• Working with the Project Manager(s), Contracts Manager, and other assigned leads in the contract administration of ongoing projects, mainly in various areas of Water projects; which includes water treatment plant, canal improvement works, conveyance pipelines, and coastal adaptation studies.
• Prepare and review of tender documents, contracts, and bills of quantities.
• Prepare reply to tender queries raised by tenderers and issue corrigendum to tender document during tendering period.
• Involved in tender evaluation including comparison of BQ prices of tenderers and prepare tender clarification letters for the shortlisted tenderers.
• Review, understand and communicate the Contract requirements to the Project Manager and the delivery team.
• Provide support on the general administration of contracts including drafting replies to the contractor’s general correspondence and notices of claims.
• Ensure correct administrative processes are put in place for management of change controls, early warning, compensation events, changes to scope of works, payment.
• Handle procurement and liaison with sub-consultants and suppliers.
• Assess and certify the various claims including progress payment claims, variation claims, extension of time and loss and expense claims.
• Prepare and finalise variation orders and final accounts for the contracts assigned.
• Prepare cash flows and perform monthly cost reporting and tracking of ongoing jobs.
• Support the Project Manager in resolving commercial issues with the Client and Contractor and implement strategies to avoid litigation / claims.
• Perform quantity take off and support on cost estimates.
• Attend various meetings, on-site BQ verifications and quality checks.

To be a successful candidate you shall possess:

• Bachelor Degree in Quantity Surveying, with a minimum of 8 years of Quantity Surveyor working experience in infrastructure projects in Singapore. Consultancy experience will be an added advantage.
• Knowledge in PSSCOC.
• High proficiency in MS Excel. Basic skills in CAD/BIM software for quantity take-off will be an added advantage.
• Ability to work independently, as well as in a team.

Job Description:

• Evaluate tender documents and requests for proposals to gain a thorough understanding of project details and requirements
• Lead the QS team and oversee tender cost estimation responsibilities
• Deliver precise and comprehensive quantity and component take-offs in accordance with the specifications outlined in the tender document
• Accurately measure and assess work completed by subcontractors, ensuring timely payment responses and thorough evaluation of VO
• Prepare and submit detailed VO measurements to clients and consultants, maintaining clear and effective communication throughout the process
• Ensure meticulous assessment of costs associated with all VO works
• Provide advice to the project team on contractual rights and obligations
• Monitor and manage project costs to ensure they remain within the approved budget
• Identify and source reliable suppliers and subcontractors
• Generate comprehensive quotation reports
• Conduct accurate and detailed cost estimations

Job Requirements:

• Degree in Quantity Surveying
• Minimum of 5 years' relevant experience in the construction industry
• Strong technical expertise in measurement, cost estimating, construction technology, contracts, and law
• Knowledge of PSSCOC and SIA is an advantage
• Effective team player
• Excellent communication and negotiation skills
