Summary:

- Manage licences renewal, repair and replacement projects

- develop and manage contracts for services whch are outsourced, against financial, performance and outcome targets including but not limited to cleaning, security and parking

Job Requirements

• Degree/Diploma in Estate Management, Facility Management & Shipyard Management, Engineering preferably Mechanical or Electrical related. For Diploma holders, prior leadership experience (minimum 5 years) in complex worksite environment will be an advantage.
• Demonstrated experience in managing the maintenance (including but not limited to housekeeping, building and M&E services) of a large-scale industrial property with preference in the marine and offshore industry.
• Knowledge and experience in managing the maintenance of marine related equipment such as gantry crane, crawler crane, docks, forklifts etc.
• Ability and familiarity to engage government agencies for the needful applications/renewals of regulatory certificates to the buildings and equipment within the premise.

Responsibilities

• Lead a team of engineering supervisors and shift engineers to diagnose mechanical and electrical breakdowns, assessing the best course of action and conducting a root cause investigation to eliminate the likelihood of re- occurrence.
• Project lead for all installations, overhaul of equipment and plant, working with suppliers to ensure they deliver on time, on budget and with minimum disruption
• Lead the implementation of a factory wide PM system using the current Process Control System, and ensuring PM activity is carried out during factory downtime at the correct frequency to an agreed standard.
• Effective manage an Engineering team including performance management, training and development
• Ensure that all projects are engineered to scope, budget and relevant standard and regulatory compliance.
• Fulfilling a key role within part of the site management team, being fully accountable and reporting on assets and ancillary plant downtime across site.
• Lead all on site preventative maintenance activities.
• Budgetary management/control, responsibility for the day to day management of the site repair and maintenance budgets
• Implement safe systems work and managing 3rd party site engineering works, liaising with the operations team to ensure that plant critical repairs minimize plant disruption or managed out of hours.
• Upholding GMP engineering standards across site, 3rd party technical customer audits & statutory inspections are passed any non-conformances are closed out with root cause analysis to avoid repeat failure.
• Continuous improvement of engineering ways of working to ensure improved equipment performance. A six sigma qualification would be desirable but not essential however knowledge of continuous tools and techniques is essential
• Lead the implementation of autonomous maintenance deployment process across the site.
• Responsible for maintaining and improvement of all engineering assets and developing an asset care strategy
• Setup an effective Engineering planning function, leading the development of Job Libraries and codifying repair

Requirements

• Degree in Mechanical or Electrical Engineering
• Minimum 5 year's management experience in engineering, project and maintenance management within food manufacturing industry.
• Demonstrates understanding of project management and engineering from a technical and operational point of view
• Strong analytical, problem-solving and decision-making skills
• Excellent planning, organizational skills and sense of urgency
• Background of hands-on experiences from new line installation project and/or focus improvement project will be advantageous

The Role

The APAC project management team is looking for a dedicated client-side Project Manager. This is an exciting role within Bloomberg and offers scope for further professional development. In this role you will need to have a high degree of professional knowledge managing a broad spectrum of internal and external stakeholders and partners. You will be expected to deliver exceptional projects in line with business requirements of quality, time and cost whilst running all related project risks. You need to be able to communicate and articulate the needs of the project and provide accurate reporting to your internal stakeholders, project team lead and senior management.

You will be responsible for end-to-end delivery including the development of end-user program requirements and coordination of the occupation of new and refurbished premises (plus decommissioning of the Company's current offices). You will also be involved in the due diligence process for review of new premises and assist with future capital planning.

We’ll trust you to:

• Provide strong leadership to the internal and external design and construction project team
• Handle the development of scope narratives, budgets and schedules that will be used to define a project and acquire management approvals
• Work with Contract Administration and procurement groups to ensure strategic methods are developed and applied for procurement of professional consultants and contractors
• Ensure Bloomberg company governance and policy is rigorously followed

You will need to have:

• A Technical degree in architecture, engineering, design, construction management or similar
• 10-15 years experience in leading projects of increasing size and complexity and have demonstrated single point of ownership and responsibility for those projects
• Demonstrated experience in financial project management and governance of single projects greater than $5MM, and/or multiple projects greater than $8MM
• Experience in design and construction phases of a project including time on site under different stages of construction
• A broad understanding and depth of knowledge across the various subject areas and topics encountered on an office design and construction project
• Proficiency using Microsoft Suite, MS Project, or similar industry project management and scheduling software
• Experience in reading drawings and specifications including architectural, structural, MEP, and IT/Comm
• Experience in establishing contracts for consulting and construction services, understanding of the various contracting methods and right applications for each method
• Prior experience in remote delivery of projects of scale, working with culturally diverse teams across Asia
• Experience in delivering projects in a live corporate fit out environment
• Demonstrated strong communication skills in challenging situations
• Excellent engagement approach to manage partners and stakeholders
• Understanding of roles and responsibilities as typically set forth in the industry by SIA and REDAS construction contracts or similar
• Excellent written and verbal communication skills in English
• Demonstrated continuous career progression in an organisation
