Job Description
1. The Workplace Health, Safety and Environment (HSE) Manager shall be responsible for the development and implementation of HSE strategies, procedures, training, monitoring and reporting.
2. Ensure overall project safety, environmental & quality plan(s) are properly implementing.
3. Develop and provide training for implementation of the project specific safety and environmental management system;
4. Carry out site inspections, liaise with the person in charge of the works and superintendents to see that safe methods of work are in operation, and that all statutory/government regulations and the consortiumโs rules are being observed;
5. Advise management on:
ยท 1) preventing injury to personnel and damage to plant and equipment;
ยท 2) legal requirements related to safety and health protection;
ยท 3) changes in legislation and safe codes of practice; and
ยท 4) further improvement to existing sound working methods.
6. Review method statements in related to risk assessments prior to MS submission;
7. Review the overall safety performance of subcontractors and analyse information on injuries and damage to identify any particular hazard or trend.
8. Conduct safety training for all levels of employee & keep records of such training.
9. Promote safety to all levels of employee by holding safety promotion activities, safety campaigns.
10. Identify and continually review project management staffโs training needs and ensure records of all trained personnel are properly kept in the site offices.
11. Arrange for site staff to attend health & safety training organized by the consortium or external bodies.
12. Arrange regular meetings to review any H&S issues regarding authority applications, complaints, noise issues, management system and on-site performance on their projects;
13. Keep up-to-date with recommended codes of practice and new safety literature and circulate information applicable to all levels of employee;
14. Notify client, either directly or by telephone, immediately on becoming aware of any serious accident likely to result in, or actually resulting in, the death or hospitalization of any personnel on site;
15. Promptly, notify client of any incident that has occurred on site in which any personnel on site has been injured.
16. Conduct / arrange audits in accordance with the requirements of the safety plan.
17. Prepare monthly safety report to project management.
18. Be familiar with the emergency procedures and set a good personal example.
Job Requirement:
1. The HSE Manager shall be full-time at the site office upon commencement of any works on site.
2. The HSE Manager shall preferably have 10 years post registration, โhands-onโ practical experience in the management of safety on similar major projects in the waste, water, oil and gas or power sections.
3. The HSE Manager shall be Registered WSH officer in Singapore under the Ministry of Manpower and shall have site HSE Management experience on waste, water, oil and gas or power projects with experience in handling multinational work forces.
