The Lead Resident Engineer shall be in the discipline of Electrical, Instrumentation & Control in delivery of large scale power generation project. The Engineer shall have at least 10 years of relevant engineering experience in delivery of large scale industrial/ utilities projects (e.g. waste, water, oil & gas, power) or relevant experience in delivering large solid waste management projects (e.g. WTE, sludge incineration, materials recovery and food waste treatment).
The duties shall include the following but not limited to:
- Work as owner’s engineer to lead the ICA project implementation at site.
- Assist Chief Resident Engineer in daily supervision and coordination duties for ICA discipline.
- Project delivery planning including time and manpower scheduling.
- Source and interview for Resident Engineers and Resident Technical Officers for ICA discipline
- Strong capability of specification capability for all ICA related specification. e.g. DCS / PLC system configuration, topology and controller, RIO engineering.
- Enforce Specifications, International Standards, Singapore Standards and good practices
- In depth of understanding for automation package for contract implementation of automation systems for WtE project.
- Contracts management of ICA discipline for the WtE project
- Review the EICA submittals from Contractors for Process like Waste Reception system, Incinerator-Boiler System, Water Steam Cycle, weighbridge system, building services, Enterprise Resources Planning, Communication Network Infrastructure, DCS, PLC, EMIS, PFMS etc.
- Essential understanding of P&ID of process engineering
- Liase with Engineering Manager and the Project Technical Specialists on the review and approval of design submissions including calculations and drawings
- Engage in Technical discussion EICA related issues with contractor and client
- Attend site meetings and resolve technical issues with Contractors
- ·Define Inspection and Special testing requirement and ensure coordination of those efforts on all contracts
- Ensure the documentation fully complies with the specifications and standards
- Participate in HAZOP review, SIL safety and design for safety workshops
- Work with electrical team closely for all power and process interfaces
- Participation in FAT of automation equipment, DCS, PMS, PLC and RIO
- Provide Technical support in Testing and Commissioning of the plant
Job Requirements:
- Degree in Electrical / Electronic / Instrumentation & Control Engineering recognized by the Professional Engineers Board
- Registered as Resident Engineer with the Joint Accreditation Committee of the Institution of Engineers Singapore / Association of Consulting Engineers Singapore
- At least 10 years of relevant experience in design and construction of large Waste to Energy (WTE) project or waste/water management projects in Singapore, particularly experience in power plant or WTE processes.
