· Prepare Standard Quotation Forms for Cost Estimation in line with tender scope/summary

· Assist BD in preparation and submission of tender documents (e.g. Fill-in Tender Forms, Contractors particulars & Technical Data (Upon receipt from PICs) as per Tender Format

Job Description

Contracting Strategy & Management:

• Lead the planning and development of contracting strategies for all terminals, ensuring alignment with project scope and contractor market insights. Involve early on, starting from the Investment Proposal stage.
• Oversee the contractor pre-qualification process.

Job Requirements

· Candidate must possess a Diploma in Engineering or Business Admin with at least 5 year(s) of relevant experience in Marine/ Shipyard.

· Strong communication negotiation and interpersonal skill

· Bilingual in English and Mandarin

· Proficient in Microsoft Office applications (Outlook, Excel, Words and Powerpoint, etc.)

RESPONSIBILITIES:

• Perform functions to get the best value for the Company from suppliers and subcontractors, ensuring quality, on time delivery and safety of products and services
• Evaluate supplier and subcontractor’s performance and report monthly
• Work with Quality Assurance Team for inclusion of suppliers in AVL.
• Resolve issues with vendors on non-conformance and achieve on time delivery
• Liaise with vendors on order requirements, logistics and delivery
• Extensive usage of ERP systems and job tracking and maintaining records
• Purchase both direct and indirect materials
• Negotiate with vendors to ensure best cost effectiveness
• Monitor and expedite delivery with supplier to support plant’s on-time-delivery KPI
• Ensure all purchase orders are created timely

REQUIREMENTS:

• Minimum Diploma in any discipline or equivalent based on past work experience
• Good communication and interpersonal skills
• Self-driven individual with a positive learning attitude
• Computer literate with knowledge in ERP systems
• Experience in import/export duties is an advantage

Job Info:

• Salary: Basic up to $3200 + VB
• Working Hours: Monday - Friday (8:30am - 6pm)
• Location: East (Expo MRT)

Job Scope:

• Manage the entire purchasing process, including sourcing activities
• Identify and source alternative materials to achieve cost savings
• Collaborate with requestors to meet business objectives
• Review inventory levels, place orders, monitor order status, and ensure materials are available to support production needs
• Prepare and provide necessary reports and documents (such as TDS, RoHS, and MSDS) to fulfill customer requests
• Generate monthly reports and handle other assigned tasks as needed
• Coordinate incoming shipments and logistics arrangements with the freight forwarder

Job Description

• Purchase of marine materials and equipment for Vessel, independently executing the corresponding administrative tasks.
• Responsible for the analysis of purchase orders /requests, price quotes and delivery deadlines surveys, vendor negotiation, analysis and approval of budgets, preparation, and placement of purchase orders and/or contracts.
• Follow up on the Purchase Orders status, in compliance with company guidelines.
• Negotiate with suppliers on deadlines, conditions and reschedule of supply and delivery.
• Prepare and submit status reports of purchase orders.

Job Description

Contracting Strategy & Management:

• Lead the planning and development of contracting strategies for all terminals, ensuring alignment with project scope and contractor market insights. Involve early on, starting from the Investment Proposal stage.
• Oversee the contractor pre-qualification process.
• Set up contracts, manage scope changes, and address scheduling obstacles in close coordination with the Project Manager.
• Manage the entire tendering process up to contract awards.
• Develop contracting and sourcing plans while organizing tender boards in compliance with the Global Tender Procedure.

Supplier Management:

• Organize and conduct pre-qualification assessments for tenders.
• Ensure an updated list of qualified vendors and contractors is maintained.
• Conduct site visits for contractors involved in growth projects as required.

Contract Management:

• Ensure procurement contracts are implemented effectively, monitored, and fully utilized.

Purchase-to-Pay (P2P):

• For purchases exceeding SGD40K without framework agreements, manage the supplier selection process, including market analysis, development of RFIs and RFPs, conducting clarification meetings, and coordinating with internal partners.

Project & Category Strategy Development:

• Develop project and category strategies based on key procurement categories, conducting internal and external analyses to secure and sustain optimal business value in terms of cost, efficiency, and risk management.
• Ensure availability of goods and services according to budget and planning requirements.

Annual Procurement Plan:

• Execute terminal procurement plans and budgets.
• Perform spend analysis, contract reviews, and process improvement assessments, aligning initiatives with stakeholders.

Continuous Process Improvement:

• Regularly review S&P policies and systems to identify and recommend P2P process improvements to the Manager of S&P.

Performance Measurement:

• Monitor and analyze performance by measuring KPIs (e.g., P2P, savings, contractor safety) and provide recommendations for improvements.

Job Requirement:

• Solid commercial awareness with experience in Contract Law, including drafting contract/specification clauses.
• Proven track record in contract negotiations and vendor management.
