Key Job Accountabilities:

· Liaison with customer reps on documentation procedures including certification and maintenance release.

Required Experience and Qualifications:

• Hold an Aircraft Maintenance Engineer’s License (AMEL) issued by the civil Aviation Authority of Singapore (CAAS) or a foreign equivalent license recognized by CAAS or an FAA A&P certificate or professional licenses relating to aviation.
• Minimum five years working experience in aviation industry.
• Shall possess Diploma in engineering or equivalent.
• Conversant with Airworthiness requirements and / or Quality Management System (AS9110).

Duties and Responsibilities:

Customer Support

· Be actively involved in the customer support plan for Group and partners OEMs in the Asia Pacific region

Purpose of the job

The Regional Operations Manager:

1. Must ensure Operational integrity for his/her stations in the region by strictly complying with safety and security regulations, following procedures and regulations established in the operational and safety manuals in force.
2. Manages quality standards in the stations in order to ensure customer satisfaction, controls cost at lowest possible level and optimize aircraft (and if applicable: truck) capacity, contributing to customer satisfaction and maximization of load factor.
3. Is the representative of Operations in the Management Team of the market. He/she is responsible for maintaining constant communication, either directly or via Local Operations staff, with Sales and Distribution, Customer Service, Local Authorities and suppliers.
4. Is part of the roster planning and performs tasks related to flight operations for all stations in the region on a regular basis. In this capacity, he/she will be required to maintain close communication with both internal stakeholders (e.g. Sales, Customer Service) as well as with external stakeholders (e.g. GHA, authorities, suppliers).
5. Is responsible for managing his/her team including all HR related aspects.

Key Responsibilities

Management/Administration

• Structure and manage an adequate operations supervisory team for cargo Handling supervision and/or executing all or partial cargo operations activities of the Carrier(s) (Documentation, warehouse). Guarantee that own staff and/or handling companies’ staff are trained according regulations standards of the carrier.

Safety Management System (SMS)

• Report unsafe situation and actively mitigate risks.
• Compliance: execution and steer towards improvement with local Operations, Ground Handling company (GHA), local authorities and industries related organizations.
• Implement and maintain “5-Must-haves” principles.
• Perform and follow up on performance reviews with GHA and action items coming from audits, inspections and other relevant platforms.
• Maintain current on all relevant training in order to keep up-to-date and have a high level of standard.
• Read and understand content of all operations manual and keep up-to-date with all published changes.
• Monitoring and follow-up on inbound and outbound non-compliance issues for improvement and preventive measures with origin and Hub.

Supplier Management

• Manage and continuously improve operational quality via operating mechanisms and quality measurement systems in close cooperation with Market Manager and AOD’s.
• Make report events, SMS performance and action implementation during internal review and external meeting with supplier.

Elements of the above are:

• Monitor Supplier, staff and equipment to achieve all quality targets and to execute all working procedures required on a per-shipment and flight level.
• Take local actions to correct any deviations or discrepancies and report to AODs and Market Manager.
• Guarantee all tracking/tracing (local) monitoring requests are actioned and ensure accurate and timely response.
• Perform regular review meeting with suppliers for analyzing and taking actions against deviations and discrepancies.

Cargo Handling

• Export and Transit: Guarantee build-up plan instructions for all flights related to his station(s) / his market, based on the final booking list, which will comply with all legal and procedural regulations.

Elements of the above are:

• Loading instructions for special loads like heavy and big shipments.
• Ensuring clear loading and buildup instructions.
• Ensure check on export manifest and manage disruptions (i.e. offloads) when needed.
• Control and enforce adherence to the AFLS processes i.e. Queue treatment & creation; flight planning; reassigment of shipments when applicable.

Import:

• Organize arrival manifest’s review for irregularities prior to flight arrival, problems’ anticipation and instruction of third party on necessary actions to alleviate or minimize consequences.
• Organize future flights’ preview for potential conflicts, especially for cargo planned from another station.

Flight planning:

• Ensure Flightplan creation
• Coordinate and optimize flight capacity vs. cargo demand.
• Organize and control last minute changes to optimize flight capacity.

Trucking:

• Organize and steer local trucking operations in case applicable.

Communication

• Messages with regard to individual shipments, flights and other events must be sent correctly, on time and according to pre-defined procedures to relevant and specified parties.

ULD and Stock Control

• Guarentee available equipment and consumables used for handling.

• Guarantee equipment is monitored by third-party staff, recognize training needs and organize locally
• Ensure ULD stock information is communicated timely and correctly

Role Specifics

South East Asia

Within this role the Regional OPS Manager will be responsible for the Operational Compliance and Quality of all stations within this market. This is done either via delegated responsibilities to Operations Managers in the stations where the Regional OPS Manager is not located. On the station where the Regional OPS Manager is located (SIN) the direct day to day responsibility of the compliance and quality is under the responsibility of the Regional OPS Manager.

Purpose of the Job

1. Must ensure operational integrity for flights by strictly complying with safety and security regulations, following procedures and regulations established in the operational and safety manuals in force.

2. Is the representative of the operations team for South East Asia in the station in which he/she is located while also performing tasks related to flight operations from other stations in South East Asia on a roster basis. In this capacity, he/she will be required to maintain close communication with both internal stakeholders (e.g. Sales, Customer Service) as well as with external stakeholders (e.g. GHA, authorities, suppliers).

Key Responsibilities

1. Management/administration

· Structure and manage an adequate process to supervise the handling process by third parties and/or executing cargo operations activities if needed. Guarantee that all staff of third parties involved in handling of flights, is trained according regulations standards.

Elements are:

· Support and develop the local handling team through training and evaluation

· Engineering of Local Operations Procedures

2. Compliance: Safety, Security and Customs

· SMS:

- Report unsafe situations and actively mitigate risks,

- Ensure to monitor SMS indicators, analyze events and define action plans.

- Monitor SMS performance and action during internal review and external meetings with third party handling company.

- Monitor staff / GHA and equipment to achieve all quality targets and to execute all working procedures required on a per-shipment and flight level.

- Take actions to correct any deviations or discrepancies and report to AODs and Market Managers.

- Guarantee all tracking/tracing (local) monitoring requests are actioned and ensure accurate and timely response by third-party handling company.

- Perform regular review meetings with suppliers (a.o. GHA, trucking companies) regular review meetings for analyzing and taking actions against deviations and discrepancies including CiQ quality reporting system.

· Compliance: execution and steer towards improvement with local Operations, GHA, local authorities, and industries related organizations,

· Implement and maintain 5 Must haves principles,

· Perform and follow up on performance reviews with GHA and action items coming from audits, inspection and other relevant platforms,

· Maintain current on all relevant training in order to keep up-to-date and have a high level of standard,

· Read and understand content of all operations manual and keep up-to-date with all published changes,

· Monitoring and follow-up on inbound and outbound non-compliance issues for improvement and preventive measures with origin and Hub.

3. Supplier Management

· Manage and continuously improve operational quality via operating mechanisms and quality measurement systems in close cooperation with Regional Operations Manager, Director SE Asia and AOD’s.

· Make report events, SMS performance and action implementation during internal review and external meeting with supplier.

· Support the supplier in the implementation the AF/KL operations projects.

· Elements of the above are:

- Monitor Supplier, staff and equipment to achieve all quality targets and to execute all working procedures required on a per-shipment and flight level.

- Take local actions to correct any deviations or discrepancies and report to Regional Operations Manager, AODs and Market Manager.

- Guarantee all tracking/tracing (local) monitoring requests are actioned and ensure accurate and timely response.

- Perform regular review meeting with suppliers for analyzing and taking actions against deviations and discrepancies.

4. Cargo Handling

· Export and Transit: while on roster, guarantee build-up plan instructions for South East Asia flights (or trucks) based on the final booking list, which will comply with all legal and procedural regulations. Elements are:

- Loading instructions for special loads like heavy and big shipments.

- Ensuring clear loading and buildup instructions.

- Ensure check on export manifest and manage disruptions (i.e. offloads) when needed.

- Control and enforce adherence to the AFLS processes i.e. Queue treatment & creation; flight planning; reassignment of shipments when applicable.

- Organize and steer local trucking operations in case applicable.

· Import:

- Organize arrival manifest’s review for irregularities prior to flight arrival, problems’ anticipation and instruction of third party on necessary actions to alleviate or minimize consequences.

- Organize future flights’ preview for potential conflicts, especially for cargo planned from another station.

· Communication

- Messages with regard to individual shipments, flights and other events must be sent correctly, on time and according to pre-defined procedures to relevant and specified parties.

5. ULD and stock control

· Guarantee available equipment and consumables used for handling.

Elements are:

· Guarantee equipment is monitored by third-party staff, recognize training needs and organize locally

· Ensure ULD stock information is communicated timely and correctly

Job Purpose:

• Assist in the hardcopy compilation of company/ Labour Supply Annual Leave form, MC, petty cash, medical claim for Manager’ approval and submit to Human Resource.
• Raise allowances and transfer forms and submit to Ops Manager for approval before routing to Human Resource.
• Submit internal and external monthly headcount and manhour reports.
• Assist Ops Manager on any other ad-hoc duties

Job Requirements:

• Minimum NITEC/Diploma with at least 3 year experience in the relevant field.
• Experience in Time Sheet/Staff attendance is required
• Highly independent and meticulous.
• Possess good interpersonal and communication skills
