The mission of the Strategic Planning and Management department is to achieve an integrated strategic planning and performance management process that aligns the domains and departments to the organizational goals and objectives.

Reporting to the Deputy Director (DD) of Strategic Planning and Management, the Senior Manager’s key role is to lead the Planning and Performance Management team to drive planning processes and support the performance management for the organisation. In the execution of this role, the incumbent will need to work with all domains and departments and function as the custodian of the corporate planning cycle in SingHealth Community Hospitals.

In this role, you will lead the SCH Work Plan Cycle which includes working with SCH’s stakeholders to develop a 3 yearly work plan aligned to SingHealth’s strategic objectives and focus areas. You will work with clinicians and SCH Finance to support the analysis of VDC conditions to review performance. You will also support key leadership and Board-level meetings.

Requirements

• Bachelor’s degree in Business/ Healthcare Management
• At least 8 years of relevant work experience, preferably in a healthcare environment with at least 2 years of managerial / supervisory experience
• Relevant work experience in strategic planning, scorecard implementation, project management and change management is an added advantage

The Role

This role will entail supporting our multinational clients in the delivery of consulting services to the headquarters and coordination of both local consulting and local broking services in the area of medical and other insured benefit programs. Key tasks associated with this role will be:

Coordinating services to headquarters

• Working with senior consultants act as the day-to-day contact that is able to provide updates on local country activities and proactively identify and escalate issues with our clients

• Work with relevant parties (including the local H&B teams) to ensure local broker-of-record letters (or similar) and statements of work are in place; With support from the GBC, engage in dialogue with in-country consultants/brokers as needed, to ensure local issues are resolved;
• Participate in regular (as necessary) calls both internally and with the client to communicate progress and resolve outstanding matters;
• Review local broker reports and other communications to ensure consistency of style and message, as appropriate;
• Deal with issues that arise, and escalating as appropriate;
• Ensure that wider IGS/H&B team is kept appraised of issues and brought into conversations as necessary;

The Requirements

• Minimum 5 years of experience working within HR or in a benefits program related capacity, experience managing insured benefit programs is preferred
• General understanding of the benefits program within APAC, especially for insured programs, deep country specific knowledge is a plus
