• Develop cost-reduction strategies to enhance the overall value of the project.
• Monitor project costs to ensure the objectives of the project are achieved following building contract law.
• Oversee and ensure compliance with standards.
• Prepare tender and contract documents following the building and construction regulations.
• Prepare the cost analysis for the project to ensure the overall value is enhanced.
• Provide advice on contractual claims so that the project scope is managed.

The incumbent is requested to work closely with the Project Manager of the Open Cycle Gas Turbine (OCGT) project.

The Construction Engineering Manager should have capability to discuss about technical issue into consideration of the contract, and schedule based on intension of Project Manager (PM) and Engineering Manager (EM).

Job responsibilities

• Providing technical advice on the construction technology for Advanced Gas Turbine Congeneration Combined Cycle Plant
• Providing technical advice on the construction technology for OCGT configuration
• Providing progress report to MHI Head Office (Japan)
• Liaising with internal & external stakeholders regarding site coordination
• Advising on equipment installation, piping work and electrical instrumention work which is required for the Gas Turbine Combined Cycle power plant

Job requirement

• Minimum 25-year experience in construction of Gas Turbine Combined Cycle power plant
• Japanese Language proficiency of JLPT N1 or equivalent is mandatory as this role requires the incumbent to communicate with Japanese internal counterparts and external suppliers on a daily basis
• Advanced knowledge of equipment installation, piping work and electrical instrumentation work for Gas Turbine Combined Cycle power plant
• Advanced knowledge of gas turbine, steam turbine, generator, heat recovery steam generator and auxiliary equipment.
• Work experience in working at construction sites

Responsibilities:

· Responsible for all works related to Quantity Surveyor duties.

· Able to prepare cost estimation, quantity take-off and cost evaluation.

· Involved in tender preparation and participation

· Preparation of technical details & costing for tender submission

· Preparing payment claims, verifying payment to sub-contractors, ensuring all variations to contract are captured and tracking VOs

· Carry out other Contracts Administration activities.

· Other ad hoc duties from time to time

Requirements:

· Diploma or Degree in Quantity Surveying/Building or equivalent.

· Minimum 5 years of relevant working experience in QS works in Singapore construction firm. (Kindly Provide project type and experience in your resume)

Working hours : 9.00am - 6.00pm (Mon - Friday), 9.00am - 1.00pm (Alternate Saturday)

• Taking off quantities for tendering;
• Prepare costing and budget for tenders;
• Preparing variation claims/ project payment claims;
• Evaluation of subcontractor’s claims & preparation of payment certificate for subcontractors;
• Extension of time claim;
• Attend to all contractual matters;

• Any other QS function as and when required by the contracts manager and/or the management;

Job Requirements

• Degree/Diploma in QS/Building or equivalent
• Ability to read & interpret drawings.
• 2 year & more on local quantity surveyor experience
• - English competency.

• Preparation of tender documents and specifications for subcontractors
• Preparation of subcontract agreements, letter of award, work/purchase order etc
• Quantity measurement and preparation of progress claims and variation claims to Client and Consultants
• Evaluation of subcontractor’s progress claims, variation claim and recommend to team Manager for the interim payment certificates until final account settlement
• Monitoring of subcontractors’ work progress and schedule
• Liaise with Clients, Consultants for QS and contract related issues

Job Requirements:

• Degree in Architectural or Civil / Structural Engineering
• Minimum 3 years of relevant site experience in Singapore building projects or fresh graduates
• A good understanding of structural and architectural finishing works for building projects
• Well versed in PSSCOC
• Self-motivated and able to work with minimum supervision
• Proficient in MS Office, Bluebeam & AutoCAD
