The Agency for Care Effectiveness (ACE) is a Health Technology Assessment (HTA) in Singapore. The role of ACE is to provide independent evidence-based evaluations of health technologies (e.g. drugs, vaccines, medical technologies) to inform funding decisions and produces technology guidances on their appropriate use.

The Economic Modelling team in ACE performs technical appraisal of health technologies including economic modelling and budget impact analysis. Key responsibilities

Technical assessment, data analysis and reporting

• Conduct or appraise economic evaluation and budget impact analysis as part of health technology assessment (HTA) for drugs, vaccines and medical technologies to inform funding decision-making by the Drug Advisory Committee (DAC) and Medical Technology Advisory Committee (MTAC)
• Assist in the identification and prioritization of topics for technical assessments

Communcation and engagement

• Work closely with stakeholders to understand data needs and expected timelines
• Engage healthcare institutions or providers to gather inputs on the scope, inputs and outputs of the technology assessment
• Work closely with cross functional teams to effectively communicate findings internally and to external stakeholders

Data gathering and management

• Understand various datasets available and acquire health technology related data (not routinely available in MOH) from healthcare institutions or providers or other relevant parties

Training and development

• Undertake continuing personal and professional development, and keep up to date to scientific and methodological developments to meet changing demands of the job and to satisfy the required technical competencies

Educational requirements:

Relevant experience:

No prior experience required for analyst, and at least 1 year and 3 years of experience in relevant fields for senior analyst and principal analyst, respectively.

We are hiring an IT and Cybersecurity Manager to oversee and execute Data and Cybersecurity activities and projects. In this role, you will report to both the Chief Operations Officer (COO) and the Operations Lead, and work closely with the rest of the team.

Key Responsibilities

Data-related Special Projects

* Assess and improve ClavystBio’s overall data strategy, systems development, and data management

• Work with relevant Leads to analyse current and future business requirements for communication, data storage, management and analytics across investment and corporate development functions

* Overall ClavystBio officer-in-charge to oversee and manage the organization's IT and cybersecurity efforts, which include prevention, monitoring, detection, and incident response to cybersecurity threats and intrusions

* Develop and implement ClavystBio’s cybersecurity strategy, policies and procedures

• Review existing IT policies and provide recommendations in line with industry best practices
• Provide recommendations on IT security architecture including associated software
• Ensure compliance with cybersecurity regulations and standards, and report on security status and incidents

* Work closely with external IT and cybersecurity provider(s) to:

• Direct the deployment and management of ClavystBio’s cybersecurity solutions to protect critical services and systems

· Identify IT Delivery improvement opportunities and support requests from other teams or departments that have identified process or productivity improvement opportunities.

· Creating and maintaining projects that use different technologies such as automation, BI reports, and .Net programming language

· Stay up-to-date with emerging trends and technologies.

· Develop and enforce coding practices.

Secondary Function:

The Team is also handling the following functions, and the successful candidate may be assigned to assist with these functions:

· DevOps process: design, implement, and maintain the continuous integration and deployment pipeline for our software applications.

· Support Audits

- This includes external compliance audits for areas responsible by the IT Dept., i.e., ISO 22301, Finance Audit, ISO 27001, etc.

· Application Security

- To work with the application security IT analyst to enforce Security practices.

TECHNICAL REQUIREMENTS:

Tertiary education with working experience or knowledge in the following areas:

· Understanding the SDLC and agile processes

a. Should have working experience or knowledge in the following Programming language:

• C#.NET
• WCF / Web API
• Angular / ReactJS
• JavaScript/ Typescript

b. Json and XML formats and technologies

c. MS SQL Server 2016 or above

d. Object-oriented design concept

· It is an added advantage if you have experience or knowledge with:

a. Agile Scrum Development Methodology

b. BI tools like Qliksense and Splunk

c. Container Development

d. DevOps

e. Cybersecurity
