Jacobs Singapore would like to welcome a Resident Technical Officer (RTO) to join our exciting Sewerage upgrading projects across Singapore. Jacobs role is The Client's Representative for contract supervision works. Main duties:

• Based on site, working alongside the Project Manager and Engineers managing stakeholders at the project
• Carry outstanding supervision of the works in progress on-site
• Supervising and verifying contractors’ CCTV video and inspection reports
• Systematically manage and update daily data on all records about the programme

To be a successful candidate, you shall possess:

• Minimum Diploma in Civil or Environmental Engineering
• RTO accreditation by the Joint Accreditation Committee (JAC) or the Institution of Engineers Singapore (IES)
• Minimum 3 years of relevant experience in site supervision; working experience in sewerage projects will be an added advantage
• Willingness to obtain Certificate of WSQ Supervise Work in Confined Spaced Operation (previously known as Safety Instruction Course for Supervisors – Manhole (SIC)). The company will provide a training

Job description

1. Develop, implement and enhance WSH/EHS programmes.
2. Attend Committee meetings and facilitate as recording secretary and put up safety reports, including safety indices.
3. Prepare and conduct routine inspections at the various premises at client site in compliance to WSH/EHS related acts.
4. Plan, co-ordinate and oversee activities related to fire-safety, emergency response, first-aid and business continuity
5. Investigate, analyse, report and suggest appropriate prevention measures in the event of incidents/accidents occurred on site
6. Prepare and implement WSH/EHS risk assessment / management and safe work procedures in accordance with MOM regulations and code of practice.
7. Conduct investigations of WSH infringements and workplace accidents, and recommend remedial actions.
8. Conduct safety-related training and briefing for client, sub-contractors and staff.
9. Conduct WSH induction to client, sub-contractors and staff.
10. Audit equipment, machineries and assets regularly to ensure that they are in good working condition and equipped with safety protection.
11. Assess and analyze potential risks and make recommendations when new/second-hand equipment and machineries are purchased for use.
12. Ensure that risk assessments for all work activities are conducted and briefed and to propose recommendation and review them when necessary.
13. Liaise with MOM on all WSH issues.
14. Advising the Site Manager on WSH matters.
15. Work with the client’s Project Office to develop, implement and maintain the WSH/EHS Management System.

Requirements

• At least 3 years of relevant experience
• Diploma/Degree in any engineering discipline/building/Safety & Health/Environment
• Registered WSH Officer with MOM

Job scope

To provide support to CPO’s domains in the following tasks:

· Process tenders i.e. prepare tender documents and manage the tendering process using electronic procurement system and monitor progress of procurement activities.

· Process approval papers.

· Process contract documents.

· Process contract variation requests and exercise of options.

· Follow up on post contract management activities (e.g. collection of PB/BG, creation of contracted payment lines in system)

· Assist CPO staff who require support on such post contract management activities, when necessary.

· Work with the Project Management Team/Users to assist in developing the procurement strategies/approaches, seeking inputs/ clarifications for tenders (including support for tender preparation, tender evaluation, approval and contracting), and the processing of CVRs and NEOs.

· Any other tasks assigned by supervisor.

Requirements

The job holder should have:

· At least 5 years relevant working experience.

· Experience in procurement

· Experience in post contract management.

· Experience in procurement systems (ILMS and PRIMS)

Responsibilities

• Handle all communications related to shared spaces and facilities on behalf of the Town Council.
• Keep organized and up-to-date records, including correspondence, documents, blueprints, and materials relevant to Town Council activities.
• Oversee the database of property owners' and renters' contact details.
• Consult and organize the procurement of necessary insurance policies like fire, public liability, workers' compensation, comprehensive coverage, and others as required by the Town Council.
• Promptly notify the Town Council about any legal notices or communications from government bodies or individuals, providing copies when needed.
• Supervise and approve the usage of communal areas, including recreational amenities, representing the Town Council's interests.
• Issue warnings to residents or users of the Town to address or correct violations of the Town Council's regulations.
• Facilitate requests with government agencies, local authorities, or other relevant bodies as needed.
• Support the Property Manager and Officers in managing and tracking maintenance routines, improvements, waste collection schedules, resource allocation, and incident reports on a daily, weekly, and monthly basis
• Process and review permits, exemptions, and appeals requests.

Working hours : Mon to Fri 8.30am to 5.30pm, Alternate Sat 8.30am to 12pm (5.25 days work week)

Requirements:

· Min GCE O Level in any field with 1 year of administrative support experience

· Has an eye for detail and possess a dynamic, committed attitude with strong sense of initiative.

· Preferably 6 months of call centre experience ( to assist call center side when required)

· Knowledge of Microsoft Office.
