The Project QAQC Engineer applies engineering principles and techniques to manage project issues in a construction environment to meet organizational objectives. His/her works also include evaluating the project implementation, quality and safety of construction project. Reporting to the Project Manager administratively and QAQC Manager technically, the candidate will be responsible for assuring the implementation and compliance with the Quality Assurance System and for scope of work related to Mechanical equipment (HVAC and Piping) trades on the project in Singapore.

In addition, the Project QA/QC Engineer leads project site improvement projects, and is expected to implement site quality programmes in accordance with organizational objectives.

The Project Engineer (QA/QC) is responsible for assisting the project manager in ensuring the quality standards of all construction trades with developed skills in quality control, construction management, construction supervision, quality assurance, monitoring issues pertaining to all Quality related matter including drawing and specifications. Responsible on QA/QC Plans, formulate checklist, inspection and procedures as well. He/She is also required to ensure compliance with workplace safety, health and other regulatory requirements in his/her line. • Preparation of Project Quality Plan (PQP) and carry out Internal Audit as scheduled in the PQP. Preparation of Inspection and Testing Plan (ITP) according to various Standard.

• To coordinate and arrange and call for all inspections at various stages as per approved ITP with Main contractors, Client and Subcontractors.
• Compile vendor/final turnover dossier and manufacturing data records and Final handover to Client.
• Work with the Start-up Manager and Field Manager to develop and administer the various systems Walk downs/Punch lists close out/ testing and commissioning/Final Documentation Handover including Mechanical and Substantial Completion to Client.
• Coordinate with Project Engineers for technical assistance, generating Root Cause Analysis (RCA) for Client-requested quality observations, and project closeout
• To prepare and maintain all test results and final QC acceptance documents.
• To perform inspection of all Mechanical and Electrical equipment, installations, in process inspections and maintain the records.
• Review approved equipment fabrication, erection, installation and commissioning using relevant drawings and architectural drawings, and ensure compliance with the construction specifications
• Work together with the OFE vendors and CFE vendors, suppliers to ensure that the fabrication, erection and installation of all M & E equipment and to properly document the quality process, tracking and final turnover of the same.
• Play a proactive role with field inspections, together with the subcontractors and the Client in developing pre-test plans prior to contractual testing and stay ahead of normally scheduled inspections with the authorities.
• Assist the contractor in resolution of known issues and lessons learned from other sites
• Assist with onsite/remote BIM 360 Field training of new Trade Partners / site personnel (iPad and Desktop) and competency with BIM 360 Field or equivalent software to create issues, capture QA/QC related issues, and create checklists.

• Perform the role of Lead Investigator into incidents to which you have been assigned. In doing so, it is necessary to immediately:
  • Visit the area where the incident has been detected (if applicable, e.g. if detected internally in an operational setting)
