Managing the database availability and performance, including incident and problem management.

Role Description

The appointee is responsible for the development and execution of strategic procurement plans to meet the overall school’s business objectives. S/he is also responsible for the management and operations of the Reprographics services for the school.

The role reports to Chief Operating Officer.

Key Responsibilities

• Ensure the effectiveness of the procurement policy and procedures in delivering a well-balanced structure that enhances both operational efficiency (including costs saving) and good corporate governance.
• Key deliverables include:

1. A sound procurement strategy.
2. An effective tender management and evaluation framework to facilitate a sound and informed decision-making process.
3. High stakeholders’ awareness of procurement policy and procedures to ensure full compliance.
4. A wide network of vendors, both locally and overseas to serve the diverse needs of the schools.

• Responsible for audit, legal and statutory compliance. Formulate appropriate levels of internal controls and checks to ensure compliance and mitigation of risks in the conduct of our procurement activities.
• Lead and develop the procurement team to its fullest potential to support the operational requirements and achievement of the strategic plan.
• Responsible for the general administration of the school’s insurance policies. Duties include appointment of insurance broker, annual renewal of insurance policies and processing of insurance claims and maintain records of all insurance matters.
• Be responsible for reporting any concerns about a child to the Designated Safeguarding Lead.

• Oversee Reprographics centre operations, lead and develop the reprographics team to its fullest potential to provide a streamlined, efficient and cost-effective service to support the school’s business objectives and requirements.

Qualifications and Skills

• Degree in Supply Chain Management/Purchasing or equivalent.
• Relevant working experience in a similar capacity.
• Excellent command of written and spoken English.
• Proficient in Microsoft Office Applications & Excel and Web Purchasing System.
• Strong leadership, excellent relationship building and people management skills
• Pleasant disposition with excellent communication and presentation skills with the ability to communicate across all levels.
• Resourceful with excellent negotiation skills.

• Take charge of all HR related works including recruitment (job postings, schedule interviews), new employee orientation, training, attendance, Work Permit, SPass, Employment Pass, staff welfare, etc. update records of new staff/worker, manage work pass applications, renewals & cancellations.
• Maintain up-to-day staff list and handling of employee medical bills.
• Support all internal and external HR related inquiries or requests.
• Maintain digital and electronic records of employees.
• Apply training for staff/worker.
• Assist payroll and resolve any payroll errors.
• Keep up-to-date with the latest HR trends and best practice.
• Process and manage all government grants.
• Administrator for leave application system.
• Prepare all employment-related documents, e.g. employment contact, letter etc.
• Up to date the filling as per company ISO system
• Perform any other ad-hoc duties as requested or assigned.
• Handle worker’s dormitory matters eg: check in & check out etc.

• Point-of-contact (POC) in dept to guide managers on contract lifecycle management workflow and works closely with internal stakeholders to ensure governance requirements (working closely with Group Procurement Services team) are met, where relevant.
• Tracks department non-outsourcing contracts and ensure renewals are done timely
• Guide managers to ensure contracts are lodged timely in the procurement system,where necessary
• Ensure proper contract document management, where necessary
• Participate in relevant system implementation/enhancement UATs where required
• Manage vendor test managed capacity contract billings
• Any other adhoc tasks assigned by the manager

Requirements:

• At least 3-4 years working with procurement-related/contractual matters
• Possesses strong subject matter knowledge on RFx processes, including contract initiations and reviews (knowledge on common contractual clauses and terminologies) to ensure,
• Risks are mitigated and/or managed in timely fashion,
• Contract Owner is not disadvantaged by proposed clauses
• Internal/external regulatory and governance processes are complied with
• Attention to details, and ability to raise issues when required
• Familiar with using MS Excel, MS PowerPoint
• Experience in using any procurement system is preferred
• Familiar with project financials advantageous
• Must be firm and be able to converse with senior managers on concerns or issues in an appropriate manner
• Comfortable working with sensitive data
