Role Purpose
Manage the day to day operations of the Swire Projects Fleet chartered vessels (at sea and in port) with strong focus on the parcel trades ex Far East & South East Asia, ensure the delivery of service excellence to all customers and stakeholders, and positioning Swire Projects as the partner of choice from an operations perspective.
Role Accountabilities
Vessel operations
· Liaise with regional offices (chartering and operations) to ensure the smooth operation of the owned and operated fleet across basins.
· Execute “State-of-the-Art” operations of the chartered fleet of Projects’ MPPs or Bulkcarriers to increase wherever possible the efficiency of the fleet at sea (routing / slow steaming) and ashore (stow planning vs port line-ups, intake optimization) to maximise returns for Swire Projects / CNCo.
· In conjunction with the bunker desk and chartering team, optimize & manage the bunker requirements of the owned and chartered fleet.
Port Operations/Supervision
· Intimate knowledge of port operations associated with the Swire Projects trade routes, in particular the Far East & South East Asian parcelling trades & counterparties, its ports, cargoes, separations and specific CP terms (CQD), tidal loading, etc.
· Close communicate & cooperation with the designated Chartering Managers, being on top of local developments and remain a pro-active approach in reg to port congestion, change of rotation and/or cargo stows, port line-ups, etc.
· Ensure the smooth loading / discharging operations, expediting vessels in port, liaising with port agents & authorities and co-ordinate with owners/charterers operations staff to ensure win-win outcomes.
· Strong operational & legal knowledge about cargo documents, such as M/R + B/L, Manifest, Cargo + IMDG declarations, LoI’s
· Liaise with regional offices, masters and the operations team to ensure max intakes and best stow, and that port operations are optimised in line with the agreed CP terms.
· Ensure that all cargo and stability information is available, paying particular attention to the allowed max drafts & loadline requirements that will be encountered en route.
· Monitor bunker requirements of the operated dry Projects fleet ensuring that the bunker planning for each voyage is appropriate. In conjunction with the bunker desk, and the relevant chartering manager evaluate alternative bunker supply ports, if necessary.
· To increase wherever possible the efficiency of the fleet in port (expediting discharge on CQD terms) to maximise returns (and operational cost savings) for the Swire Projects group always keeping in mind the agreed CP clauses for NOR tendering, load- /discharge- and Laytime terms.
Cost and Productivity control
· Manage the operated voyages with oversight and responsibility for timely IMOS entries / P&L variances and its reporting, hire payments, bunker payments, and freight invoices within the fleet operated.
· Accountability for closing outstanding files in a timely manner and within agreed KPI’s. Liaison with CNCo charterers, shippers and receivers to minimise and, together with GM / CM, solve any claims, and where necessary assume ownership and direction in the management, and solution of cargo and vessels claims.
· Working closely with Hire Desk/Finance team to ensure timely settlement / collection of pending TCI/TCO hires incl necessary deductions, avoid overpayments of TCI owners
· Close follow up with Post Fixture team on preparation of Freight Invoice, Laytime calculations and resp PFFI & FFI within the companies KPI
· Point of contact for Swire Projects’ financial controller
· Add Projects & Project work throughout all operational aspects, as defined case by case
· Manage port agency and survey costs, and costs for other vendors.
· Responsible for monitoring and the analysis of speed reduction programs.
· Responsibility for closing of all third party TC in vessel files, port files, DA’s and any other third party services used by the operations staff.
· Be fully responsible for the accuracy & timely/live updates of IMOS & the voyage P&L.
· Reporting any variance / change of the actual P&L vs the Chartering Managers estimate.
Cargo Handling and Claims
· Liaise with SP insurance, charterers, shippers/receivers and TC owners to minimise and solve claims. Alerting the chartering manager when claims and/or any potential problem with counterpart are arising and look for an amicable solution together.
Management reporting + Procedures and Standards
· Keep current and strictly implement procedures for reporting executed fixtures / various vessel performances / explain underlying variances (with the relevant chartering person for each voyage).
· Keeping up to date and strictly enforcing operating procedures across the owned and operated fleet and through the operations department to comply with the highest standards in our operating areas.
· Understand, follow and disseminate information on changing legislation directly affecting our business from Bimco, Imo, and other local, national and supranational bodies.
· Liaising with the technical / owners department for owned vessels.
Operational Excellence
· Be responsible for the operational excellence for the Swire Projects operated fleet. Always taking a pro-active position on continual improvement and implementing appropriate policies. Responsible for the maximisation of efficiency of the vessels at sea and in port, and responsibility for managing vessels P&L in the operational environment. Keep current and strictly implement procedures for reporting vessel performances (speed and consumption, hold cleaning, cargo separations) / explain underlying IMOS/P&L variances with the relevant chartering person for each operated voyage.
Commercial
· Protecting Swire Shipping position/rights whilst maintaining a commercial perspective with a view towards winning long term customer relationships and being our TC owners and cargo customers partner of choice.

Key Qualifications & Skills
Qualifications & Technical Skills
· Min Diploma in a related discipline from a reputed school.
· Previous seagoing experience as a Master Mariner or Chief Engineer (not mandatory).
· Clear understanding of Far East & South East Asian Parcel trade patterns and counterparties involved.
· IMOS and SEDNA experience.
Professional Skills
· Minimum 2-5 years’ experience in land based dry bulk and project shipping operations with a Dry Bulk or MPP/Project owner/carrier, projects operator cargo charterer or port agency, with strong knowledge of commercial, technical, operational, legal aspects of the sector.
· Good relationships in the local dry bulk and projects community, strategic perspective and ability to grow relationships.
· Good communication skills.
· Results orientated with analytical skills.
· Customer focused for win-win outcomes.
· Integrity in all transactions and relationships.
