RESPONSIBILITIES:
- To be the prime contact for the LTSS U300 project
- To interface with the client and other stakeholders.
- To deliver project according to QCD, Contract and Safety commitments as specified at contract signature.
- To be able to build a workload according to project planning, animate and lead operationally the Project Core Team, defining the project priorities
- To follow-up on actions with the different stakeholder (off-shore team, on-shore team, client, operator, suppliers).
- Interface with the different Alstom sites (lateral support in Singapore and vertical access to other overseas sites) and ensuring timely dissemination of critical, technical, safety and best practices.
- To respect of Project Management Processes, Methods & Tools.
- Responsible to deliver KPIs (Repair exchange within 1 working day, Part support, Quality Assurance, Technical/Specialist support) of the project
- To establish Key Project Indicator Metrics - Measuring and improving Project quality performances and ensure Return on Experience is captured / taken into account.
- To be in charge to the budget allocated to the LTSS U300 project.
- To ensure Environment Health & Safety (EHS) rules are applied all EHS is systematically reviewed before site work: Hazard identification, risk control, etc.
- To ensure that the project workload needs are well forecasted and anticipated by Project Core Team
- Participate & prepare Monthly Project Review (MPR) to Management ( Internal and customer).
- Define, review & adjust strategies of the project with Services Projects Director and Customer Director; periodically
- Support Customer Director in proposing and negotiating variation orders and claims with customer
- Support Customer Director in getting customer acceptance of the project
- To establish and review on a regular basis the risk register.
- Set-up of the front office and lead the mobilization phase.
- Ensure comprehensive review of current maintenance processes and certify the competency of Operator so as to align with Alstom’s O&M best practices.
- Support Operator to improve operational performance by recommending sound action plans derived from REX.
- Ensure no obsolescence of the LTSS parts/items by leveraging on Alstom back-office which has the global-watch capability and proactive strategies.
- Manage the relationship with Operator at operation level and coordinate the local activity.
- Collaborate with Operator to resolve complex faults such as NFF/Intermittent faults.
Qualifications & Skills:
- Degree in Engineering
TECHNICAL COMPETENCIES & EXPERIENCE:
- Project Management execution experience
- Strong knowledge of business processes
- Good knowledge of signalling system design
- Good knowledge in Services /Maintenances
- Strong experience in planning and design deployment.
- PMI Certified is an added value
