Resident Technical Officer (Mechanical & Electrical)

• To carry out site supervision and inspection of mechanical and electrical works including co-ordination with contractors and users so that works are carried out safely and accurately. It also includes any off-site manufacturing as instructed by the Engineer so as to ensure that works are constructed to required quality and accuracy.
• To monitor progress of the works on site and at any off-site manufacturing facilities and report delays immediately.
• To ensure that works are only carried out strictly within the stipulated time and/or at other time directed by the S.O. or other designated CAAS officer.
• To provide standing supervision as and when directed by the S.O. and/or by the Engineer/Architect, CAAS Engineer/Representatives.
• To enforce site safety and other measures to control dust, noise and vibration caused by the Contractor’s works.
• To maintain proper site filing system and updated records of all works done, including records of all activities, daily manpower, tests, inspections, status of works, safety, material delivery and equipment on site, labour, day works, site diary, provisional quantities, etc. according to ISO requirements.
• To check all drawings (including shop drawings) and sketches to verify and ensure that works are carried in accordance to approved drawings.
• To check that Contractor execute preliminaries items and conform to all requirements as stipulated in the contract.
• To check service routes and Contractor’s setting out and report any deviations to the SO and/or his engineer/architect.
• To check that all works are carried out in a safe and proper manner including temporary supports, protection and isolation of services.
• To verify reports and progress claims submitted by Contractor, including keeping record of all variations/changes as instructed or approved by the S.O.
• To attend to users’ and Contractor’s queries to ensure no disruption and/or disturbance to the operations of Singapore Changi Airport, RSAF Changi Airbase and associated CAAS/CAG premises or Ministry of Transport’s work sites in Changi East.
• To co-ordinate works (including concurrent and advance works) of all contractors and other direct contractors working at the site.
• To maintain record of site supervision’s overtime and any other claims.
• To inspect and ensure works are carried out in accordance to specifications and requirements, including taking and handing-over of completed works.
• To ensure that the Contractor’s workers are carrying out works only at their designated areas as the RSAF Changi Airbase, Singapore Changi Airport, CAAS/CAG Premises or Ministry of Transport’s work sites in Changi East are high security and protected facilities. No loitering and entry to unauthorised areas are allowed.
• To undertake any other duties related to the project as and when instructed by the S.O./Client through the Architect/Engineer.
• To fully complete the supervision of all mechanical and electrical works carried out by the Contractor. Though the mechanical and electrical is envisaged to be completed in about 3 months’ time, the supervisor will be required to continue his duties in the event of any extension of time granted.

• Diploma/Degree in Mechanical or Electrical Engineering from a recognized tertiary instituton;
• A registered Resident Technical Officer with Institution of Engineers Singapore (IES) or Association of Consulting Engineers Singapore (ACES) with valid practicing certificate;
• Minimum 5 years of relevant site supervision experience as a Resident Technical Officer on local projects;
• Experience in coordination and supervision of M&E installation works of critical infrastructure projects and projects involving additions and alteration works is preferred; and

• Knowledge on Hadoop ecosystem components such as HIVE, Impala, HDFS, Spark, Scala, HBase
• Fluent in structured and unstructured data, its management, and modern data transformation methodologies
• Hands-on experience working on real-time data and streaming applications using Kafka or other similar tools
• Experience in automation process – building procedures, ETL and automated job scheduling using data integration tool such as Talend
• Knowledge on data warehouse and FSLDM concepts

As a University of Applied Learning, SIT works closely with industry in our research pursuits. Our research staff will have the opportunity to be equipped with applied research skill sets that are relevant to industry demands while working on research projects in SIT.

The primary responsibility of this role is to deliver on a research project where you will be part of the research team to develop yeast and fungi for food ingredient and biochemical production. The specific goals are:

1. Metabolic engineering of Yarrowia and Candida yeasts for organic acid production
2. Design and optimization of fermentation method in 10L and 100L stirred tank vessels

Key Responsibilities:

• Fulfill the primary responsibilities within the project:
  i. Deliver structured presentations of research plans and findings every two weeks.
  ii. Provide guidance and mentorship to junior research engineers and undergraduate students working in the same research field.
  iii. Prepare scientific manuscripts for reporting and potential publication (as first or co-author).
• Prepare writeup for new research grant application
• Support undergraduate lab class conduct where applied research outcomes are utilized in undergraduate teaching.
• Conduct thorough risk assessments and ensure adherence to work, safety, and health regulations for all research activities.
• Coordinate procurement activities with licensed vendors for research items.

Job Requirements:

• Have a relevant PhD degree in Biochemistry or Biochemical Engineering
• Have at least 1 year experience with the metabolic engineering of Yarrowia and Candida yeasts, including foreign gene expression and gene deletion.
• Have at least 1 year experience with the use of bioreactor, HPLC-MS and GC-MS.
• Prior experience in the genetic manipulation of filamentous fungi cell line engineering is advantageous.
