects of construction, including adherence to schedules, performance standards, and operational procedures. The Assistant Manager will provide strategic recommendations to Project Managers to drive improvements and implement corrective measures during the execution phase. The position also includes oversight of material, tool, and equipment delivery and usage, ensuring construction quality, workforce efficiency, and safety compliance. Furthermore, the Assistant Manager will be responsible for overseeing Health, Safety, Security, and Environmental (HSSE) management across all sites, ensuring compliance with client and regulatory standards.
Job Scope:
- Develop and manage construction schedules and strategies.
- Prepare accurate cost estimations for construction activities.
- Assist in drafting proposals and tender submissions.
- Plan, allocate, and oversee manpower for project needs.
- Address and resolve construction challenges to maintain project timelines.
- Demonstrate a proactive safety approach, including risk assessments and permit-to-work preparations.
- Communicate effectively with on-site teams and subcontractors.
- Create comprehensive construction execution policies and plans.
- Monitor progress, evaluate performance, and ensure work aligns with the schedule.
- Approve changes in project specifications and operational procedures.
- Draft reports and facilitate project handovers, including closure documentation
Requirement:
- Bachelor’s degree in Mechanical Engineering, Construction Management, or a related field.
- Minimum of 15 years of experience in construction management within oil & gas, petrochemical, or industrial plants.
- Proven ability to manage construction operations in live plants or refineries.
- Expertise in construction planning, cost control, and execution phases of EPC projects.
- Strong leadership skills with the ability to manage diverse, multinational teams.
- Knowledge of MS Office and AutoCAD.
- Excellent decision-making, communication, and interpersonal skills.
- A results-oriented approach with a proactive mindset
