• Manage purchasing cycle from invitation to quotation, evaluation of quotes, contract establishment, purchase orders and payment in accordance to the relevant IM policies
• Support contract management and supplier performance management
• Prepare periodic reports related to procurement
• Maintain and evaluate lists of current and prospective vendors/contractors/suppliers
• Manage suppliers' delivery of goods/services
• Analyze the procurement requirements and selects the most appropriate procurement methods based on interpretation and assessment of established policies, practices and experience
• Negotiate with suppliers to meet quality, delivery, cost and delivery objectives
• Work closely with all other functions to improve purchasing procedures and contribute towards effective cost management
• Administer GeBiz-related requests and procedures across the procurement lifecycle; support relevant requests and clarifications
• Any other duties assigned by the Supervisor

Requirements

• Diploma in related discipline, minimum GCE ’O’ level
• Prior procurement experience in an educational institution would be an advantage
• Hands-on knowledge on GeBiz
• Effective interpersonal skills with good command of English
• Proficient with Microsoft Office applications

· Assist the Procurement Manager in his duties and responsibilities

· Attend to daily request for sourcing of goods and materials under his/her portfolio from end users

· Check and ensure request forms are duly signed by the authorized signatory before sending out Request for Quotations (RFQ) to approved vendors

· Ensure purchase orders are processed within specified time in line with the KPI

· Ensure that all purchasing data are accurately input into the ERP System

· Ensure execution of purchases are in accordance to Town Council’s policies

· Conduct sourcing of materials and services locally for operation in accordance to established policies and procedures

· Ensure that all standard operating procedures comply with specifications, quality standards, statutory and regulatory requirements

· Use excellent customer service skills, establish, and maintain effective working relationships with vendors

· Liaise with Finance Department to ensure accurate and timely payment of invoices, as necessary for the Group with the suppliers

· Ensure quality standards are met through administration of purchasing complaints

· Maintain copies of required procurement document for each procurement of supplies, work, and service

· Any other duties as instructed by the Procurement Manager

The essential responsibilities of the incumbent includes:

• Support retail stores to ensure maximum sales and profitability of related merchandises and services for the Company
• Ensure a comprehensive range of latest products is available for sale and that terminated/discontinued stock levels achieve targets.
• Negotiate with suppliers on terms of trading, margins and advertising support and manages the supplier base – relationships.
• Work with suppliers to promote sales and product knowledge training in stores.
• Manage the merchandising forecasting and execute supply chain management practices. Work with Logistics, Warehouse, and Stores to ensure optimum stock availability and maintain healthy stock turnover.
• Manage stock replenishment.
• Allocate and tailor store ranges to meet store requirements.
• Manage the store range to monitor sales performance and inventory levels against plan so that timely remedial action can be taken when necessary to ensure profitability.
• Maintain awareness of competitors’ movements and ensure competitiveness via field visits.
• Develop up-to-date market knowledge of products and sources to enable quick speed to market of new product releases.
• Coordinate with various departments and assist where needed with supplier issues.
• Support the development of marketing campaigns that develops the product category.
• Set up, maintain and amend product details in the system.
• Raise purchase orders, create new product codes and generate reports.
• Any other duties as assigned.

Requirements:
