MINDS has been caring for Persons with Intellectual Disabilities (PWIDs) and their families since 1962.

MINDS is today one of the largest charities in Singapore employing more than 850 staff. RESPONSIBILITIES
Senior Manager, Plans & Development is responsible for the sensing making of MINDS' strategic and operational environment. S/He plans, implements and reviews MINDS' medium to long term plans & initiatives. S/He is also conscientious in ascertaining and assessing relevant strategic and operational matters that might impact MINDS' business model, modus operandi and strategies, Mission and Vision.
S/He is required to conduct strategic reviews/analysis, study into areas of organisation development, and think tank pieces that will help to reframe and transform the organisation for the future.
S/He may work in various settings within MINDS that pertain directly or indirectly to the organisation's strategic and management planning processes. These could range from Workplan Seminars, Workplan Retreats, Board Meetings, Partnership Engagements, Focus Group Discussions and Senior Management Meetings.
S/He should be proactive, forward looking, conversant in systems thinking and sensitive to the strategic needs of the organisation. S/He should possess strong inter-personal communication and problem-solving skills.
Strategic Planning
- To conduct regular horizon scanning on relevant strategic and operational matters• To plan, conduct and manage FGDs (if needed) and other sensing mechanisms to gain insights, opinions and impressions of MINDS effectiveness in executing its mission
- To sense-make from the data points collected to assess the potential implications and impacts on MINDS, which are to be presented to MINDS senior management team on a regular tempo, annually• To identify key issues and potential ‘Black Swans' from the horizon scanning that could impact MINDS' Vision, Mission, Business Model and Strategic Thrusts
- Undertake evidence-based trials, experiments and projects relevant and when deem necessary for strategic planning
- Conduct research study in various areas of the organisation development (e.g. Knowledge Management, Change Management and etc.)
- Conduct strategic reviews/analysis on the effectiveness of policies and programmes for the organisation (e.g. Data collection, ERM and etc.)
- Produce Think Tank Research pieces that reframes and transform the strategic thinking for the organisation (e.g. Inclusive Living for PWIDs, Independent Living for PWIDs, Funding Models from Care to Development)
Strategic Partnership
- Liaise and collaborate with external agencies as appropriate on strategic matters to raise the standard of service delivery to clients and improve the quality of their lives
Organisation Excellence
- Study and Review into the bimonthly MINDS Monitoring Dashboard to be presented to SMM and Board
- Assist in the development and approval of MINDS Monitoring Dashboard using Data Analytics
- Review and Present MINDS Monitoring Dashboard using Data Analytics to SMM and Board
Culture Building & Planning Cycle
- To design, plan and execute MINDS' Annual Workplan Seminar
- To assist in the design, planning, execution and if needed facilitation of MINDS' management retreats
QUALIFICATIONS
- Demonstrated experience and skills in strategic planning; analysing, framing, reframing, systems thinking, wide span of perspective, and grounded in options generation
- A minimum of 5 years' experience in strategic planning, risk management and Occupational Health and Safety, or quality improvement
- A relevant degree qualification and/or postgraduate qualification and/or in a related field of expertise
- High level of written and oral communication skills with the ability to communicate with a range of stakeholders
