• Develop and implement strategies to improve resource allocation and utilization; Evaluate deployment processes and make recommendations for improvement.
• Prepare regular reports on resource allocation and utilization for management review.
• Identify and implement process improvements to enhance resource management practices
• Coordinate with recruitment agencies to ensure timely staffing of projects.
• Manage & maintain relationships with external vendors and staff
• Develop and maintain systems to track staff progress and performance.
• Collaborate with anagers to develop individualized training development plans for each position.
• Coordinate with training and development team on training activities to support staff growth.
• Monitor staff engagement and satisfaction levels and identify opportunities to enhance staff morale and motivation.
• Collaborate with managers to address staff performance issues and implement corrective actions.
• Stay current on trends and best practices in staff development and performance management.

Administration

• Assist with day to day operations of the Resource Management functions and duties
• Administration of transfers/movements, performance appraisal reviews, turnover, promotions etc.
• Collaborate with the Business Unit’s Resource Team on the daily resource management’s operational duties
• Conduct orientation and on-boarding of new joiners and integrate them into deployment plans.
• Manage off-boarding processes, exit interviews and clearance
• Ensure accuracy in the maintenance of manpower records in the systems.
• Administer and effectively implement the processes for disciplinary, grievance handling and termination/exit clearance, to ensure compliance with statutory and regulatory requirements
• Prepare monthly reports and recruitment statistics to Management
• Verify and process invoices for all contract manpower
• Any other ad-hoc duties as required or assigned

Requirements:

• Diploma in Business Administration, Business Studies or equivalent
• Prior experience in learning and development is an advantage
• Proficient in Microsoft Excel
• Self-motivated, proactive and independent
• Effective analytical and problem-solving skills
• Must be detailed, accurate and meticulous
• Effective communication skills, both oral and written

Responsibilities

• Arrange for interviews with shortlisted candidates as well as recruitment agencies.
• Assist in the collection and verification of candidates' documents and certificates.
• Conduct reference checks on potential candidates.
• Prepare employment contracts and make offer to selected non-exempt candidates.
• Update and maintain personnel files and records in HRIS systems.
• Arrange hotel accommodation & relocation-related matters
• Provide administrative support for onboarding such as staff ID cards, name tags, coordinate orientation programme and logistics and deploy new staff to respective departments.
• Assist screening of bio-data, co-ordinate with overseas/local recruitment agent on logistics issues, verify documents for all overseas recruitment (where applicable).
• Ensure timely processing of renewal, application and payment of SNB, AHPC and SMC practicing certificates for all nurses, allied health professionals and doctors.
• Administer pass applications, leaves and benefits.
• Track and process staff confirmation, extension of probation and contract renewals.
• Issuance of salary letters relating to promotion, upgrading, re-designation and contract renewal and/or any other salary adjustments.
• Ensure timely processing of agency payments, applicable staff allowances and advance salaries.
• Process cessation of employment eg. arrangement of exit interviews, computation of pro-rated relocation allowance, booking of airfare and cancellation of passes for staff.
• Process Gift Declarations as in accordance to policies.
