As a Programme Manager at the Bioinformatics Institute within the Agency of Science, Technology and Research, you will play a crucial role in driving the success of our research programmes. Key Responsibilities:

1. Programme Ownership:
   • Take ownership of research programmes together with the scientific lead, overseeing the entire lifecycle from project formation to execution.
   • Collaborate with research teams in the early phases to assist in proposal scoping and development, funding acquisition, and project initiation.
2. Project Management:
   • Utilize strong project management skills to ensure projects are delivered on time, on target and within resources.
   • Develop and implement project plans, track progress, and proactively identify and mitigate risks, under framework agreements.
   • Work closely with scientific lead to pitch to management and gain required approvals for contract execution and funding.
   • Working with other project managers in the programme to coordinate execution and reporting.
   • Manage multiple programmes concurrently, each at different stages of development, with varying levels of attention required.
   • Prioritize and allocate resources efficiently to meet programme objectives
3. Stakeholder Management:
   • Engage with internal and external stakeholders to build strong relationships and ensure alignment with programme goals throughout programme lifecycle.
   • Effectively communicate project updates, milestones, and potential challenges to stakeholders.
4. Conflict Management:
   • Demonstrate strong conflict resolution skills to address issues promptly and maintain positive team dynamics.
   • Navigate challenges tactfully while keeping the focus on programme objectives.
5. Strategic Partnering and Business Development:
   • Work with the Business Development team to assemble Industrial Stakeholders and Performers across Research Institutes (RI"s) to build a cohesive team for the execution of the programme.
   • Supporting on Strategy and Business Development activities when called upon.

Qualifications:

• PhD or other advanced degree in bioinformatics, biomedical engineering, life sciences or relevant scientific or management field with at least 5 years of relevant experience.
• Proven success in programme and project management, preferably in a research or academic setting. PMP certification is a preferred.
• Strong understanding of bioinformatics and life sciences.

As a portfolio manager, you will be responsible for overseeing and managing investment portfolios for clients or institutions. You will work closely with clients to understand their investment goals and risk tolerance and develop investment strategies to meet those objectives. You will monitor market conditions, research investment opportunities, and make informed decisions on asset allocation and portfolio rebalancing. Additionally, you will track portfolio performance, provide regular updates to clients, and adjust strategies as needed to maximise returns while minimising risk and maintaining compliance with Investment objectives, risk tolerance and guidelines.

Responsibilities:

1. Investment Strategy Development: Develop investment strategies based on client objectives, risk tolerance, and market conditions. This involves conducting research, analysing financial data, and identifying suitable investment opportunities.
2. Security Selection: Evaluate individual securities, such as stocks, bonds, or other financial instruments, to select those that align with the investment strategy and offer the best potential returns.
3. Portfolio Monitoring and Rebalancing: Regularly monitor portfolio performance, assessing the performance of individual securities and overall asset allocation. Make adjustments and rebalance the portfolio to maintain alignment with the investment strategy and risk parameters.
4. Risk Management: Identify and assess potential risks associated with investment decisions. Implement risk management strategies, such as hedging or diversification, to minimize risk exposure.
5. Market Analysis: Stay informed about market trends, economic conditions, and relevant industry developments. Conduct research and analysis to identify investment opportunities or potential risks.
6. Compliance and Regulations: Ensure compliance with applicable financial regulations and internal policies. Adhere to legal and ethical standards in the investment management process.
7. Performance Reporting: Prepare and present performance reports to clients, detailing portfolio returns, risk metrics, and investment commentary. Provide insights and recommendations based on the analysis of portfolio performance.
8. Continuous Learning: Stay up-to-date with industry trends, investment strategies, and financial innovations. Continuously enhance knowledge and skills through professional development and networking.

Requirements:

• MAS Representative would be highly advantageous
• Master's/Bachelor's Degree in a quantitative discipline (Finance, Economics, Mathematics, or similar), with CFA preferred
• Preferable at least 6 years of relevant working experience in the stock exchange (US & Asian market) or private equity investment background
• Strong quantitative and financial modelling background with hands on experience on building tactical asset allocation models
• Existing relationships with potential investors
• Proven track record in portfolio/fund management and fund raising
• Strong communication skills (English & Korean) to liaise with Korean-speaking clients
