We are currently partnering a well regarded MNC Civil Contractor with a strong track record in Asia. They are currently expanding and have new projects in the pipeline and hence seeking a Procurement Manager with strong knowledge across pricing in the region.
Key Responsibilities:
- Develop and implement procurement strategies for civil construction projects that align with the overall project and company objectives.
- Identify, evaluate, and select suppliers based on price, quality, delivery capabilities, and reputation. Establish strong relationships with key suppliers and subcontractors to ensure the timely and cost-effective acquisition of materials and services.
- Negotiate contracts with suppliers, vendors, and subcontractors, ensuring the best value and terms for the company while minimizing risk. Oversee contract management to ensure compliance and resolve disputes if necessary.
- Work closely with the finance and project management teams to manage procurement budgets, track expenditures, and optimize cost-saving opportunities.
- Ensure that all materials, equipment, and services required for construction projects are sourced and delivered according to project specifications and timelines. This may include heavy equipment, raw materials (concrete, steel, etc.), and specialized services.
- Oversee the logistics of transporting materials to project sites, ensuring minimal delays and managing any potential supply chain disruptions.
- Identify potential risks related to procurement (e.g., supply shortages, price volatility) and develop contingency plans to mitigate these risks.
- Ensure procurement activities comply with local, regional, and national regulations, including environmental and safety standards. Adhere to company policies, ethics, and best practices in procurement.
- Lead and mentor the procurement team, ensuring their professional development and that they operate efficiently. Collaborate with project managers, engineers, and other stakeholders to align procurement with project needs.
- Regularly assess the performance of suppliers and vendors, ensuring they meet quality and delivery standards. Develop and maintain a qualified vendor database.
- Maintain accurate records of procurement activities, including purchase orders, contracts, and vendor communications. Provide regular reports to management on procurement progress, savings, and potential risks.
Requirements:
- Bachelor’s degree Quantity Surveying, Procurement, Civil Engineering, or a related field.
- Minimum of 7-10 years of procurement experience, preferably in the civil construction or infrastructure sectors.
- Familiarity with civil construction materials, equipment, and services is essential. Experience in sourcing for large-scale projects such as marine structures or other infrastructure is highly desirable.
- Proficiency in procurement management systems (e.g., SAP, Oracle, or similar software). Strong skills in Microsoft Office Suite, particularly Excel.
- Strong negotiation, communication, and interpersonal skills to manage vendor relationships and internal stakeholders.
- Solid understanding of budgeting, cost management, and financial reporting as it relates to procurement.
- Strong analytical and problem-solving skills to assess supplier performance and procurement processes.
- Knowledge of local, state, and national regulations regarding procurement and supply chain management in construction, including sustainability and environmental standards.
